<strong>Ordinances</strong> <strong>for</strong> <strong>Ph</strong>.D. <strong>Degree</strong><br />
I] Place of Research<br />
<strong>The</strong> <strong>Swami</strong> <strong>Ramanand</strong> <strong>Teerth</strong> Marathwada University offers research programmes in<br />
different subjects under different faculties listed in statute no. 533 and in<br />
interdisciplinary areas leading to the <strong>Degree</strong>s of <strong>Ph</strong>.D., D.Sc., and D.Litt. A candidate<br />
shall work in a recognized Place of Research including the University Schools,<br />
University Departments, Research Institutes recognized by the University, and<br />
Research Centers in affiliated colleges and CSIR laboratories/research centers.<br />
<strong>The</strong> selection of doctoral students should have multiple pathways <strong>for</strong> entry to<br />
<strong>Ph</strong>.D. programme while maintaining entry standards; support and promote crossdisciplinary<br />
teaching and research; greater exposure to U.G. and P.G. students to<br />
cutting edge research, the University and Institutions must ensure that research<br />
undertaken must match global quality in relevant field. `<br />
1. <strong>The</strong> Management of an Institution actively conducting research or specialized<br />
studies and Affiliated Colleges of preferably long standing repute with postgraduate<br />
teaching in the subject or two major research project completed and<br />
having at least one research guide on the permanent teaching staff of the<br />
Department concerned can seek recognition of a particular Department<br />
/Laboratory and the Institution itself if it is solely devoted to the Research Work,<br />
as a Research Centre by<br />
(i) Submitting a prescribed application <strong>for</strong>m together with the stipulated fee to the<br />
Registrar on or be<strong>for</strong>e 31 st October of the preceding year.<br />
(ii) <strong>The</strong> application of the college shall be processed as per provisions of 83(3),<br />
(4) and (7) of the Maharashtra Universities Act, 1994.<br />
(iii) <strong>The</strong> application of the research institute shall be processed as per provisions of<br />
84(1) (a to e) and 84 (2, 3 and 4) of the Maharashtra Universities Act, 1994.<br />
2. <strong>The</strong> recognized Research Centre shall be actually engaged in research with the<br />
involvement of teaching faculty and the students of the Department(s) / School(s)<br />
concerned. No Institute/ College/ Laboratory shall be recognized <strong>for</strong> registering<br />
<strong>Ph</strong>.D. students unless they have the adequate infrastructure and number of guides<br />
to accommodate at least six students in the subject which not only leads to<br />
enhancement of required study material (subscription to number of journals) but<br />
also provide an environment necessary <strong>for</strong> interaction amongst the fellow<br />
researchers.<br />
3. Recognition granted to a Research Centre shall come to an end in case no Research<br />
Work in terms of research publication in reputed journals /Project is<br />
undertaken within three years from the date of recognition and no further renewal<br />
shall be allowed.<br />
4. Recognized Research Centers shall make adequate additional provisions in their<br />
regular budgets <strong>for</strong> providing the library support to Research Activities.<br />
5. <strong>The</strong> number of full time research students permitted to be registered in a research<br />
center shall be such that optimum laboratory and library facilities in case of<br />
Science Faculty or optimum space and library facilities in case of other faculties<br />
can be provided.<br />
<strong>The</strong> permission of the recognised Research Centers shall be <strong>for</strong> six years and<br />
Research Centre shall be reviewed after every two years.<br />
<strong>The</strong> rules regarding the eligibility, registration, supervision, submission and<br />
evaluation of thesis and the viva-voce and defense of thesis shall be governed by<br />
the following ordinances:<br />
II] Eligibility<br />
1. For admission to the <strong>Ph</strong>.D. programme in a subject in any faculty, an applicant-<br />
a) Shall hold a master’s degree with 55% marks <strong>for</strong> open category candidate, and<br />
50% marks in case of reserved category candidate & Foreign Students in the<br />
relevant subject from any recognized University. Such degree should be recognized<br />
and valid <strong>for</strong> continuing advanced education, and the decision of the concerned<br />
Research and Recognition Committee in the matter shall be final<br />
OR<br />
b) Shall hold a master’s degree by research and shall have published at least two first<br />
authored research papers in peer reviewed journals or M.<strong>Ph</strong>il.<br />
c) Shall be a teacher having full time teaching experience of at least five years in<br />
degree/junior colleges and shall have Published at least two first authored research<br />
papers in peer reviewed journals<br />
d) Shall be a person working in national Laboratories-Institutes / Government-Private<br />
Organization nominated / Sponsored by the respective employer and shall have<br />
published at least two first authored research papers in peer reviewed journals<br />
e) Shall be a person who has qualified in NET/SET/GATE/JRF/GPAT examination of<br />
the apex bodies in higher/technical/professional education such as CSIR/UGC/ICAR<br />
/ICMR/DBT only.<br />
f) Persons having passed Graduate <strong>Degree</strong> Examination with 50% marks and with 15<br />
years experience after graduation in related field who is senior citizen of age 60 years<br />
and above. This type of exceptional cases, <strong>for</strong> senior citizen only, shall be at the<br />
discretion of Vice-Chancellor.<br />
2. Application <strong>for</strong> research in inter-disciplinary areas and from applicants belonging<br />
to a faculty or subject other than the faculty or subject in which the research is<br />
proposed to be done and from the international candidates (those who have not<br />
obtained the Master’s degree from the Indian Universities) shall be considered on<br />
the basis of the proven ability and aptitude of the researcher <strong>for</strong> such a kind of<br />
research. <strong>The</strong> decisions in this regard shall be taken by the Research and<br />
Recognition Committee/s concerned. Such interdisciplinary research (shall) be<br />
under additional guidance of co-guide/s from the relevant interdisciplinary area.<br />
Three years of work experience in the related field is necessary <strong>for</strong> such<br />
candidates.<br />
III] PET (<strong>Ph</strong>.D. Entrance Test)<br />
<strong>The</strong> entrance exam, now, is must <strong>for</strong> any <strong>Ph</strong>.D. appearing candidate<br />
as per the new guidelines laid down by University Grants Commission.<br />
DATES FOR ENTRANCE EXAM<br />
PET / Entrance Test shall be conducted once in a academic year<br />
(June/July). Student involved in malpractice case will be liable <strong>for</strong> the<br />
punishment as per the university rules.<br />
1. <strong>The</strong> number of seats available <strong>for</strong> <strong>Ph</strong>.D. in a particular subject shall be<br />
decided well in advance and notified in the university website or<br />
advertisement. Only pre-determined number of students shall be<br />
