2024 Fire Officer Exam (FOE): Requirements and Application

What is the Fire Officer Exam?

The Fire Officer Exam (FOE) is a civil service examination conducted by the Civil Service Commission (CSC) to screen and select qualified applicants for the position of Fire Officer 1 in the Bureau of Fire Protection (BFP).

Fire Officer Exam Schedule

Official announcement, qualifications.

All applicants must STRICTLY meet the following qualification requirements:

  • Must be a Filipino citizen;
  • Must be 21 to 35 years old at the date/time of filing of application;
  • Must be of good moral character;
  • Must be mentally and physically fit;
  • Must not have been convicted by final judgment of an offense or crime involving moral turpitude, or of disgraceful or immoral conduct, dishonesty, examination irregularity, drunkenness or addiction to drugs;
  • Must not have been dishonorably discharged from military service or dismissed for cause from any civilian positions in the government; and
  • Must possess a baccalaureate degree from a recognized institution of learning.

Important Note :

a) Age requirement shall be waived for incumbent employees of the BFP. Age requirement shall also be waived for former BFP employees, provided their applications are endorsed by the BFP and provided further that they can meet the minimum service requirement pursuant to existing laws.

b) Approval of applications may be recalled any time upon discovery of applicant’s disqualification, for which the examination fees paid shall be forfeited.

c) Applicants holding dual citizenship under R.A. 9225 (Citizenship Retention and Re-acquisition Act of 2003) may apply for and take the examination upon presentation of original, and submission of a copy of, Certification of Retention/Re-acquisition of Philippine Citizenship from the Bureau of Immigration, and meeting of all the other admission and application requirements for the examination.

d) Applicants with pending administrative and/or criminal cases may take the examination and shall be conferred the eligibility if they successfully pass the same. However, this is without prejudice to the outcome of their pending cases. If they are found guilty, their eligibility shall be forfeited based on the penalties stated in the decision and on Section 57 (a) of the 2017 Rules on Administrative Cases in the Civil Service.

e) The Bar examination given by the Supreme Court of the Philippines and the Board examinations (requiring completion of at least a bachelor’s degree) given by the Professional Regulation Commission are declared civil service examinations under Republic Act (RA) No. 1080. Accordingly, and under CSC Resolution No. 90-1212, the passers are automatically considered as civil service eligibles. Thus, they may opt not to take the corresponding examination anymore.

Also, the following individuals may opt not to take the examination anymore:

  • Passers of civil service eligibility examinations, as follows: – Career Service Examination (Professional level) – Career Service Examination for Foreign Service Officer (CSE-FSO)
  • Grantees of eligibilities under special laws and CSC issuances, as follows: – Honor Graduate Eligibility under P.D. 907 – Scientific and Technological Specialist Eligibility under P.D. 997 – Sanggunian Member Eligibility (Second level) under RA No. 10156

What are the Requirements?

1. Application Form:

  • A duly-accomplished application form (CS Form No. 100, Revised 2016) .
  • The  Signature  and the  Right Thumb mark  as per CSC shall be left blank as this will be accomplished in the presence of CSC representative/ processor.

2. ID Pictures:

  • Four (4) pieces of ID photos printed on high-quality photo paper
  • Passport size, colored with a white background
  • With a handwritten name tag showing the signature over the printed full name format.
  • Simply tell the photo studio that the shot is for a Civil Service application, and they will already know the standards.

Specifications are as follows:

  • Passport size (4.5 cm x 3.5 cm or 1.8 inches x 1.4 inches)
  • Colored, with white background
  • Taken within three (3) months prior to filing of application
  • Printed on good quality photo paper
  • In standard close-up shot (from shoulder level up with the head and face occupying at least 80% of the picture and with the name tag positioned at approximately 1 inch or 2.54 cm below the chin)
  • In bare face (with no eyeglasses, colored contact lens, or any accessories that may cover the facial features; facial features not computer enhanced)
  • Showing left and right ears
  • Taken in full-face view directly facing the camera
  • With neutral facial expression, and both eyes open
  • With HANDWRITTEN (not computer-generated) name tag legibly showing SIGNATURE OVER PRINTED FULL NAME in the format: First Name, Middle Initial, Last Name, and Extension Name, if any

3. Valid ID

  • With a clear picture
  • Date of Birth and Signature
  • Original and Photocopy of the following documents
  • Driver’s license, PRC License ID, SSS ID, GSIS ID, Voter’s ID, BIR ID, Philhealth ID, Postal ID, Current company ID, Current School ID, Police Clearance, Barangay ID.

