American University Catalog 2024-2025 | | | Offered by the Department of Public Administration and Policy , School of Public Affairs , the mission of the PhD program is to educate scholars who produce original research that is methodologically sound, socially relevant, and makes important contributions to knowledge and theory. Admission to the ProgramApplicants are considered and admitted for the fall semester only. January 8 is the deadline for application for admission. All applicants must submit scores for the Graduate Record Examination (GRE). The normal minimum for consideration is a grade point average of 3.20 (on a 4.00 scale) in all previous academic work. Applicants are admitted for full-time study only. Degree Requirements- 36 credit hours of approved graduate coursework, exclusive of PUAD-898 Doctoral Continuing Enrollment (1-9) / PUAD-899 Doctoral Dissertation (9)
- Minimum 3.20 GPA in all coursework required to remain in good standing and to earn the degree
- Major Fields: Public Administration; Public Policy
- Advancement to the second year of study is contingent upon successful completion of a two-part oral qualifying examination at the end of the second semester of study
- Advancement to candidacy is accomplished by successfully passing a written comprehensive examination in student’s primary field of study
- The PhD is fundamentally a research degree. Understanding scientific inquiry and correctly using research techniques require extensive preparation. All students in the program take required courses designed to help doctoral students comprehend the nature of science and master tools of research (see Course Requirements, below)
- Each student prepares a research proposal for the dissertation project. It is the responsibility of the student to secure the agreement of a School of Public Affairs full-time tenured or tenure-track faculty member to serve as the chair of the dissertation committee. One of the two other members of the committee may be from outside the School of Public Affairs. Each student must publicly defend the research proposal before the dissertation committee and other interested faculty
- The committee and the SPA director of doctoral programs (acting for the dean) must approve the defense and the research proposal. The topic covered by the proposal must be related to ongoing research or publications of the supervising faculty
- As work on the dissertation project progresses, students register for directed study. Substantive coursework may be used as part of this requirement where it contributes directly to the research specialization and is specifically recommended by the dissertation chair
- Upon completion of the research and the written dissertation, the candidate submits the manuscript to the dissertation committee for review. If the committee members approve the manuscript, the candidate must complete an oral defense of the dissertation and the general field in which it lies before the committee and other interested faculty. The committee determines conclusively at this point whether the dissertation and examination are acceptable
- The dissertation must consist of high quality original research directly relevant to the student’s doctoral program. A dissertation proposal may be rejected if the topic does not address a major research issue in political science or public administration, the research design is inadequate, the methodology is inappropriate, or because no full-time tenured or tenure-track faculty member in the School of Public Affairs is academically competent or available to supervise the project. If the candidate fails to maintain satisfactory progress toward completion of the dissertation, candidacy may be terminated

Academic Board news – Meeting: 1/2022 – 15 March 2022The ANU Academic Board had its first meeting of the year on Tuesday 15 March 2022. Academic Board welcomed the new ANUSA Representative, Mr Christian Flynn and the new PARSA Representative, Miss Delephene Fraser. Due to the continuing impact of COVID-19 the Academic Board once again met online to consider several significant matters, as follows: Vice-Chancellor’s report Academic Board considered a report prepared by the Vice-Chancellor focusing on the University's management of COVID-19 and the safe return to campus life in semester one 2022. The discussion also included a financial update and a status report about the University's work with government and Australian Public Service (APS) agencies. Graduate Outcomes Survey and Graduate Outcomes Survey – Longitudinal 2021 Report Academic Board discussed the Graduate Outcomes Survey and Graduate Outcomes Survey – Longitudinal 2021 Report. Response rates to the survey are low for certain populations, however, Board discussed potential for improvement. Academic Board strategic report card Academic Board discussed and agreed that a strategic report card template would be designed to measure performance against key strategic objectives outlined in the ANU Strategic Plan “ ANU by 2025 ”. The report card would be generated by the Board at the end of each year taking into account activities of the Board over the course of the year (including measures, reports received and responsibilities) that are linked to key values and pillars of the Strategic Plan. ANU undergraduate curriculum reform Academic Board approved that ANU undertake a process of curriculum reform aligned with the Strategic Plan ANU 2025 and that a curriculum framework be established to enable this. Board heard that the curriculum framework would be designed with a whole-of-university approach to implementing the ANU Graduate Attributes and creating a distinctive model of undergraduate education that would address unnecessary complexity, inconsistency, and lack of flexibility. ANU Graduate Attributes Academic Board approved the proposed ANU Graduate Attributes. Board heard of the additional consultation and amendments that had been made following recent