Tehran’s statement on Friday came as fears of a major Israeli offensive in Lebanon continued to mount.

“Any imprudent decision by the occupying Israeli regime to save itself could plunge the region into a new war, the consequence of which would be the destruction of Lebanon’s infrastructure as well as that of the 1948 occupied territories,” Iran’s mission to the United Nations said in a social media post.

“Undoubtedly, this war will have one ultimate loser, which is the Zionist regime. The Lebanese Resistance Movement, Hezbollah, has the capability to defend itself and Lebanon – perhaps the time for the self-annihilation of this illegitimate regime has come.”

Israel also issued a threat to Iran-aligned Hezbollah on Friday with Foreign Minister Israel Katz saying “soon we will make the necessary decisions” about confronting the Lebanese group.

“The free world must unconditionally stand with Israel in its war against the axis of evil led by Iran and extremist Islam. Our war is also your war,” Katz said.

Hezbollah chief Hassan Nasrallah said this week that if the Israeli military goes to war in Lebanon, his group will use its rockets and drones to hit targets across the entire territory of Israel. He warned Hezbollah would wage a war with “no restraint and no rules and no ceilings”.

Nasrallah also issued a threat to Cyprus, a European Union member that sits in the eastern Mediterranean west of the Lebanese and Israeli coasts. He said the group has information that Israel is conducting military exercises in Cyprus in terrain similar to southern Lebanon.

Nasrallah added that Israel plans to use airports and bases in Cyprus for military purposes if its own infrastructure is targeted during a serious war.

“Opening Cypriot airports and bases for the Israeli enemy to target Lebanon means the Cypriot government has become part of the war, and the resistance will deal with it as part of the war,” he said without elaborating.

Cyprus said Nasrallah’s threat is not grounded in reality, stressing the country enjoys great relations with Lebanon.

Still, the Hezbollah statement exacerbated concerns about an even larger regional war that could spill beyond Lebanon’s borders and pull Iran-allied groups – if not Tehran itself – as well as the United States into the conflict.

Hezbollah started attacking military bases in northern Israel the day after the outbreak of the war on Gaza on October 7 in what it says is a “support front” to back Palestinian groups. Israel responded by bombing southern Lebanese villages and Hezbollah positions.

While the near-daily clashes have displaced tens of thousands of people in Lebanon and Israel, they have been largely contained to the border areas.

But the violence has escalated in recent weeks, especially after an Israeli air raid killed a top Hezbollah commander in southern Lebanon last week.

On Friday, Hezbollah claimed several military operations against Israel, including a drone attack it said targeted Israeli forces at a coastal base on the western side of the border.

The US has pushed for a diplomatic resolution to the crisis while expressing concern about Hezbollah’s attacks. “We have made quite clear we do not want to see escalation of this conflict,” Department of State spokesperson Matthew Miller told reporters on Thursday.

For its part, Hezbollah has said it will continue operations against the Israeli military until Israel ends its war in Gaza, which has killed more than 37,000 Palestinians.

From detaining migrants to helping them: The change of life of an El Paso border patrol agent

Michael debruhl has dedicated his life to immigration, first with law enforcement, and now as director of a shelter in el paso: ‘we have to open more routes for migrants’.

The life of Michael DeBruhl, 67, has evolved on the border. Born and raised in El Paso, Texas, DeBruhl has gone from being a border patrol agent to directing a migrant reception center. It is an unusual trajectory that he takes in stride (“I grew up two blocks from the border”) but which involves an unusual journey: after years spent detaining migrants and controlling access to the U.S ., he now receives the new arrivals and welcomes them in their first days in the country.

In the mid-1980s, DeBruhl was working as a teacher when his father took him to a job fair. There he came across the Customs and Border Protection (CBP) stand, and decided to join them. CBP agents have good working conditions and a generous pension, which can be considered “a luxury” in a country like the United States. They are in charge, among other tasks, of controlling the border and arresting people who try to enter the country illegally. Being a border patrol agent “is like being a police officer, you only think about law enforcement,” explains the former agent.

His father had worked for 40 years at the ports of entry. These are the places to access the country legally, such as airports, roads or seaports. DeBruhl says that when he graduated from the CBP academy, his father gave him advice that would shape his career. “Border patrol is not like customs; you deal with people, with human beings. Always treat people with respect, give them the dignity they deserve. Never eat in front of anyone unless you are going to share your lunch with them; treat people how you would like to be treated yourself.” DeBruhl never forgot those words.

After 26 years as an agent, it was time to retire — agents must do so when they turn 55. From then on, time opened before his eyes and he made the decision to volunteer at the Casa del Sagrado Corazón (House of the Sacred Heart) Church in El Paso, which serves migrants who have just crossed the border, helping them with basic needs before they go on their way.