List of Accepted Valid IDs:

  • Driver’s License/Temporary Driver’s License (LTO O.R. must be presented together with old Driver’s License; O.R. alone is not allowed)/Student Driver’s Permit (card type with photo);
  • PRC License;
  • GSIS I.D. (UMID);
  • Voter’s I.D./Voter’s Certification;
  • BIR/Taxpayer’s I.D. (ATM type/TIN card type with picture);
  • PhilHealth I.D. (must have the bearer’s name, clear picture, signature and PhilHealth number);
  • Company/Office I.D.;
  • School I.D.;
  • Police Clearance/Police Clearance Certificate (with picture);
  • Postal I.D.;
  • Barangay I.D.;
  • NBI Clearance;
  • Seaman’s Book;
  • HDMF Transaction I.D.;
  • Solo Parent I.D.;
  • Senior Citizen’s I.D.;
  • Alien Certificate of Registration Identity Card (ACR I-CARD); and
  • CSC Eligibility Card (note: Implemented only beginning with the May 3, 2015 CSE-PPT).
  • Photocopy only of I.D. card, or cellphone photo of I.D., shall not be accepted.
  • All other I.D. cards not included in the above list shall not be accepted.
  • As a last resort, expired I.D. card may be presented/submitted during filing of examination application, provided that, the expiry date of the I.D. card is within the preceding months of the year reckoning the date of filing of application (or from January 1, 2019 to the date before application filing).

4. NSO/PSA Birth Certificate

  • If the applicant’s ID does not include his or her birth date, he or she must bring an authenticated birth certificate.

5. Examination Fee:

  • ₱700.00 examination fee shall be paid during the filing of application at any CSC Regional or Field Offices nationwide.

Additional Requirements (if applicable)

  • For applicants without date of birth in their ID cards – Original and Photocopy of Birth Certificate issued by the Philippine Statistics Authority (PSA), or the Local Civil Registry printed in Security Paper.
  • For applicants holding dual citizenship under R.A. 9225 – Original and Photocopy of Certification of Retention/ Re-acquisition of Philippine Citizenship issued by the Bureau of Immigration
  • For incumbent employees of BFP, availing of the waiver on age requirement – Certification of Employment issued by the authorized agency official

Passing Grade

The Fire Officer Examination has 160 items, 150 for test proper while 10 items for Examinee Descriptive Questions (EDQ), pertaining to personal data of examinees. The exams will start from 8:00 A.M. to 11:05 AM or 3 hours and 5 minutes. The examinee shall obtain 80.00% general rating to pass the examination.

Transfer of Testing Center

Requests for transfer of testing center shall be accommodated within the application period, or not later than five (5) working days after the deadline of filing of application. Strictly, no request for transfer of testing center shall be accepted beyond this period. Hence, applicants are advised to be circumspect and certain in determining the testing center where they intend to take the examination.

The applicant should submit a written request to the CSC Regional/Field Office where the application was filed, which shall be subject to evaluation by the CSC RO/FO concerned . The written request must indicate the reason for the transfer of testing center, and must be accompanied by supporting evidence as well as a copy of the Application Receipt. The written request shall be sent to the CSC Regional / Field Office concerned through email or through courier (e.g., LBC, Lalamove, Mr. Speedy, 2Go Express, Grab Express, JRS Express, DHL Express, J&T Express, etc.).

Examination Venue

The CSC shall issue an Examination Advisory on the examination venue/school assignment and other important reminders, including what to bring on examination day. The advisory shall be posted on the main CSC website www.csc.gov.ph; individual websites of the CSC ROs, as applicable; CSC Facebook page at www.facebook.com/civilservicegovph and CSC RO-managed Facebook pages; and other means of publication. Related inquiries should be coordinated directly with the CSC Regional/Field Office concerned.

Note : Examinees are strongly advised to visit and conduct an ocular inspection of their assigned school/testing venue, as much as feasible, at least one day before the examination day. This is for examinee to be familiar with the school location and its route/direction, the available means of public transport, and particularly the time and motion requirement of travelling from point of origin to the school/testing venue considering the traffic situation. DO NOT SOLELY RELY ON GPS NAVIGATION APPLICATIONS, SUCH AS WAZE AND GOOGLE MAPS, ON EXAMINATION DAY.

Examinee’s Guide/Audio Visual Presentation (AVP)

An Examinee’s Guide/AVP shall be sent via email to examinees approximately one week before exam day. It shall serve as the orientation/briefing material of examinees on the conduct of the examination.

It shall contain comprehensive information on the conduct of the examination, including guidelines and procedures to be observed before exam day, on exam day, after exam day, and other concerns, as well as the health and safety protocols in light of the COVID-19 situation.

Release of Test Results

The List of Passers shall be uploaded/posted on the CSC website www.csc.gov.ph within 41 days after the examination.