admitted to <strong>Ph</strong>.D. programme.<br />
2. <strong>The</strong> Department / Recognised Institutes / affiliated Colleges<br />
(herein after referred as ‘Research Centre’) will communicate the<br />
vacancies subject wise to the PG Section. <strong>The</strong> number of<br />
candidates the guide or supervisor desires to supervise shall be<br />
submitted by the Research Guide to the ‘Head of the Research<br />
Place’, by filling up the ‘willingness <strong>for</strong>m’, who in turn will<br />
communicate all such vacancies (subject wise) to the PG Section<br />
by the end of December and June every year. All such vacancies<br />
will be declared by the PG Section through advertisement and<br />
university web site.<br />
3. <strong>The</strong> admission to the <strong>Ph</strong>.D. Programme shall be either through ‘Entrance<br />
Test’ or through M.<strong>Ph</strong>il. Programme. While granting admission to<br />
students to <strong>Ph</strong>.D. Programmes, the College Department(s) or Campus<br />
School(s) shall follow the State Reservation Policy. Foreign students shall<br />
be treated at par with the open category <strong>for</strong> admission. <strong>The</strong> list of the<br />
‘Recognised Guides’ with specialization and the ‘Title of the <strong>The</strong>sis<br />
Awarded’ shall be displayed on the web-site & sent to UGC.<br />
4. An applicant seeking admission to the <strong>Ph</strong>.D. programme shall apply to the<br />
Director, Board of College and University Development in the prescribed<br />
application <strong>for</strong>m along with entrance fee as may be prescribed from time to<br />
time <strong>for</strong> admission.<br />
FOR ENTRANCE EXAMINATION<br />
<strong>The</strong> candidates who are eligible under ordinance no.II] 1 b) – e) will be<br />
exempted from entrance examination. In addition to the above <strong>for</strong>eign<br />
students shall be exempted from the Entrance Test, however, course work shall be<br />
compulsory <strong>for</strong> <strong>for</strong>eign students. For <strong>for</strong>eign students, registration to <strong>Ph</strong>.D.<br />
programme shall be made during any time of the year; however, admission to <strong>Ph</strong>.D.<br />
programme shall be confirmed only after the name of the applicant is<br />
recommended by RRC. Research visa shall be mandatory <strong>for</strong> <strong>for</strong>eign students.<br />
<strong>The</strong> Registration Form should be submitted by the exempted candidates<br />
be<strong>for</strong>e interview within stipulated time with relevant supporting<br />
documents.<br />
ALLOCATION OF RESEARCH SUPERVISOR(S) / GUIDE(S)<br />
<strong>The</strong> allocation of the Research Guide <strong>for</strong> a selected candidate,<br />
including <strong>for</strong>eign candidates, shall be decided by the Research Centre in<br />
a <strong>for</strong>mal manner depending upon the number of candidates per faculty<br />
member, the specialization available among the Research Supervisors and<br />
the subject interest of the candidates as indicated during interview by the<br />
candidate. <strong>The</strong> allocation committee may appoint, in case of<br />
interdisciplinary subjects, co-guide/s recognized by this University, if required.<br />
<strong>The</strong> allotment / allocation of Research Guide shall not be left to the<br />
individual candidate or supervisor.<br />
<strong>The</strong> allocation committee shall consist of:<br />
a) University Campus:<br />
i) Director (Chairman)<br />
ii) BOS Member nominated by VC<br />
iii) Two subject experts (one from campus school and one from<br />
affiliated colleges)<br />
iv) Reservation nominee (nominated by Vice-Chancellor)<br />
b) Research Centers at affiliated colleges<br />
i) Principal/His nominee (Chairman)<br />
c) Recognised Research Centers<br />
i) Director/His nominee (Chairman)<br />
ii) Dean of the concerned faculty<br />
iii) Head of the concerned department<br />
iv) one subject expert from campus school<br />
v) Reservation nominee (nominated by Vice-Chancellor)<br />
Note: Each member of the ‘Allocation committee’ has to be the<br />
research guide<br />
<strong>The</strong> head of research centre shall admit the candidates as per<br />
the Govt. rules & reservation policy of S. R. T. M. University,<br />
Nanded.<br />
<strong>The</strong> candidates who qualify through Entrance Test or who are exempted under<br />
provision of ordinance no. PG/2/2003-04(3) shall have to face the interview<br />
be<strong>for</strong>e the ‘Allocation Committee’.<br />
Allocation Committee shall meet twice in a year to finalize the admission<br />
of eligible candidates. <strong>The</strong> committee shall finalize the supervisor and<br />
Research centre, according to the preference given by the candidate. After<br />
the allotment of the supervisor, concerned student will finalize the<br />
‘Research Topic’ and shall write ‘Research Proposal’ in consultation with<br />
supervisor.<br />
IV] Admission<br />
After the allotment of the guide / supervisor, <strong>The</strong> applicant shall submit eight<br />
copies of his/her <strong>Ph</strong>.D. proposal, prepared in consultation with the guide, through<br />
the Head of the place of research. Proposal (with suitable ‘title / theme /<br />
concept’, ‘earlier work / research survey’. ‘objectives’ with ‘hypothesis’ &<br />
‘research methodology’) complete in all respects with due fees should reach the.<br />
RRC.<br />
RR committee shall meet after every three months.<br />
<strong>The</strong> Research and Recognition Committee then shall-<br />
(a) Grant provisional admission on the basis of the merit of the proposal, its relevance<br />
in regional and national context, and based on the per<strong>for</strong>mance of the student in<br />
interview and presentation of scheme of his planned research,<br />
(b) Approve the selection of the topic, guide and Place of Research<br />
(c) Direct that the synopsis of research proposal shall be announced on the web also<br />
giving name of the student, guide and the institute, to avoid duplication.<br />
7. <strong>The</strong> date of submission of synopsis by the candidate to RRC shall be the date of<br />
registration<br />
Course Work<br />
Course work shall be compulsory <strong>for</strong> all those who have not completed the<br />
course work in M.<strong>Ph</strong>il. Candidates shall be exempted from clearing the course<br />
work, if he/she has already completed the course work. However, candidate<br />
shall have to submit the certificate to this effect, from the competent<br />
authority.<br />
After having been admitted each <strong>Ph</strong>.D. student shall be required to undertake<br />
course work <strong>for</strong> a minimum period of one semester. <strong>The</strong> course work shall be<br />
treated as <strong>Ph</strong>.D. preparation. Course work must include a course on research<br />
methodology & philosophy which may include quantitative methods and<br />
Computer Applications in the relevant subject. <strong>The</strong> research scholar may also<br />
involve in reviewing of published research in the relevant field. Minimum<br />
qualifying requirement <strong>for</strong> allowing a student to proceed further with the <strong>Ph</strong>.D.<br />
work would be 50%.passing in the course work paper.<br />
<strong>The</strong> course work will carry 20 credits. <strong>The</strong> division of the course work is as<br />
follows:<br />
