Vacancy: Several Positions (Research Intern and Research Assistant)

Kathmandu Institute of Applied Sciences (KIAS)  is a not-for-profit research organization in Nepal established by a group of Nepali scientists with proven excellence in basic and applied research as well experience in science popularization. Currently, KIAS conducts advanced research through five constituent research centers, each of them is led by full time Ph.D. scientists with several students and national and international collaborators. Center for Water and Atmospheric Research  (CenWAR) at KIAS seeks application from competent, committed and result-oriented individual to work with a group of internationally recognized experts.  Location: All the posts are Kathmandu based.  Deadline for application submission is December 20, 2019.

1. Position available: Research Intern (ONE) 

Background of project:  Kathmandu is facing a multitude of fine particle emissions from anthropogenic sources. In this project, we aim to assess the status of air quality, identify the sources of pollution and its impact on surrounding environment in Kathmandu, Nepal by collecting time series particulate matter samples and analyzing them using state of the art technologies.

Major responsibilities  The research intern will be responsible for research activities in the field of air pollution. The activities include, collection of air samples using high volume air sampler, maintenance of the sample when require, field survey, writing reports, presentation in seminars/workshop. In addition, the intern will carry out assignments given by the project supervisor. 

Salary : According to KIAS rule.

Qualifications  The ideal candidate should have at least a BS degree in Environmental Management/Science/Engineering, Physics, Chemistry, Meteorology or other relevant disciplines. The candidate should have strong commitment, interpersonal communication and computer skills. The candidate should be focused and willing to follow the ethics of research work, able to work in multicultural and multidisciplinary environment. Preference will be given to women candidates and with knowledge on air pollution. This is a full-time job. Working hour 9 am to 5pm, five days a week.

 2. Position available: Research assistant (Two) 

Background of project:   Recurrent droughts have depressed rural economies and enhanced widespread hunger and human migration to South Asian cities. Due to climate change, the region is projected to experience rising temperatures and more frequent extreme weather events in the long term. It is imperative to monitor drought and its impact in a regional scale using reliable datasets. This will enhance community resilience, preparedness and response in South Asian countries. Further, evaluating drought impacts on local communities could assist in identifying proper water management schemes. However integrated research that combines satellite–based drought indicators with community impact assessment is rare. Therefore, primary aim of the proposed work is to develop a suitable drought monitoring tool for South Asia using freely available satellite datasets. 

Major responsibilities  The research assistant will be responsible for research activities in the field of satellite remote sensing. The activities include, satellite data management, data analysis, data collection, field survey, report writing, presentation in seminars/workshop. In addition, research assistant will carry out assignments given by his/her supervisor.

Qualifications   The ideal candidate should have at least a BS degree in Physics, Computer Science, Environmental Science, Hydrology, Meteorology or other relevant disciplines. The candidate should have strong computer programming skill, commitment towards research work and interpersonal communication. The candidate should be focused and willing to follow the ethics of research work, able to work in multicultural and multidisciplinary environment. Preference will be given to women candidates and with knowledge on remote sensing and GIS. This is a full-time job. Working hour 9 am to 5pm, five days a week.

 3. Position available: Research Intern (Two) 

Background of project:  Nepal has a varied climate within the span of 240 km in the North-South direction, which makes it difficult to complete accurate and timely assessment of climatic hazards and weather forecasting with limited weather stations. Installing weather stations is an expensive option, inaccessible for most Nepalese; making numerous installations impossible. Therefore, it is very important for us to be capable of building low cost weather station in Nepal. This project aims to build a low-cost weather station in Kathmandu Institute of Applied Sciences.

Major responsibilities  He or she will be responsible for building low cost mobile weather station. The activities include, assembling required materials for building instrument, checking its performance, calibration and maintenance when required, field survey, writing reports, presentation in seminars/workshop. In addition, he or she will carry out assignments given by project supervisor. 