Note : Only the List of Passers posted on the CSC website is official. The CSC does not recognize and is not liable for any other postings on any other websites that are not affiliated with, or are engaged in the unauthorized use of the name of, the CSC. Examinees can generate their examination rating through OCSERGS or Online Civil Service Examination Result Generation System which can also be accessed through the CSC website. Generation of examination rating through OCSERGS shall be available approximately 15 days after the posting of the List of Passers, or as indicated in the corresponding issuance/advisory.

Issuance of Certificate or Certification, or Eligibility Card To Passers

A Post Examination Advisory shall be released, and posted on the CSC website, containing guidelines, procedures, requirements, schedule, and other information on the issuance of Certificate of Eligibility, or Certification of Eligibility, or Civil Service Eligibility Card, to examination passers.

Resulting Civil Service Eligibility

The civil service eligibility resulting from passing the Fire Officer Examination shall be called Fire Officer Eligibility. It is a second level eligibility, which is specific and appropriate for appointment to second level ranks in the fire protection service and functionally related positions only, except for ranks under the Philippine National Police. The Fire Officer Eligibility is NOT comparable to the Career Service Professional of Subprofessional Eligibility.

How to join the BFP

How to join the Bureau of Fire Protection(BFP)?

Being a part of the Bureau of Fire Protection is an honor. It requires hard work and perseverance but at the end of the day, you’ll feel a sense of accomplishment because of the lives you save.

If you possess the traits and characteristics befitting to be a firefighter, then wait no further. We will be discussing what you need and the steps on how to apply.

Qualifications

The first thing is to check if you are qualified to join the BFP.

Here are the Qualification Standards:

  • Open to all male and female Filipino citizen not less than  twenty-one (21)  nor more than  thirty (30)  years of age;
  • The height must be at least  5’2″  in for male and   5’0″  for female; you can get a height waiver if your age or height is less/more than the above mentioned.
  • Weight not more or less than 5 kilograms from the standard weight corresponding to his/her height, age, and sex;
  • Must possess a baccalaureate degree from a recognized institute of learning;
  • Must have Civil Service Commission (CSC) 2nd level, RA 1080 or PD 907 Eligibility, if you don’t have eligibility yet, you can take the Fire Officer Exam, see the schedule here.
  • A person of good moral character;
  • Must have passed the neuro-psychiatric evaluation, medical examination and drug test for the purpose of determining his/her physical and mental health;
  • Must not have been dishonorably discharged or dismissed for cause from previous employment; and
  • Must not have been convicted by final judgment of an offense or crime involving moral turpitude.

The applicants who hold a Professional Driver’s License with Restrictions 2 and 3  and holders of NCII in Driving issued by TESDA will be prioritized. This is to address the wide gap between the driver to firetruck ratio.

Fire Officer Requirements

Here are the basic requirements that you need to prepare. Depending on the BFP regional office, there may be additional or some slight differences. Always check on the regional office near you.

  • An application letter indicating the position and item you are applying for.
  • A fully-accomplished Personal Data Sheet ( CSC Form 212 Revised 2017) . It must be handwritten using a black ballpen only.
  • Copy of authenticated Transcript of Records and College Diploma;
  • Photocopy of authenticated Certificate of Eligibility from the Civil Service Commission (CSC) or Report of Rating/Board Rating authenticated by Professional Regulation Commission (PRC).
  • Photocopy of Certificate of Live Birth issued by the Philippine Statistics Authority (PSA)
  • For married applicants, please submit a copy of the Certificate of Marriage issued by the PSA.
  • Authenticated copy of the following: Barangay, Mayor, Police, RTC, MTC and NBI Clearances;
  • Certificates of Training, if any;
  • CBC with blood-typing
  • Hepa-B Screening
  • Cholesterol
  • Chest X-Ray
  • Fasting Blood Sugar
  • Serum Pregnancy Test (for female applicants)
  • Dental Panoramic X-Ray

Submit all the following documents in a  properly-tabbed folder  to the Human Resource Management Division of BFP National Headquarters or any BFP Regional Offices near you. For more information, you may contact:

Fire Officer 1 Salary and Benefits

Fire Officer 1 has a salary grade of 10 amounting to P29,668. You will be entitled to hazard pay, longevity pay, clothing, and food allowances. Most importantly, you will enjoy the security of tenure since you are already working in the government.