i) Four credits <strong>for</strong> ‘Research Methodology’<br />
ii) Four credits <strong>for</strong> ‘Computer Applications’<br />
iii) Ten credits <strong>for</strong> subject specific course work (to be taught by the supervisor<br />
on contact hour basis, record of attendance to be maintained)<br />
a) Five credits <strong>for</strong> ‘Foundation & <strong>Ph</strong>ilosophy’ of the research subject<br />
b) Five credits <strong>for</strong> ‘Specific Research Subject’<br />
iv) Two credits <strong>for</strong> ‘Field Work’, ‘Seminar’ & other related ‘academic<br />
activities’<br />
Total Credits: - 20<br />
<strong>The</strong> syllabus <strong>for</strong> the above course works shall be designed by the respective<br />
BOS. <strong>The</strong> course work shall be treated as pre <strong>Ph</strong>.D. preparation.<br />
Marks <strong>for</strong> each paper of the Course Work<br />
Each 5 credits paper shall have 125 marks, 4 credits paper shall have 100<br />
marks and 2 credits paper shall have 50 marks. <strong>The</strong> total marks <strong>for</strong> the<br />
Course Work will be 500 marks.<br />
Examination & Passing Standard <strong>for</strong> Course Work<br />
Examinations <strong>for</strong> the course work shall be based on the credit system followed<br />
by the campus. Passing standard <strong>for</strong> the course work shall also be as per the<br />
passing standard <strong>for</strong> the credit system i.e. 40% separate passing in the<br />
internal & external components.<br />
<strong>The</strong> remuneration per contact hour shall be paid by the university as per the<br />
university norms. <strong>The</strong>re shall be written examination <strong>for</strong> these course works.<br />
Course Work Sessions<br />
First Session:- April to June<br />
Second Session:- September to November<br />
Part Time Research:- <strong>The</strong>re is no provision <strong>for</strong> part-time research <strong>for</strong> any students.<br />
<strong>The</strong> other research students will have to sign the ‘Reporting Register’ whenever<br />
they visit the department or school <strong>for</strong> the research work. Maintaining the<br />
reporting register will be mandatory <strong>for</strong> the ‘research centre’.<br />
Progress Register:- Every research scholar shall have to make the entries with<br />
regards to i) field work ii) equipments used iii) experiments carried out iv)<br />
literature survey v) time spent in computer lab. and any other relevant<br />
research work carried out, in the progress registered maintained & signed by<br />
the supervisor(s).<br />
<strong>The</strong> date, duration or registration shall be valid <strong>for</strong> five years. Extension up to a<br />
maximum period of two years shall be given, in two stages of one year each, by the<br />
Research and Recognition Committee/s concerned only if considerable work has<br />
been done by the candidate. <strong>The</strong> candidate concerned must submit the application<br />
<strong>for</strong> extension through his guide and the Head of the Place of Research at least six<br />
months prior to the expiry of the registration period. Failure to apply <strong>for</strong><br />
extension at least six months prior to the expiry of the deadline will lead to the<br />
cancellation of the admission. No further extension beyond the stipulated<br />
period of the period of registration shall be permissible.<br />
8. (a) If the candidate desires, he/she may partially modify the title and the proposed<br />
plan of the research. However, such application must be made within two years from<br />
the date of registration. <strong>The</strong> Dean concerned may approve such changes on the<br />
recommendation of the guide.<br />
(b) In case the area of research is to be changed completely, the candidate shall<br />
have to register under the new title.<br />
9. No candidate shall be allowed to simultaneously register <strong>for</strong> <strong>Ph</strong>.D. and any other<br />
degree course of this University or any other University.<br />
10.Normally a candidate shall be required to complete his/her doctoral research under<br />
the supervision of the guide who recommends his case <strong>for</strong> admission. However,<br />
the Research and Recognition Committee concerned may allow change of guide on<br />
the production of no objection certificate from the first guide and an acceptance<br />
letter from the new guide. No objection certificate will not be insisted on if the<br />
student brings to the notice of the university that his/her guide is not available or<br />
interested in guiding him/her research <strong>for</strong> some reason. <strong>The</strong> validity of this reason<br />
will have to be endorsed by the Head of the Place of Research. If Head of the<br />
place of Research himself /herself is the guide then the Dean shall endorse the<br />
validity of this reason. However after change of guide the research student will<br />
not be allowed to submit his thesis at least <strong>for</strong> one year.<br />
11. Every registered Research Scholar has to submit half yearly Progress Report to<br />
the University through the Guide and if the same is not submitted twice in<br />
succession i.e. <strong>for</strong> one year, the Guide shall send a report to the University on<br />
the non-compliance of the six monthly progress reports and to initiate further<br />
action in this matter. In such a case a fine of Rs. 500/- will be charged per<br />
report <strong>for</strong> up to one year and registration shall be cancelled in second year <strong>for</strong><br />
continued failure to file progress report. <strong>The</strong> progress report shall be <strong>for</strong>warded<br />
within seven days of submission to the Research and Recognition Committee or<br />
a separate committee <strong>for</strong>med by the Research and Recognition Committee <strong>for</strong><br />
this purpose to assess the progress of the research. <strong>The</strong> committee shall<br />
scrutinize the progress and shall communicate the comments to the<br />
candidate <strong>for</strong> its compliance<br />
12. Registration of the candidate shall be cancelled by the Research and<br />
Recognition Committee or a separate committee <strong>for</strong>med by the Research and<br />
Recognition Committee <strong>for</strong> this purpose under the following circumstances-<br />
(i) <strong>The</strong> guide, with justification substantiated by half yearly reports, recommends<br />
cancellation of the registration.<br />
(ii) <strong>The</strong> student has requested <strong>for</strong> cancellation of registration. However, in such<br />
case, the student shall not be permitted to register <strong>for</strong> <strong>Ph</strong>.D. on the same topic unless<br />
comments of the previous guide are obtained.<br />
<strong>Ph</strong>.D. Fee<br />
13. <strong>The</strong> fees <strong>for</strong> the <strong>Ph</strong>.D. registration shall be as decided by the competent authority<br />
from time to time. 50% of the tuition fee shall be returned to the Place of Research.<br />
However, any relaxation in the fees as granted by the competent authority shall not<br />
be given to a candidate who registers under 7(b) above.<br />
V] Research Supervision /Guide<br />
1) Eligibility: Recognition as a Research Guide shall be accorded to the applicants<br />
fulfilling the following conditions.<br />