Since late 2022, DeBruhl has taken over as director of the church-linked migrant shelter. The shelter was opened a couple of years ago in a critical situation . Its actual capacity is 120 people, but at that time they were able to provide shelter to between 200 and 250 people, while about 800 more were on the streets. All this happened just two days before Christmas. “It was a very delicate moment,” he explains.

For newcomers, the House of the Sacred Heart is just a “brief stop on their journey north.” The shelter welcomes migrants for two to five days, so they can “take a break.” “The main thing is to make them feel safe, to ensure they have three meals a day, clothing, that they are in contact with their sponsors (relatives or friends living legally in the U.S. who agree to financially support the newcomers), and that they can find out how they are going to move north.” As for what migrants appreciate most when they arrive at the shelter, DeBruhl says it’s the little things, like “the simple act of choosing your own clothes.”

The former border patrol agent knows the two sides of the same coin. And that is why he emphasizes the gap between the orders given from Washington and what actually happens on the border. President Joe Biden’s new executive order, which has been in effect for three weeks, makes it even more difficult for migrants to request asylum . “What will happen on the ground remains to be seen,” says DeBruhl.

The lies and false ideas that people have about migrants, their “demonization,” pushed the agent to work to help the new arrivals. “I heard things like everyone is a criminal. I’ve interviewed hundreds of migrants, maybe a thousand, and I know that is not true. Therefore, I wanted to bring some truth to the discussion: the history of migrants in the United States is positive, migrants built this country.”

His own past also helped him bring a lot of knowledge to his new role. “He knew how the system worked, the paperwork, the problems of migrants when they arrive, and how to get them on their way with information.” As a volunteer and now as the shelter director, he has had to “sit across the table from border patrol agents” on multiple occasions.

After 26 years of service during which he was rarely in his hometown, DeBruhl returned to El Paso. “I never expected to return, but the mountains called me, there’s no place like home.” The Texas native, who considers himself Mexican-American, explains that he moved near the mountains, which was a “full circle” because it reminded him of his routes as a Border Patrol agent and the place where he grew up.

The shelter he runs is in Segundo Barrio, a district of El Paso known for being one of the most humble neighborhoods in the city. It is also a historically migrant, Hispanic area, specifically of people of Mexican descent, although now there are other Latinos as well. Currently “80% or 90% of the people who come to the shelter are Venezuelans ,” says its director. For him, Segundo Barrio is also home. “When I was eight years old I used to play here, my parents’ parents lived here for a time.”

DeBruhl has a critical and courageous view of the immigration system, which is surely why his trajectory is so unusual. “We have to open more avenues for migrants,” he says, and demands more resources. “Funding is needed to support the (legalization) pathways that already exist,” such as appointments to apply for asylum. “Securing the border is important, but it is also necessary to expand the avenues for legal migration. You can have both at the same time, it doesn’t have to be one or the other.”

FACT SHEET: President   Biden Announces New Actions to Keep Families   Together

Since his first day in office, President Biden has called on Congress to secure our border and address our broken immigration system. As Congressional Republicans have continued to put partisan politics ahead of national security – twice voting against the toughest and fairest set of reforms in decades – the President and his Administration have taken actions to secure the border, including:

  • Implementing executive actions to bar migrants who cross our Southern border unlawfully from receiving asylum when encounters are high;
  • Deploying record numbers of law enforcement personnel, infrastructure, and technology to the Southern border;
  • Seizing record amounts of fentanyl at our ports of entry;
  • Revoking the visas of CEOs and government officials outside the U.S. who profit from migrants coming to the U.S. unlawfully; and
  • Expanding efforts to dismantle human smuggling networks and prosecuting individuals who violate immigration laws.

President Biden believes that securing the border is essential. He also believes in expanding lawful pathways and keeping families together, and that immigrants who have been in the United States for decades, paying taxes and contributing to their communities, are part of the social fabric of our country. The Day One immigration reform plan that the President sent to Congress reflects both the need for a secure border and protections for the long-term undocumented. While Congress has failed to act on these reforms, the Biden-Harris Administration has worked to strengthen our lawful immigration system. In addition to vigorously defending the DACA (Deferred Action for Childhood arrivals) policy, the Administration has extended Affordable Care Act coverage to DACA recipients and streamlined, expanded, and instituted new reunification programs so that families can stay together while they complete the immigration process.  Still, there is more that we can do to bring peace of mind and stability to Americans living in mixed-status families as well as young people educated in this country, including Dreamers. That is why today, President Biden announced new actions for people who have been here many years to keep American families together and allow more young people to contribute to our economy.   Keeping American Families Together