feedback, including from the ANU Council at its first meeting of the year on 10 February 2022. Report on Academic Freedom Consultation Sessions Academic Board heard about the academic freedom concerns following consultation sessions with college deans and executives, and the deans of students and staff. Board agreed that it would actively monitor academic freedom issues, resources and improvements to policy and procedure, via an annual report. Board also heard that a seminar/conference on ANU academic freedom would be held later in 2022 to facilitate information exchange and encourage academic discussion on academic freedom issues. Photo courtesy Hager Sharp For international students like Jide Olugbade, going to Washington, D.C., was a dream come true: He could get an insider’s view of the city's movers and shakers and everything in between. Thanks to the weeklong Science Outside the Lab program hosted by Arizona State University, Olugbade and his colleagues in the policy immersion cohort got a firsthand look into how policy is shaped in the nation’s capital. Now he hopes to complete his dissertation and apply his multidisciplinary interests and skills in tech ethics and artificial intelligence research in public policy. "It's helping me understand, firstly, the kind of job I'd like to pursue in the future by engaging with people in different positions," said Olugbade, a PhD candidate at Georgia Tech University. “The program either reaffirms or challenges the kind of things you've read, or you've heard somewhere, and you think, ‘Oh, maybe it's not so true,’ but when you hear it from people who are really in the system — it validates that.” Science Outside the Lab is run by ASU’s Center for Engagement and Training in Science and Society , or CENTSS, and explores the relationship between science, policy and societal outcomes. Each summer, the program offers different tracks for participants, focusing on areas ranging from energy to engineering and natural sciences and policy immersion. Since the program’s establishment in 2002, students from diverse graduate programs nationwide have gathered annually in Washington to experience many facets of science and politics. Those interested in careers in science policy have also found the program to be an excellent opportunity to learn about important career fellowships and meet current science policy professionals. Learning beyond the classroomThis year, over the course of the week, participants met with more than 50 distinguished professionals, including funders, regulators, lobbyists, and administrative professionals — some of whom are Science Outside the Lab alumni — who provided invaluable insights that helped students envision themselves in similar roles. “We have a nation of PhD students in science and engineering that want to do more than just science and engineering,” said Jameson Wetmore , program lead for Science Outside the Lab and an associate professor in the School for the Future of Innovation in Society at Arizona State University. Participants in the policy immersion cohort traveled to various off-site meetings in the corridors of power in Washington, where they networked and engaged in peer-to-peer dialogue with experts. On a typical day, participants could find themselves spending the day at the White House complex, at more than one of the Capitol office buildings or inside cabinet agency headquarters. There were meetups with the natural resources and environment team at the Government Accountability Office, a meeting in the historic Eisenhower Executive Office Building to discuss mitigating the threat of biological agents with members of the National Security Council, a field trip to speak with a curator at the Smithsonian National Air and Space Museum and a visit to NASA headquarters, where participants met a senior policy analyst who was the research study lead for the agency’s Artemis and Moon to Mars missions. “This program is a crash course in science policy. It helps participants understand the complexities of the world and how to begin to make change happen. A launchpad for nonlinear successMost students have used the program as a springboard to the next steps in their careers, and alumni believe that any graduate student with an interest in policy and societal change can benefit from the experience. For Emma-Rose Newmeyer, a chemistry PhD candidate from Northwestern University in her third year studying the catalysis of converting greenhouse gases, said the program is helping her make meaningful professional connections with others doing similar work and looking to hire. “A big part is that, (for) a lot of us who enter policy, there's not a linear path towards having some of these positions,” Newmeyer said. “It helps us understand the landscape before committing to this; before taking this unorthodox path in — and then out of — academia, and back into the real world to be able to implement change.” As a dual citizen, Newmeyer feels more confident in working in more international agencies such as the United Nations. “I think to know if you want to do this type of work, you have to see it, and I just wish there were more of these types of programs,” Newmeyer said. Contributing for the greater goodAnother policy immersion program participant, Kayna Lee Mendoza Trujillo , is pursuing a PhD in materials engineering from Northwestern University. Trujillo emphasized that the program was her first-ever introduction into science diplomacy, and she found it a haven for her personal and professional development. “It’s very comforting as a first-generation student who didn't have access to resources,” Mendoza said. “To lean on the experience of the Science Outside the Lab leadership has helped my personal and professional development but also culturally — that cultural significance of science and the work we do.” Mendoza is currently working on nanoscale magnetism for the miniaturization of semiconductor chips for energy.