(i) Applicant has put in at least three years of research after the award of <strong>Ph</strong>.D. to<br />
him with at least three publications substantiating it (Post <strong>Ph</strong>.D. publications which<br />
should not be part of his/her doctoral thesis) OR he is a Scholar of Eminence with<br />
proven ability to guide research in the concerned discipline. Provided that, the<br />
teacher appointed by the University in the grade of Professor or Reader to the<br />
school, or Professors and Asst. Professors in Engineering/<strong>Ph</strong>armacy appointed<br />
through duly constituted Selection Committee, shall be deemed to have been<br />
recognized as Guide in the subject(s) taught in the school/college, <strong>for</strong> all purposes<br />
provided that he/she has published minimum of three papers in the SCI/peer<br />
reviewed journals in the relevant subject(s). This shall not apply to Designated<br />
Readers in colleges and university.<br />
(ii) Teacher working outside University area but fulfilling the above conditions<br />
could be recognized as Research Guide <strong>for</strong> guiding research in Recognized<br />
Research Institutes, provided he is also recognized as research guide by the<br />
University in which area such applicant normally works, and he is posted in the<br />
recognized institute where the research is to be carried out. Recognized<br />
Research Institutes may use services of exceptionally talented retired research<br />
guides on the recommendations of the Research and Recognition committee.<br />
<strong>The</strong> teacher recognized as research guide shall cease to be so recognized on<br />
completion of 65 years of age and shall not register new students after<br />
completing 62 years of age.<br />
(iii) In extraordinary cases persons of recognized merit in research with outstanding<br />
publications as well as teaching (Person of Eminence) could be considered <strong>for</strong><br />
recognition as Research Guide in relaxation of the above conditions. Such<br />
relaxation shall be approved by the Vice-Chancellor suo-motu or on the<br />
recommendations of the Research and Recognition committee.<br />
(iv) In case of the recognised guide(s), whose department is not a ‘Recognised<br />
‘Research Place’, he/she can register the candidates <strong>for</strong> <strong>Ph</strong>.D., by getting<br />
attached to the concerned school on the university campus or nearby<br />
recognised research centre, provided that the school does not exceed the<br />
quota of <strong>Ph</strong>.D. candidates to be registered under all the recognised guide(s)<br />
in the school <strong>for</strong> all subjects by over and above 10%.<br />
VI] Interdisciplinary Study<br />
1) Interdisciplinary study will be one in which expert guidance from more than one<br />
subject is required. One of this shall be the basic subject in which the student<br />
has acquired his PG degree and the other/s will be allied subject/s which not<br />
only help in the research but enhance overall quality of research/applied<br />
research and are essential <strong>for</strong> the same. <strong>The</strong> <strong>Ph</strong>.D. in this case will be awarded<br />
in the basic subject or interdisciplinary subject preferred by the student.<br />
Inter-faculty Study<br />
Inter-faculty study will be one in which expert guidance from other subject is<br />
required. Under this, any candidate from any subject can register <strong>for</strong> <strong>Ph</strong>.D.<br />
under any subject with the special permission from Vice-Chancellor.<br />
2) <strong>The</strong> guide in interdisciplinary study must have his/her <strong>Ph</strong>.D. in the allied field of<br />
the subject or provided that he/she has published minimum of three papers<br />
in the SCI/peer reviewed journals in the subject(s) of interdisciplinary study<br />
in last three years preceding the registration of student. He shall not guide in<br />
subject/topic in which he has no expertise.<br />
3) If the topic of research is such that expertise from more than one subject/field is<br />
required <strong>for</strong> the work, co-guide from such other subject/field shall be permitted.<br />
However, the guide from the basic subject of the student shall be the main<br />
guide.<br />
4) Whether the topic/field is interdisciplinary or not shall be decided by Board of<br />
Interdisciplinary Studies of the faculty.<br />
5) a) Topics in subjects in Appendix-2 shall be considered interdisciplinary<br />
which may require expertise of co-guide/guide from allied field.<br />
b) Guide from allied subjects/fields shall be permitted to guide only in his<br />
field of specialization in the interdisciplinary subjects.<br />
c) <strong>The</strong> interdisciplinary study subjects and the related/allied subject/s<br />
shall be as given in Appendix-2. Additional subjects shall be added to it as<br />
approved by the concerned Board of Interdisciplinary Studies through<br />
respective Deans. However, the <strong>Ph</strong>.D. in interdisciplinary subjects will be<br />
in the field of basic subject/ or interdisciplinary subject preferred by the<br />
student.<br />
VII] Remission/number of students<br />
1) Every recognized Research Guide will be entitled to a remission of two periods<br />
in his workload provided he has at least two Research Scholars registered with<br />
him.<br />
2) <strong>The</strong> total number of students permitted to be registered with a guide from this<br />
university shall be as follows:<br />
(a) Professor- 08<br />

A supervisor shall not have, at any given point of time, more than Eight<br />
<strong>Ph</strong>.D. Scholars and Five M.<strong>Ph</strong>il. Scholars (including all the inter-disciplinary<br />
subject(s) in which he/she is a guide). A Special concession is granted <strong>for</strong><br />
registering two senior citizens or two <strong>for</strong>eign students as <strong>Ph</strong>.D. students. In<br />
such case(s) the supervisor shall not have, more than Three M.<strong>Ph</strong>il.<br />
Scholars with him/her. In any case the number should not exceed thirteen.<br />
3) In case of Recognized Research Institute, the guide shall be permitted to have a<br />
maximum of 10 research students registered at the Research Institute, provided<br />
the guide is posted to and guiding research exclusively at the Institute, as the<br />
Institute is not involved in teaching but only in research.<br />
4) Guide from outside the university area shall be permitted only two candidates to<br />
be registered <strong>for</strong> research and either the student or the guide should be from the<br />
University area.<br />
VIII] Withdrawal of Recognition as Guide<br />
Recognition as Research Guide granted to a teacher shall stand withdrawn in casei)<br />
No Research Scholar registers under him within five years from the date of<br />
recognition,<br />
ii) No Research Scholar registered under him submits thesis <strong>for</strong> award of <strong>Ph</strong>.D.<br />
<strong>Degree</strong> within seven years from the date of recognition. However, in such cases, say<br />
of the concerned guide and opinion of the Dean shall be considered,<br />
iii) Not published at least three research papers in case of Campus School faculty<br />
or two research papers in case of a college faculty, in referred journal within a<br />
period of five years,<br />
iv) is involved in serious breach of Rules as laid down involving gross<br />
