Instructions.

  • Total Marks: 250 marks, Time duration: 3 hours.
  • The essay must be written in the medium authorized in the admission certificate which must be stated clearly on the cover of this question-cum-answer (QCA) booklet in the space provided.
  • No marks will be given for answers written in a medium other than an authorized one.
  • Word limit, as specified, should be adhered to.
  • Any page or portion of the page left blank must be struck off clearly.

SECTION – A

Write any one of the following essays in 1000-1200 words (125 marks)

  • Wisdom finds truth
  • Values are not what humanity is, but what humanity ought to be
  • Best for an Individual is not necessarily best for society
  • Courage to accept and dedication to improve are two keys to success

SECTION – B

  • South Asian societies are woven not around the state but around their plural cultures and identities.
  • Neglect of primary health care and education in India are reasons for its backwardness
  • Biased media is a real threat to Indian democracy
  • Rise of Artificial Intelligence: the threat of a jobless future or better job opportunities through reskilling and upskilling.

Candidates were asked to write two essays, one each from Sections A and B.

All four questions in Section A were more or less general in nature. Nothing specific was mentioned except key terms like ‘wisdom’, ‘values’ ‘courage’ etc., and hence all essays were philosophical in a broad context.

Section B sought from candidates their knowledge and expertise in specific topics. While the first question was specific to South Asian Societies, the second essay focussed on health care and education – that too on a primary level.

It is interesting to note that UPSC picked the bias in the media as the 3rd question in Section B.

The Essay Paper finished with a question on Artificial Intelligence , a widely expected current topic. Candidates should note that this was listed among the most important topics in the ClearIAS Current Affairs Backgrounder .

In general, the Essay Question Paper of the UPSC Civil Services Main Exam (Written) 2019 was devoid of any ambiguities. It straight away touched on the relevant topics. As almost all questions were kind of answerable, the presentation and writing skills would make the difference in marks.

Essay paper : upsc civil services mains examination – 2019.

The UPSC conducts the Civil Services examinations every year for the selection of IAS aspirants. The Mains phase of the examination has nine papers, with the Essay paper for 2019 being conducted on 20 th  September.

The Syllabus for the Essay paper as given by the UPSC is:

Candidates may be required to write essays on multiple topics. They will be expected to keep closely to the subject of the essay to arrange their ideas in an orderly fashion, and to write concisely. Credit will be given for effective and exact expression.

It is conducted for 250 marks and requires candidates to write two essays on different topics in three hours. Each Essay must be of about 1000-1200 words.

The preliminary test is an Objective type test. Whereas, the mains examination is descriptive in nature. UPSC follows a negative marking system in the preliminary test. It comprises of GS Paper I and GS Paper-II. GS Paper I is a merit-based paper whereas GS Paper-II is of qualifying nature. One must score at least 33% in GS Paper-II. For GS Paper 1 a candidate must score as per the cut-off. The Mains examination consists of 9 Papers. Only those candidates who pass the preliminary test are eligible for the second stage of the exam.

Paper Pattern for UPSC Mains Paper 2019

Let us first talk about the paper pattern for the mains exam. Then we will move ahead with the detailed question paper analysis.

UPSC Question Paper 2019 comprised of Pape A and Paper B. It also comprised of Essay, General Studies and Optional Subject Papers

Every paper is of 3 hours each. Except for Paper A and Paper B are merit-based papers. However, Paper A and Paper B are of qualifying nature. Students can choose their Optionals first. They can then prepare for papers VI and VII. Candidates can attempt papers in any language mentioned in the Eighth Schedule. However, paper A and paper B are an exception to this provision. You can answer your optional paper in English, even if you have attempted other papers in a different language.

Paper Pattern for Prelims 2019

Generally speaking, UPSC conducts the preliminary test in order to eliminate the non-serious candidates. It takes a firm strategy and preparation to clear the preliminary test. The preliminary examination is of 200 marks. It consists of 100 questions. Each question carries 2.5 marks. UPSC follows the negative marking system. Firstly, we shall begin by discussing current affairs. Last year, 22 questions were asked from the Current Affairs section. The trend has been followed for many years now. GS Paper 1:

GS Paper 1 consists of History, Geography, and Social issues. Within History, we have the subheads namely, Art and Culture, Modern History, and World History. Then we have Geography. Geography is subdivided into two subheads. First is World and Indian Physical Geography. Second is the Important Geophysical Phenomenon. Now, let us first talk about the Economy subject. Overall questions asked were easy to moderate level. There were 9 questions from the Economy section. Secondly, let’s discuss Science and Technology. There were only 3 questions from this section. Questions ranged from moderate to easy level. Thirdly, we will talk about the Environment section. The environment section was given a slot for only 2 questions in 2019. One question was static. Whereas the other one was based on current affairs. Consequently, we will talk about Disaster management first. Then we will talk about Internal Security. There were 2 moderate level questions from disaster management. Whereas, there were 4 questions from Internal security. These questions were of moderate and difficult levels.