Qualifications   The ideal candidate should have at least a BS degree in electronics engineering and/or have experience in building and assembling instruments, motivated in building weather sensor. The candidate should have good computer skill and should be focused and willing to follow the ethics of work. This is a full-time job. Working hour 9 am to 5pm, five days a week. The major events that were pivotal in Nepal in both 2022 and 2023 can be put into five categories: politics and society; geopolitics and foreign policy; the economy; climate change, disaster, and health; and human rights, justice, and peace. The country’s economy performed poorly, and results were mixed in the other four categories. In particular, these two years were instrumental for institutionalizing democratic practices due to timely local, provincial, and federal elections. However, as in preceding years, this review indicates a need for significant efforts to improve the country’s economy, address climate change and disastrous events, ensure justice for conflict-era victims, and promote peace.

In 2021, Nepal witnessed an economic decline, grave human rights violations, and some critical environmental problems due to the COVID-19 crisis, along with poor governance and a frangible national political environment ( Eck 2022 ). The years under review here, 2022 and 2023, brought some pivotal socio-political events indicating a gradual move toward strengthening Nepal’s democratic practices, but there was very little progress in addressing human rights violations, the climate crisis, or the economic downturn.

Both 2022 and 2023 were election years in Nepal. Local, provincial, and federal elections were held for the second time since the promulgation of the new constitution in 2015. Reports of relatively free and fair election processes, with only a few violent incidents, suggested a move toward regular democratic processes. However, voter turnout in both the local and federal elections was only around 61%, which is low compared to the previous decade.

The local elections of May 2022 were historic, with the rise of independent mayoral candidates in major cities like Kathmandu, Dharan, and Dhangadi. And the federal elections of November 2022 gave birth to new political forces in the House of Representatives: the Rastriya Swatantra Party (National Independent Party), Janamat Party (Public Opinion Party), and Nagarik Unmukti Party (People’s Freedom Party). This was a severe blow to the established political parties, as independent voters were drawn to newer and younger candidates who, despite their lack of experience in politics, inspired hope for positive societal changes.

A resurgence of pro-monarchy and pro-Hindu groups became evident in federal and provincial elections; for example, the Rastriya Prajatantra Party secured 14 out of 275 seats in the House. The general elections also indicated the decline in power of the identity-based political parties, such as the Janata Samaajbaadi Party (People’s Socialist Party) and the Loktantrik Samajbaadi Party (Democratic Socialist Party), which did not perform well even in their core areas. But electoral contests at all three levels featured new coalitions among political parties. For instance, the Nepali Congress (NC), CPN (Communist Party of Nepal, Maoist Centre), CPN (Unified Socialist), and other fringe parties formed a coalition, while the CPN (UML) formed coalitions with the Janata Samaajbaadi Party and the Rastriya Prajatantra Party in selected constituencies. However, this culture of political coalitions during the election was heavily criticized by the general public.

Formation of a New Government

Another significant event of 2022 was the appointment of the Maoist supremo Pushpa Kamal Dahal (Prachanda) as Nepal’s 44th prime minister. This was his third stint as PM since he joined mainstream politics in 2006 after ending a decade-long civil war through a peace deal. Despite being the leader of the third-largest political party in Nepal, Prachanda secured the post only due to a tricky power equation in the House. When the NC, the first-ranked Nepali political party, refused to acknowledge Prachanda as the new PM, he was approached by CPN (UML) president KP Oli and asked to lead the coalition government supported by his party along with the Rastriya Swatantra Party and Rastriya Prajatantra Party. Prachanda then quit the election-winning coalition and joined hands with the CPN (UML) and other fringe parties. This decision surprised everyone, as Oli and Prachanda had earlier decided to split the Nepal Communist Party and continue with their former parties. However, with the strong support from his former rival, the shift occurred swiftly. Prachanda went on to secure a motion of confidence, with a historic landslide of 268 of 275 votes in the House.

This government, led by Prachanda and formed with the support of the CPN (UML) and other fringe parties, ran smoothly until the election of the speaker and deputy speaker of the House. Meanwhile, conflict had flared between KP Oli and PM Prachanda just before the election of the president and vice president. Oli wanted a candidate from the CPN (UML) as the president, while Prachanda wanted to offer that position to the NC in the name of national consensus. These conflicting scenarios prompted the CPN (UML) to quit the government, followed by other fringe parties. Now Prachanda needed another vote of confidence to continue his government, which he successfully managed, getting 172 votes from the 275 members present in the House. And in March 2023, Ram Chandra Paudel of the NC and Ram Sahaya Prasad Yadav of the Janata Samaajbaadi Party were elected president and vice president, respectively.