Administrative and Academic lapses, financial irregularities and malpractices, willful<br />
and perpetual negligence of duties and activities involving moral turpitude.<br />
v) Guide should have at least one major/minor research project on his credit<br />
IX] Research without Guide<br />
1. Persons desirous of registering their names <strong>for</strong> undertaking independent<br />
Research Work shall have not less than 10 years of teaching/professional<br />
experience and research aptitude evidenced by publication of at least three<br />
research papers in reputed journals, subject to approval from the Research and<br />
Recognition Committee <strong>for</strong> approving independent registration.<br />
2. As a special case, the Research and Recognition Committee, may allow a<br />
candidate to register <strong>for</strong> <strong>Ph</strong>.D. independently i.e. without having to work under<br />
the supervision of a guide, provided that a committee consisting of the<br />
following shall examine the matter and report to the Vice-Chancellor, whose<br />
decision shall be final:<br />
i) Dean of the Faculty (Convener)<br />
ii) Nominee of the Vice-Chancellor (Subject expert)<br />
iii) <strong>The</strong> Head of Place of Research<br />
<strong>The</strong> report shall include specific recommendation as to whether student be permitted<br />
to register independently with reasons.<br />
X] Submission and Evaluation of <strong>The</strong>sis<br />
1. (a) Every Research Scholar be<strong>for</strong>e submitting the thesis shall have to submit<br />
the ‘no due certificate’ duly signed by the ‘librarian’, ‘research lab<br />
incharge’, PG Section, ‘Supervisor’, ‘Head’ / ‘Director’ & ‘Principal’ /<br />
‘Registrar’.<br />
Every Research Scholar shall submit ten copies of the synopsis of his/her<br />
thesis with the specific title through the Guide six months be<strong>for</strong>e submitting<br />
the thesis along with the prescribed evaluation fee. <strong>The</strong> final synopsis<br />
should contain ‘Title of the thesis’, ‘objectives’, ‘hypothesis’, ‘research<br />
techniques used’, chapter-wise brief account of the work done and overall<br />
conclusion. On examination of the synopsis by the R & R committee, RRC<br />
shall permit submission of thesis.<br />
(b) A Research Scholar is expected to complete his research work within three<br />
years from the date of registration and submit the thesis. However, if the<br />
Guide is fully satisfied he/she could recommend submission of thesis after two<br />
and half years from the date of registration. This shall be considered on merit<br />
and documents submitted in support in this matter and recommended by the<br />
RRC and approved by the Vice-Chancellor. Further, if the candidate is M.<br />
<strong>Ph</strong>il. in the subject, he may be permitted to submit the thesis after two years<br />
from the date of registration provided he/she extends his/her research work<br />
leading to <strong>Ph</strong>.D. degree. If the M.<strong>Ph</strong>il. candidate wants to pursue <strong>Ph</strong>.D. in any<br />
other topic than the M.<strong>Ph</strong>il topic then he/she may submit his/her thesis after<br />
two and half years from the date of registration, if the guide is fully satisfied.<br />
2. Up to three months be<strong>for</strong>e the date of submission of the thesis each candidate<br />
shall give a pre-submission seminar to be arranged by the Head of the Place of<br />
Research on the request of the student duly endorsed by the guide. <strong>The</strong><br />
seminar shall be open to all faculty members and research students. <strong>The</strong><br />
final plan of the thesis will be discussed by the research scholars present,<br />
among whom the presence of the research guide and the Dean or V.C’s.<br />
nominee shall be necessary. Head of the Department or Head of the Place of<br />
Research shall send copy of the report on presentation, without which the final<br />
synopsis shall not be permitted to be submitted. <strong>The</strong> synopsis of the<br />
thesis is to be submitted only after successful presentation of<br />
pre-<strong>Ph</strong>.D. seminar. Compliance of the queries raised or comments made<br />
during the pre-<strong>Ph</strong>.D. seminar must be incorporated in the synopsis. <strong>The</strong><br />
thesis shall be submitted after the report of the synopsis are received. If any<br />
changes are suggested by the referee then such changes will have to be<br />
included in the thesis be<strong>for</strong>e the thesis is submitted <strong>for</strong> the evaluation.<br />
3. <strong>Ph</strong>.D. candidates shall publish one research paper in a referred journal<br />
be<strong>for</strong>e the submission of synopsis and produce evidence <strong>for</strong> the same in the<br />
<strong>for</strong>m of acceptance letter or the reprint (As per the U.G.C. regulation 2009)<br />
4. <strong>The</strong> candidate shall be allowed to submit his/her thesis up to six months from<br />
the date of submission of synopsis, failing which the candidate will have to<br />
pay the prescribed fine <strong>for</strong> late submission. Late submission of thesis shall be<br />
allowed up to the completion of one year from the date of submission of<br />
synopsis or till the expiry of the registration period whichever is earlier.<br />
5. <strong>The</strong> thesis shall include a certificate by the candidate that the work reported in<br />
the thesis has been carried out by the candidate himself/herself and that the<br />
material from other sources, if any, is duly acknowledged.<br />
6. <strong>The</strong> thesis shall be written in English/Marathi/Hindi except when it is related<br />
to modern European or Indian languages. In the faculties of Science,<br />
Engineering, Medicine, Law and <strong>Ph</strong>armacy the thesis shall be written in<br />
English only.<br />
7. <strong>The</strong> candidate shall submit to the Examination or P.G. Section three copies of<br />
his /her thesis in <strong>for</strong>m of hard bound papers along with a soft copy (computer<br />
readable floppy or CD) through Guide and Head, Place of Research and<br />
produce an acknowledgement of the receipt of thesis by the research guide and<br />
the Head, Place of Research. <strong>The</strong> thesis shall be accompanied by declaration<br />
signed by the candidate to the effect that ‘the thesis is his/her original and<br />
independent work’. It shall also be authenticated by the Guide.<br />
8. <strong>The</strong> final thesis shall be presented in accordance with the following<br />
specifications:<br />
a) <strong>The</strong> paper used <strong>for</strong> printing shall be A4 size.<br />
b) Printing shall be in a standardized <strong>for</strong>m on one side of the paper and in<br />
one-and-half spacing.<br />
c) A margin of one-and-half inches shall be left on the left hand side.<br />
d) <strong>The</strong> card <strong>for</strong> cover shall not be more than 330 gms.<br />
e) (i) <strong>The</strong> title of the thesis (ii) name of the University (iii) degree, its subject<br />
and faculty (iv) name of the candidate, (v) name of the guide and coguide,<br />
if any and (vi) the month and year of submission shall be printed on<br />
the title page and the front cover (Appendix-1).<br />
XI] Appointment of Examiners<br />
1. <strong>The</strong> procedure <strong>for</strong> appointment of examiners shall be undertaken soon after the<br />
candidate submits his/her synopsis.<br />