  • Today, President Biden is announcing that the Department of Homeland Security will take action to ensure that U.S. citizens with noncitizen spouses and children can keep their families together.
  • This new process will help certain noncitizen spouses and children apply for lawful permanent residence – status that they are already eligible for – without leaving the country.
  • These actions will promote family unity and strengthen our economy, providing a significant benefit to the country and helping U.S. citizens and their noncitizen family members stay together.
  • In order to be eligible, noncitizens must – as of June 17, 2024 – have resided in the United States for 10 or more years and be legally married to a U.S. citizen, while satisfying all applicable legal requirements. On average, those who are eligible for this process have resided in the U.S. for 23 years.
  • Those who are approved after DHS’s case-by-case assessment of their application will be afforded a three-year period to apply for permanent residency. They will be allowed to remain with their families in the United States and be eligible for work authorization for up to three years. This will apply to all married couples who are eligible.  
  • This action will protect approximately half a million spouses of U.S. citizens, and approximately 50,000 noncitizen children under the age of 21 whose parent is married to a U.S. citizen.

Easing the Visa Process for U.S. College Graduates, Including Dreamers

  • President Obama and then-Vice President Biden established the DACA policy to allow young people who were brought here as children to come out of the shadows and contribute to our country in significant ways. Costa Rica and Panama share a 378 km border. There are four official border crossings in this area, the main one being Paso Canoas (Corredores). This city is contiguous with Paso Canoas (Panama) and is characterized by a very close binational dynamic based on active cross- border trade.

Between January 2023 and April 2024, more than 123,000 entries and more than 124,400 exits of foreigners were registered through this official crossing point(1).

In addition, the Sabalito border crossing (Coto Brus) has seasonal and pendular movements, mainly Ngöbe Buglé indigenous people, associated with coffee harvesting.

Since 2023, a considerable increase in the transit of refugees and migrants of multiple nationalities has been registered. These persons arrive at the southern border of Costa Rica just after crossing the perilous Darien route. Their arrival overwhelmed the local hosting capacity in Paso Canoas; for this reason, in September 2023 the Costa Rican government issued an Emergency Declaration. Between January 2023 and May 2024, more than 623,600 people have transited through Costa Rica under this modality.

To address this situation, from October 2023 the governments of Costa Rica and Panama agreed on a bus transportation scheme, with direct arrivals from the Migration Reception Stations (ERM) in Darien (Panama) to the southern border of Costa Rica. Thus, they designated the Southern Migration Station (EMISUR), administered by the Migration Authority (DGME) through the Professional Migration Police (PPM), as a temporary collective shelter as well as a transportation terminal. Between January 2023 and May 2024, more than 623,600 people have transited through Costa Rica under this modality(2). The volume of transit depends on climatic and social circumstances in Panama and other countries along the route.

EMISUR operation has gradually adapted, guided by authorities, to the needs of people in transit: both State institutions such as the National Women's Institute (INAMU), the National Trust Fund (PANI), the Ministry of Health and humanitarian actors present at the station (including UNHCR) have strengthened the intersectoral response. Challenges and gaps have been also identified and will be addressed in light of the Response Plan led by the National Emergency Commission, which is under technical support by the United Nations System.

Some representatives of host communities, such as business associations and other interest groups, have closely followed the situation of refugees and migrants; other community actors have made efforts and mobilized response actions. Besides, they have been in constant dialogue with stakeholders about the impact of this presence on local reception capacity. For reference, the border canton of Corredores, where EMISUR is located, has 51,000 inhabitants(3), and has assumed the arrival of an average of 1,200 to 1,300 people/day and peaks of over 3,000 refugees and migrants in transit per day during 2023 and 2024(2)