GS paper 4 consists of Ethics and Integrity. It also consists of Aptitude. The paper is divided into two sections. Firstly, let us talk about Section A. Section A questions demanded basic understanding. It also required the application of concepts. It consists of quotes or sayings of different philosophers. Therefore, the questions need to be answered accordingly. Next, we shall talk about Section B. Section B is mainly based on Case Studies. This year’s case studies were comparatively short and easy to understand. Most of the questions required solutions based on the case study. In order to suggest measures to the case study, a holistic study of topics is important.

In addition to the above-mentioned papers, UPSC conducts an essay paper. This paper is worth 250 marks. The time duration for the essay paper is 3 hours. Candidates are provided with 8 essay topics. However, the paper is divided into two sections. Section A has 4 essay topics. Aspirants must attempt one out of them. Likewise, Section B has 4 essay topics. The grant of bail to former Jharkhand Chief Minister and Jharkhand Mukti Morcha leader Hemant Soren exposes the questionable practice of the Enforcement Directorate in slapping money-laundering cases just to arrest political adversaries of the ruling dispensation.

Enforcement Directorate (ED) Overview

  • Agency Nature : Domestic law enforcement and economic intelligence agency.
  • Responsibilities : Enforcing economic laws and combating economic crimes in India.
  • Origin : Formed in May 1956 as an "enforcement unit" for Exchange Control Laws violations under the Foreign Exchange Regulation Act, 1947. Renamed as the Enforcement Directorate in 1957.
  • Nodal Ministry : Department of Revenue, Ministry of Finance.

Objectives of the ED

  • Foreign Exchange Management Act, 1999 (FEMA)
  • Prevention of Money Laundering Act, 2002 (PMLA)
  • Fugitive Economic Offenders Act, 2018 (FEOA)

About Prevention of Money Laundering Act, 2002 (PMLA)

  • Enactment : January 2003.
  • Prevent and control money laundering.
  • Confiscate and seize property obtained from laundered money.
  • Address issues related to money laundering in India.
  • Definition of Money Laundering : Involvement in any process or activity connected with proceeds of crime, projecting it as untainted property (Sec. 3).

Amendments to PMLA

  • 2009 and 2012 : Amended by the Prevention of Money Laundering (Amendment) Acts.
  • 2015, 2018, 2019 : Amended through Finance Acts.

Powers of the ED under PMLA

  • Investigative Powers : Sections 48 & 49 empower ED officers to investigate money laundering cases.
  • Summons : Section 50(2) empowers ED to summon individuals for evidence or records.
  • Obligation to Attend : Section 50(3) mandates summoned individuals to attend and make truthful statements.
  • Property Confiscation : Special powers under the PMLA.

In contemporary India, the Muslim demographic has swelled to more than fourfold since Lord Dufferin’s era. It now surpasses the combined populations of Britain and France.

Introduction

Lord Dufferin was a well-known Victorian socialite and British government official. Today, he is best renowned for being one of history’s most influential diplomats. He achieved the apex of his diplomatic career in 1884 when he became the eighth Viceroy of India. Lord Dufferin served as Viceroy and Governor-General of India from 1884 until 1888. 

Significant Events During Lord Dufferin's Tenure

1886: third burmese war.

  • Lord Dalhousie had previously seized lower Burma.
  • King Thebau controlled upper Burma as a sovereign nation.
  • King Thebau signed a trade agreement with France, raising British concerns.
  • The King arrested company officials and imposed heavy penalties on the Bombay Burma Trading Company.
  • Lord Dufferin requested an investigation, which was rejected by the King.

Incident in Panjdeh (1885)

  • Context : Russia's expansion into Afghanistan.
  • In 1884, Russians captured Merv Oasis and later claimed Panjdeh.
  • Both Russia and the United Kingdom prepared for potential war.
  • Lord Dufferin's diplomacy successfully averted the war.

Foundation of Congress (1885)

  • Allan Octavian Hume received consent from the Viceroy to establish the Indian National Congress in May 1885.
  • Presided by Womesh Chandra Bonnerjee.
  • A resolution was adopted calling for council reforms and expressing dissatisfaction with the governance structure.
  • Lord Dufferin formed a committee to oversee council changes, resulting in the Indian Councils Act of 1892, introducing the concept of representation in India.

Evaluation of His Tenure

  • Dufferin faced a psychological and political dilemma as Lord Ripon's successor.
  • Indians had great affection for Ripon, while Anglo-Indians disliked him.
  • Dufferin needed the support of both communities to govern effectively.
  • Successfully navigated the rift caused by Lord Ripon's reforms.
  • Utilized his diplomatic skills to ease racial tensions heightened by the Ilbert Bill.
  • His governance was characterized as "an imperial embassy rather than an orthodox government."

Lord Dufferin earned a lot of respect as a scholar. After leaving public life, he rose to the positions of Rector of Edinburgh and St. Andrew’s and President of the British Geographical Society. Due to his personal enlightenment, Dufferin was awarded various honorific titles, including DCL, LLD, FRS, and Doctor of Oriental Learning (Punjab University).

Upsc epfo pa exam pattern 2024.

  • The written exam comprises objective-type questions with multiple choices of answers.