2. <strong>The</strong> synopsis shall be <strong>for</strong>warded to Research and Recognition Committee/s<br />
concerned. <strong>The</strong> Committee shall recommend to the the V.C. or Board of<br />
Examination (BOE)/Dean a panel of six external examiners in the prescribed<br />
<strong>for</strong>mat (along with the latest biodata of the examiner(s) & letter to the effect<br />
that he/she is the recognised guide of the university), of which at least three<br />
shall be from other states of India or from outside India <strong>for</strong> faculty of Science,<br />
Law and Engineering and Technology. However one of the two referees should<br />
be from other than the state of Maharashtra <strong>for</strong> Arts & Social Sciences. For the<br />
Science faculty, Law, Engineering and Technology and ‘English’ subject one of<br />
the referees should be from outside India A pool of names of experts shall be<br />
prepared <strong>for</strong> each subject with various specializations by the concerned Board<br />
of Studies <strong>for</strong> the purpose of selection of referees. <strong>The</strong> V.C. or BOE may<br />
approve all the names on the panel in order of priority, add or delete or may<br />
refer back to the concerned Research and Recognition Committee. Care shall<br />
be taken to avoid reciprocal appointment of referee vis-à-vis the guiding teacher<br />
at least <strong>for</strong> a period of five years. However not more than two theses should be<br />
sent to one expert in a year of a particular subject. If the approval of the panel<br />
is delayed beyond three months, the <strong>Ph</strong>.D. candidate, through his guide may<br />
bring this matter to the notice of the Vice-Chancellor directly and Vice-<br />
Chancellor in such case may initiate appropriate action in consultation with the<br />
Dean and ensure that the panel is approved within a month. If This method shall<br />
stand amended if provisions of the Maharashtra Universities Act, 1994 in this<br />
matter are amended subsequently.<br />
3. <strong>The</strong> guide of the candidate shall be the internal examiner. In case of a candidate<br />
working independently, the Research and Recognition Committee concerned<br />
shall recommend to the BOE the name of a recognized research guide who<br />
shall be the internal examiner.<br />
XII] Evaluation<br />
1. After the V.C. or BOE has approved the panel of examiners, the Controller of<br />
Examination (COE) shall invite the first two examiners on the approved panel<br />
to examine the thesis. When an examiner accepts the invitation and the<br />
candidate has submitted the thesis, the COE shall <strong>for</strong>ward the thesis to the<br />
examiner(s) within a week from the date of receipt of acceptance letter or the<br />
submission of the thesis, whichever is later. If an examiner does not accept the<br />
invitation within thirty days from the date of dispatch of the invitation letter,<br />
invitation shall be sent to the next examiner on the panel.<br />
2. <strong>The</strong> internal as well as external examiners shall independently send their reports<br />
in the prescribed <strong>for</strong>mat (Appendix 3) to the COE within sixty days from the<br />
date of receipt of the thesis with a copy to the internal examiner (<strong>The</strong> reports<br />
sent by e-mail shall be accepted) If an examiner fails to do so, the COE shall<br />
send him/her a reminder immediately after the expiry of the said period and<br />
request him/her to submit the report within thirty days thereof. If the examiner<br />
concerned fails to comply even within the extended time, the COE shall invite<br />
the next examiner on the approved panel to evaluate the thesis. In the event of a<br />
request <strong>for</strong> late submission of report, receipt, postal delay, etc the Dean<br />
concerned shall take an appropriate decision in the interest of the candidate<br />
concerned.<br />
3. <strong>The</strong> COE after ascertaining that all the three reports are favorable, arrange the<br />
viva and the defense of thesis on an earliest date suitable to the internal<br />
examiner, the nearest or earliest available external examiner and the<br />
chairperson. <strong>The</strong> reports, received from the external examiner(s), shall be<br />
made available to the candidate, the research guide and the chairperson<br />
immediately <strong>for</strong> the compliance of the comments made in the thesis,<br />
4. In case an external examiner gives an unfavorable report the COE shall get the<br />
thesis examined by the next examiner from the panel of examiners approved by<br />
the V.C. or BOE. If both or two out of three external examiners give<br />
unfavorable reports, the candidate shall be declared as failed.<br />
5. In case both the referees/examiners call <strong>for</strong> major revision and rewriting of the<br />
thesis, the thesis shall be so revised, rewritten and resubmitted within a period<br />
of one calendar year from the date the referees’ comments are communicated to<br />
the candidate. In such a case tuition fee <strong>for</strong> the year and 75% of examination<br />
fee shall be paid <strong>for</strong> resubmission. If more than one year’s time is required but<br />
total time so required is less than seven years from initial registration, the<br />
candidate shall be granted extension of time to that extent. In such a case yearly<br />
tuition fees and full examination fee shall be paid by the candidate <strong>for</strong><br />
resubmission. In case the total time required or taken exceeds seven years from<br />
the date of initial registration, the candidate shall have to re-register <strong>for</strong> <strong>Ph</strong>.D.<br />
6. It shall be mandatory <strong>for</strong> the examiners to return the copy of thesis to the<br />
university.<br />
7. i) <strong>The</strong> lodging & boarding arrangement of the examiner shall preferably be<br />
made in the university guest house by the <strong>Ph</strong>.D.section.<br />
ii) Candidate in no case should try to make contact with or entertain the<br />
examiner be<strong>for</strong>e the viva-voce. <strong>The</strong> examiner(s) shall have to sign the<br />
certificate to that effect, and shall have to submit the same to the Vice-<br />
Chancellor (Appendix - 4).<br />
iii) <strong>The</strong> name of the External examiner(s) who assesses/assess the thesis<br />
shall not be included in any other committee nor he/she shall be invited as a<br />
resource person <strong>for</strong> at least a period of one year.<br />
XIV] Viva Voce and Open Defense of <strong>The</strong>sis<br />
1) Viva Voce shall be held at the University preferably on the Campus. <strong>The</strong> Vice<br />
Chancellor shall nominate the Chairperson from amongst the Dean /<br />
Professor / Director of School / Head of the School of the concerned subject not<br />
less than the cadre of Reader (with at least five years post <strong>Ph</strong>.D. experience)/<br />
<strong>for</strong> the Viva-voce and the defense of the thesis.<br />
2) <strong>The</strong> day, date, time and the place <strong>for</strong> the viva voce and the defense of thesis<br />
shall be notified by the Examination Section, in consultation with the internal<br />
examiner, at least eight days in advance.<br />
3) <strong>The</strong> defense of the thesis shall take place in the presence of the internal<br />
examiner, one external examiner and the chairperson, who shall jointly evaluate<br />