BFP Recruitment 2022: Details and Process

BFP Hiring 2022 : The Bureau of Fire Protection is now looking for qualified applicants to fill up two thousand (2000) Fire Officer 1 positions this Calendar Year (CY) 2022. The BFP is now using an e-recruitment system for the 2022 recruitment cycle. Applicants must register first before proceeding to any stage of processing. To access the BFP E-REcruitment System, please follow this link: http://bfp-ers.online/

Qualifications for FO1

  • Must be a citizen of the Republic of the Philippines;
  • Open to all male and female Filipino citizens not less than 21 years old nor  more than 30 years of age;
  • Must be at least 1.57 meters or 5’2″ in height for males and 1.52 meters or 5’0″ for the female in order to qualify. For applicants who do not meet the height requirement but are members of the Indigenous Peoples or Muslim Filipinos or with a Professional Driver’s License with restriction code 1,2,3 (PDL 123), or a consistent honor or honor graduates (PD No 907) or having a certification of volunteers from Government or Private Owned Fire Stations or Fire brigade, with proof of attendance and Fire Volunteer ID, they can  avail of the height waiver  issued by the Fire Chief.
  • Must weigh no more or less than 5 kilograms from the standard weight corresponding to his/her height, age and sex.
  • Must be a holder of a baccalaureate degree from a government-recognized institution.

  • A person of good moral character.
  • Must pass a series of evaluations and tests, i.e. neuro-psychiatric, medical and drug tests, to determine the physical and mental health of the applicant.
  • Must not have been dishonorably discharged or dismissed for cause from previous employment; and
  • Must not have been convicted by final judgment of an offense or crime involving moral turpitude.
  • No training or experience is required.

Documentary Requirements

  • An application letter (addressed to the Regional Director of the concerned BFP Regional Office) indicating the position and item you are applying for (check the format below);
  • A fully-accomplished Personal Data Sheet ( CSC Form 212 Revised 2017 ). Print entries using a black ballpen only. Do not use a sign pen;
  • Work Experience Sheet (CS Form No. 212 attachment for applicants who filled in page 2 PDS work experience portion);
  • Authenticated copy of Service Record (for former government employees);
  • Authenticated copy of Latest Performance Evaluation (for former government employees);
  • Authenticated copy of Transcript of Records and College Diploma (authenticated by the school registrar);
  • Authenticated copy of Certificate of Eligibility from the Civil Service Commission (CSC) or Report of Rating/Board Rating authenticated by Professional Regulation Commission (PRC);
  • Authenticated copy of Certificate of Waiver (for applicants with age and/or height deficiency/ies);
  • Photocopy of Certificate of Live Birth issued by the Philippine Statistics Authority (PSA);
  • For married applicants, please submit a copy of the Certificate of Marriage issued by the PSA;
  • Photocopy of NBI Clearance.

If you cannot provide the authenticated documents, you will be required to execute an Affidavit of Undertaking specifying that the deadline of submission of the required documents shall be on or before the Oath-taking Ceremony.

About the designation

ICAEW Business and Finance Professional (BFP) is an internationally recognised professional designation from one of the world's leading professional body.

With the BFP status, professionals demonstrate that they have a solid understanding of how businesses operate and that they meet the ICAEW standards relating to technical knowledge, business skills and ethics.

Similar to our members, ICAEW Business and Finance Professionals need to demonstrate their commitment to their professional development. In order to do so, they have access to a variety of exciting resources and benefits.

Who is eligible for BFP?

Whether you're new to ICAEW or have completed one of our qualifications, you can start your journey towards becoming a BFP at any point. You can be any of the following:

  • ICAEW CFAB student or holder or eligible for exemptions through your degree
  • Current or former ACA student
  • An ICAEW apprentice at Level 4 or Level 7
  • New to ICAEW
  • An ICAEW member

What are the BFP requirements?

An online Ethics Learning Programme that meets internationally recognised standards for professional accountants.

  • ICAEW CFAB ICAEW CFAB is a certificate-level qualification from ICAEW. It provides essential knowledge and practical skills in finance, accounting and business. There are no minimum entry requirements to do the ICAEW CFAB qualification which is your first step to becoming an ICAEW Business and Finance Professional. Find out more

You must demonstrate that you have 12 months' full-time work experience in a business and/or finance role.

If you're on one of our apprenticeship programmes , your work experience could count towards the BFP requirement, provided that it is properly signed off as per BFP regulations. You will only need to get 12 months’ worth of work experience recognised to be eligible to apply towards the designation. Please check the applications page  for more information.

Start your journey towards becoming a BFP

How do you apply for the BFP designation?

Once you’ve completed all three elements you’re ready to apply to become an ICAEW Business and Finance Professional.

There’s a one-off registration fee of £25 and the annual subscription fee is £125*.

However, if you're earning less than £31,615 p.a, you are eligible for our concession rate, and your subscription fee would then be £50. 

BFP designation holders need to  disclose any convictions , agree to abide by the  relevant regulations  which include adhering to  ICAEW’s Code of Ethics  and meeting CPD requirements.

*ICAEW members who only want to use the BFP designation do not have to pay the annual subscription fee. ACA students also do not have to pay to use the BFP letters until their membership is started.