This special issue first consists in acknowledging the continued relevance of a reflection on the history of borders, border representations and bordering practices in the English-speaking world, and the second in asserting the importance of mapping and countermapping as powerful modes of aesthetic construction and critical thinking in relation to borders. How do borders as spatial and geopolitical entities emerge as objects of simultaneous mapping and countermapping leading to competing or alternative discourses that reveal underlying ideologies, specific tactics of representation and creative appropriations? How do literature, art, language, historical discourses and material culture perform acts of mapping and countermapping in the representation of borders, alongside or against maps? We welcome proposals that present countermapping artworks and accounts of alternative cartographic experiments as well as research that examines the representation of borders in the English-speaking world from the perspective of mapping and countermapping within a large temporal framework (from the Middle Ages to the contemporary period) and in a variety of discourses and media (literature, art, sociolinguistics, historical discourses, geographic and cartographic representations, material culture).Maps as constructive systems are the result of imaginative and ideological processes as well as of scientific procedures. Although they may appear immutable and unalterable, they are expressions of a cartographic imagination (Tiberghien), predicated on specific contextual considerations, shaped by representational conventions, informed by given epistemologies, political agendas, cultural approaches (Lounissi, Peraldo & Trouillet). Shifting points of view and competing political frameworks often lead to distinct perspectives on maps and mapping, giving rise to phenomena of countermapping, especially in representations of tense borderland regions. The ideological dimensions of the map that have become prominent subjects of academic research over the past decades have completely changed an older paradigm that associated maps and map-making with absolute epistemological and representational accuracy and transparency. The advent of critical cartography in the 1980s consecrated the map as a “proposition about the world” and map-makers as “selective creators of a world” (Wood). The manipulative power of the map was highlighted by geographers like James Ackerman in Decolonizing the Map or Mark Monmonier in How to Lie with Maps , which examine maps in contexts of colonialism, as well as political and commercial propaganda. However, we have recently witnessed a distinct approach in the acknowledgement of the “ambivalence” of cartography (Besse and Tiberghien, 12), which has led to the denunciation of its manipulative rhetoric and political complicity in colonial and warfare projects, but also to the celebration of its huge potential for creative and subversive appropriation in the retelling of alternative histories, in the emergence of experimental modes of representation, communal or subjective. From the “deconstruction” of cartography (Harley) we have moved towards a phase of “reconstruction” (Besse) that recognizes the creative power of the map over time, its adaptability to multiple appropriations, and its participation in the creation of hybrid forms of knowledge and aesthetic representation together with literary, artistic and sociolinguistic discourses. Given that the naming of places is inextricably linked to “communal memory and knowledge of a space” (Buana and Perdana), there is an important linguistic dimension to counter-mapping projects. Starting in the 16th century, from the Americas to South-East Asia, from Ireland to Australia, local pre-existing place names and sometimes scripts were displaced by colonial administrations, and “indigenous place names were completely erased as colonial coinages became entrenched in official maps” (Buana and Perdana). The (re)deployment of indigenous toponyms has thus been an important aspect of anti-colonial or decolonial counter-mapping efforts, from the Bugi “pirate maps” of the Malay Archipelago in the early 19th century to the Anishinaabemowin language billboards and the renaming of street names by artists in Anishinaabe territory in Ontario (Ogimaa Mikana project).After the democratization of cartography and the emergence of Geographic Information Systems (GIS), cartography became “unbound” and opened up to alternative communities of map-makers who are not professional cartographers (Pinder). Counter-mapping strategies have thrived over the past decades and various community atlases have been produced which have attempted to put silenced histories, toponymies and marginalized groups on the map, reexamining centuries of history (Solnit; Bhagat and Mogel; Russert and Battle-Baptiste). All these forms of counter-mapping have reinvented the practice of cartography, making space for obliterated histories and place names. This special issue seeks to foster an interdisciplinary dialogue between geography, history, literature, art and linguistics within the combined thematic, theoretical and critical orientation provided by our keywords (the nexus of borders, mapping and countermapping in the English-speaking world). We look forward to making full use of the possibilities offered by digital publication by integrating multimedia artwork, such as map renderings, photographs, video work, poetry or interviews.

This call for papers welcomes two types of proposals:

1/ Proposals presenting countermapping artworks and accounts of alternative cartographic experiments with a political, social and/or linguistic dimension. These experiments should be supported with a text providing context and defining their aims and theoretical framework. 2/ Contributions from the humanities, social sciences and related disciplines which problematize mapping and countermapping practices and concepts in the English-speaking world. The proposed issue intends to focus on the following topics : 1/ Countermapping, ideologies and social relations - Relations of domination, contestation, and negotiation expressed through mapping and countermapping practices at the border; - The cultural and political construction of linguistic, literary and/or administrative practices of mapping and countermapping; - The cultural and ideological dimensions in the process of mapping borders, limits, and boundaries - whether they be jurisdictional, linguistic, geographic and/or political; - The emergence of mapping practices that are productive of alternative social relations; - The environmental politics of countermapping practices that seek to foster better resource management and sovereignty. 2/ Social, artistic, literary and linguistic practices of countermapping - Countermapping as a cultural production of identities (social, ethnic, religious, linguistic, personal identities and their Others) which challenge national, regional and local boundaries; - Sociolinguistic policies and how maps construct, and are constructed by language; - Mapping as sociohistorical and sociolinguistic palimpsests building on history and memory ; - The creation of fictional maps and their production of knowledge; - The permanent process of redefinition of mapping / countermapping by its actors/readers/spectators; - Mapping the territories of discourse: gender, genre and the canon. 3/ Sensing borders as countermapping

- Forms of linguistic and artistic expression that capture the complexities of the relation between the border and its cartographic representations; - The experience of border-crossing and how this translates into diverse mapping practices; - Mapping (the self and territory) through sensory perceptions; - Subjective mapping: the construction of the individual in relation to real and fictional boundaries.