the per<strong>for</strong>mance of the candidate.<br />
4) In case none of the external referees is available <strong>for</strong> the viva-voce of the<br />
candidate, the Vice-Chancellor, on the recommendation of the Dean concerned,<br />
shall appoint a senior research guide in the subject to act as an examiner <strong>for</strong> the<br />
defense of the thesis. If the internal examiner is not available, the Vice-<br />
Chancellor shall appoint one of the senior research guides in the subject<br />
5) <strong>The</strong> examiners present <strong>for</strong> the viva-voce and the defense of the thesis shall<br />
submit their final consolidated report to the COE through the Chairperson of<br />
the Viva-voce immediately after the defense is over. <strong>The</strong> final<br />
recommendation of the examiners shall be by majority. After acceptance of<br />
the same, the Examination Section shall issue the notification.<br />
6) In case the defense is not satisfactory the examiners may recommend that a<br />
fresh viva-voce and the defense of thesis be organized after six months, but in<br />
any case within one year. For such fresh viva-voce, fresh fee of Rs. 5000/- or<br />
as required to meet the expenses <strong>for</strong> the viva voce which ever is higher shall be<br />
charged.<br />
7) <strong>The</strong> overall result shall be officially declared by the Examination Section on the<br />
same day of the defense of thesis or next day.<br />
8) On following the successful completion of evaluation process and<br />
announcement of the award of <strong>Ph</strong>.D. the University shall submit a soft copy<br />
of the <strong>Ph</strong>.D. thesis to the U.G.C. within a period of 30 days (as per the U.G.C.<br />
regulations 2009).<br />
XV] Teacher Recognition<br />
1) A Full-time, adjunct or honorary Professor, Reader or Lecturer, Associate<br />
Professor, Principal, Reader, Lecturer may impart post-graduate instructions if<br />
he is recognized to do so by the University. <strong>The</strong> teacher appointed by the<br />
University in the grade of Professor or Reader or Lecturer in the Campus<br />
Schools of teaching shall be deemed to have been recognized as the Postgraduate<br />
teacher <strong>for</strong> imparting instruction to the Post-graduate courses in the<br />
corresponding School.<br />
2) Applicants seeking recognition as Post-graduate Teachers shall apply in the<br />
prescribed <strong>for</strong>m in triplicate together with a fee as prescribed by the university<br />
from time to time each year <strong>for</strong> consideration under S.36 (A) of the Act.<br />
3) College teachers possessing academic qualifications as prescribed by the UGC<br />
or who are approved college teachers and who fulfill any of the following<br />
conditions shall be recognized as Post-graduate Teachers, provided the<br />
place/college where they are teaching is permitted to run the P.G. course in the<br />
respective subject.<br />
a) <strong>Ph</strong>.D. with three years experience of teaching under-graduate classes.<br />
b) M.<strong>Ph</strong>il. with five years experience of teaching under-graduate classes.<br />
c) Respective Master’s <strong>Degree</strong> in first class with six years experience of teaching<br />
under graduate classes.<br />
d) Seven years experience of teaching under-graduate classes in the<br />
case of all others.<br />
e) A teacher who is a recognised guide shall be deemed to have been<br />
recognized as the Post-graduate teacher <strong>for</strong> imparting instruction to the<br />
Post-graduate courses<br />
<strong>The</strong> above norms shall be applicable to teachers in the faculties of Arts, Social<br />
Sciences, Science, Commerce & Management Sciences, Law, Education and<br />
<strong>Ph</strong>ysical Education. . In addition, rules as prescribed by concerned professional<br />
body <strong>for</strong> the respective professional course shall be coterminous with the<br />
continuation of the concerned PG Center as well as continuation of the<br />
concerned teacher in the college, subject to provisions of PG/14/2003-04 below<br />
4) Ordinarily a teacher seeking recognition as the Post-graduate teacher shall not<br />
be above 60 years of age. <strong>The</strong> teacher recognized <strong>for</strong> the Post-graduate<br />
teaching, shall cease to be so recognized on completion of 65 years of age.<br />
XVI] Withdrawal of Recognition<br />
1) Recognition <strong>for</strong> Post-graduate teaching/research shall stand withdrawn as soon as<br />
such teacher is convicted by the court of law <strong>for</strong> offence involving moral turpitude,<br />
has become insane and stands so declared by a competent court, has become<br />
undercharged insolvent and so declared by a competent court, or has been<br />
physically unfit and incapable <strong>for</strong> discharging functions<br />
or physical disability.<br />
due to protracted illness<br />
2) a) Recognition <strong>for</strong> Post-graduate teaching/research shall stand withdrawn in case<br />
his approval as teacher in a College or Recognized Institution is withdrawn by the<br />
University.<br />
b) Recognition <strong>for</strong> Post-graduate teaching / research shall be withdrawn if it is<br />
found that the teacher has submitted false or fabricated in<strong>for</strong>mation/documents <strong>for</strong><br />
recognition.<br />
c) Recognition <strong>for</strong> Post-graduate teaching/research shall be withdrawn in case<br />
the teacher has committed any misconduct and has been inflicted with a major penalty<br />
<strong>for</strong> the misconduct having been duly proved.<br />
d) <strong>The</strong> recognition <strong>for</strong> Post-graduate teaching/research under the previous<br />
ordinances shall be withdrawn only after due and sufficient opportunity is provided to<br />
such a teacher to show cause as to why such recognition should not be withdrawn.<br />
<strong>The</strong> decision of the Board of University Teaching and Research thereon shall be final.<br />
XVII] D.Sc./D. Litt.<br />
1. An applicant seeking admission to the D.Sc./ D. Litt. programme shall apply to<br />
the Director, Board of College and University Development in the prescribed<br />
application <strong>for</strong>m along with registration fee as may be prescribed from time to<br />
time in the month of June and December of every year, <strong>for</strong> admission to<br />
respectively start from 1 st July and 1 st January of every academic year, which<br />
will be treated as dates of provisional admission.<br />
2. A candidate to be eligible to the D.Sc./ D.Litt. should have <strong>Ph</strong>.D. in the requisite<br />
subject with 10 years of research after <strong>Ph</strong>.D. substantiated by 15 research<br />
publications of which at least 5 shall be in international refereed journals of<br />
repute <strong>for</strong> D.Sc. and 15 research publications in national referred journals of<br />
repute <strong>for</strong> D.Litt.<br />
3. <strong>The</strong> candidate shall submit a detailed plan of research along with details of<br />
status of research in the topic at national and international level. <strong>The</strong> plan shall<br />
include detailed methodology, equipment to be used, analyses/studies to be<br />
made and objectives planned to be achieved with a time frame.<br />
4. <strong>The</strong>re shall be separate committee comprising the following to advise the<br />
Research and Recognition committee on D.Sc./D.Litt. matters, including<br />
nominations of examiners.<br />
i) <strong>The</strong> Dean (Convener)<br />
ii) Vice-Chancellor’s nominee (subject expert)<br />
iii) Head of the School in concerned subject not below the rank of Professor or<br />
Professor from School with at least 10 years of experience as Professor<br />
iv) Two experts from outside the university area, not below the rank of Professor,<br />
with at least 10 years of experience as Professor in the subject, except in case<br />
of regional language.<br />
5. <strong>The</strong> objectives and the research shall be such as is not covered under normal<br />
research leading to <strong>Ph</strong>.D. and having national and international ramifications.<br />
<strong>The</strong> plan of research shall be sent to two referees of eminence in the field<br />
concerned outside the State, who shall be asked to state whether the proposal is<br />
worth considering <strong>for</strong> D.Sc. / D. Litt. Only when both experts give favorable<br />
opinion the candidate shall be considered <strong>for</strong> registration <strong>for</strong> D.Sc./D.Litt.<br />
<strong>The</strong> reports of experts should also specifically state that the thesis is likely to be<br />
characterized bya)<br />
Discovery of new facts OR<br />
b) A fresh interpretation of known facts and re-examination of current theories and<br />
by<br />
c) <strong>The</strong> capacity of the applicant <strong>for</strong> critical examination, sound judgment and<br />
systematic exposition of either case.<br />
6. <strong>The</strong> registration <strong>for</strong> D.Sc. / D. Lit. Shall be valid <strong>for</strong> 5 years without extension.<br />
<strong>The</strong> fees per year and the examination fee shall be as prescribed by the<br />
competent authority from time to time.<br />
7. <strong>The</strong> thesis shall be sent to three examiners of which one shall be a <strong>for</strong>eign<br />
examiner in the field <strong>for</strong> D.Sc. and two shall be Indian nationals who have a<br />
position of eminence in the field.<br />
8. <strong>The</strong> other procedures of thesis submission, appointment of examiners,<br />
evaluation and viva-voce vide PG/9/2003-04 to PG/12/2003-04 shall apply<br />
mutatis mutandis to D.Sc./D.Litt. In addition, following additional clauses shall<br />
be added to the viva-voce procedure.<br />
a) <strong>The</strong> report of viva-voce examination of the candidate shall include verification<br />
of facts thati)<br />
<strong>The</strong> thesis is genuinely and entirely the work of the candidate<br />
ii) <strong>The</strong> candidate is thoroughly acquainted with the original sources and the<br />
subjects allied to the theme of the thesis and that<br />
iii) <strong>The</strong> candidate evinces critical acumen and sound judgment<br />
b) In case the recommendation of viva-voce examination differs from that given in<br />
case of written thesis because of report under 5 (a) above that the thesis is not<br />
genuinely candidate’s own, the thesis shall be rejected <strong>for</strong>thwith.<br />
c) In case the defense is not satisfactory, or recommendation of the viva-voce<br />
examination differs from the recommendation on written thesis, the examiners<br />
may unanimously recommend that a fresh viva-voce and the defense of thesis<br />
be organized after a certain period of time, but in any case within one year. For<br />
such fresh viva-voce, fresh fee as approved by the competent authority from<br />
time to time shall be charged. In the event of candidate’s failure at the vivavoce<br />
examination <strong>for</strong> the second time, his thesis shall be rejected.<br />
XVIII] Malpractice in the <strong>The</strong>sis<br />
Any case of malpractice during the preparation of thesis <strong>for</strong> <strong>Ph</strong>.D. & D.Sc. and<br />

<strong>Swami</strong> <strong>Ramanand</strong> <strong>Teerth</strong> Marathwada University, Nanded <strong>Ordinances</strong> <strong>for</strong> <strong>Ph</strong>.D. <strong>Degree</strong> I] Place of Research <strong>The</strong> <strong>Swami</strong> <strong>Ramanand</strong> <strong>Teerth</strong> Marathwada University offers research programmes in different subjects under different faculties listed in statute no. 533 and in interdisciplinary areas leading to the <strong>Degree</strong>s of <strong>Ph</strong>.D., D.Sc., and D.Litt. A candidate shall work in a recognized Place of Research including the University Schools, University Departments, Research Institutes recognized by the University, and Research Centers in affiliated colleges and CSIR laboratories/research centers. <strong>The</strong> selection of doctoral students should have multiple pathways <strong>for</strong> entry to <strong>Ph</strong>.D. programme while maintaining entry standards; support and promote crossdisciplinary teaching and research; greater exposure to U.G. and P.G. students to cutting edge research, the University and Institutions must ensure that research undertaken must match global quality in relevant field. ` 1. <strong>The</strong> Management of an Institution actively conducting research or specialized studies and Affiliated Colleges of preferably long standing repute with postgraduate teaching in the subject or two major research project completed and having at least one research guide on the permanent teaching staff of the Department concerned can seek recognition of a particular Department /Laboratory and the Institution itself if it is solely devoted to the Research Work, as a Research Centre by (i) Submitting a prescribed application <strong>for</strong>m together with the stipulated fee to the Registrar on or be<strong>for</strong>e 31 st October of the preceding year. (ii) <strong>The</strong> application of the college shall be processed as per provisions of 83(3), (4) and (7) of the Maharashtra Universities Act, 1994. (iii) <strong>The</strong> application of the research institute shall be processed as per provisions of 84(1) (a to e) and 84 (2, 3 and 4) of the Maharashtra Universities Act, 1994. 2. <strong>The</strong> recognized Research Centre shall be actually engaged in research with the involvement of teaching faculty and the students of the Department(s) / School(s) concerned. No Institute/ College/ Laboratory shall be recognized <strong>for</strong> registering <strong>Ph</strong>.D. students unless they have the adequate infrastructure and number of guides to accommodate at least six students in the subject which not only leads to enhancement of required study material (subscription to number of journals) but also provide an environment necessary <strong>for</strong> interaction amongst the fellow researchers. 3. Recognition granted to a Research Centre shall come to an end in case no Research Work in terms of research publication in reputed journals /Project is undertaken within three years from the date of recognition and no further renewal shall be allowed. 4. Recognized Research Centers shall make adequate additional provisions in their regular budgets <strong>for</strong> providing the library support to Research Activities. 5. <strong>The</strong> number of full time research students permitted to be registered in a research center shall be such that optimum laboratory and library facilities in case of Science Faculty or optimum space and library facilities in case of other faculties can be provided. 1