Other Key Political Events

On September 14, 2017, the government of Nepal signed an agreement with the US government for a five-year, USD 500 million grant for a road and electricity infrastructure project. This deal with the US’s Millennium Challenge Corporation was controversial in Nepal; several nationalist groups and a segment of each left-wing party organized nationwide protests demanding that the government reverse its decision. However, the ruling alliance at that time, led by PM Sher Bahadur Deuba, eventually confirmed the deal in the parliament on February 27, 2022, just one day before the deadline set by the US. No significant protests were observed after the parliament’s approval, but the matter brought public attention and controversy to Nepal’s bilateral relationship with the US.

The renaming of Province 1 (the last province to be named under the country’s Federal Governance Framework) as Koshi Province was another significant event of these two years. The subject had been fiercely contested for several years among political parties and identity groups, who pushed for an ethnicity-based name. Finally, three major political parties, NC, CPN (UML), and CPN (Maoist Centre), reached consensus on the name Koshi. Months of protest ensued, but they fell on deaf ears: the three parties did not acknowledge any of the people’s concerns.

Also receiving much political attention in 2023 was the revelation of a scam in which some of the country’s top political leaders had been involved whereby Nepali citizens were fraudulently certified as Bhutanese refugees to send them to the United States. The government took some punitive actions against a few of these high-profile political leaders.

In 2023, the government initiated a ban on the social media app TikTok, based on the assertion that it harmed the country’s “social harmony.” This decision polarized the nation, with some Nepalese supporting the move, and others charging that it curtailed the people’s right to free speech. Some writs were filed in the Supreme Court, and small-scale protests of the government’s decision took place in Kathmandu and other cities.

Government data say that over 5.7 million labor permits have been issued since 2006 to those holding legal channels of foreign employment. The Department of Foreign Employment reports that more than 771,000 people obtained permits for foreign employment in fiscal year 2022/23 (July 2022 to June 2023), a record high. These numbers exclude people going to India for work, as well as people going to other countries through illegal channels ( MyRepublica 2023a ). With the high flow of foreign labor migration, remittance inflow in 2022 was around USD 9.3 billion, a 13% increase from the previous year, per a report from the Central Bank of Nepal.

Popular destinations for Nepali migrant workers in 2022 and 2023 were Qatar, Saudi Arabia, the UAE, South Korea, and Malaysia. But there was also a rise in the number of Nepalese seeking work in European countries such as Romania, Croatia, Malta, Cyprus, Portugal, the UK, and Poland. The adverse impact of the COVID-19 pandemic, the subsequent economic environment, scarce job opportunities, and political instability are some of the factors driving the large numbers of Nepali migrant workers. The greater number of destination countries, in particular the European countries, is also considered a factor.

Unfortunately, exploitation and precarious working conditions in the destination countries continued to be reported over the last two years. Reports highlighted the economic exploitation of female migrant workers, with some becoming victims of sexual abuse and domestic violence and then facing social stigma and discrimination on their return to Nepal. Many migrant workers have died—whether by natural causes, cardiac arrest, suicide, or accident—and this has been a critical issue for decades. Recent data say that 11,978 Nepalese migrant workers died in destination countries from 2008/09 to April 2023 ( MyRepublica 2023b ).

Nepalese youth going abroad for higher education is another important phenomenon of recent years. The Ministry of Education, Science, and Technology reports that every day, over 600 aspiring students apply for a “no objection letter” from the government to study abroad. From the beginning of FY 2022/23 through April 2023, 80,000 Nepalese students traveled abroad, mostly to Australia, Japan, Canada, and the US.

Visits from high-profile political and diplomatic leaders from major power countries were part of the substantial geopolitical events of 2022 and 2023. In March 2022, Chinese foreign minister Wang Yi came to Nepal for three days. Liu Jianchao, head of the International Liaison Department of the Chinese Communist Party, also came, alongside Chinese speaker Li Zhanshu.

Elizabeth Kennedy Trudeau, the US assistant secretary for global public affairs, visited Nepal with Donald Lu, the US assistant secretary of state for South and Central Asian affairs. A four-member delegation from the US Congress also visited in 2022, followed by general Charles Flynn, commanding general of the US Army Pacific, and Uzra Zeya, US undersecretary of state for civilian security, democracy, and human rights and US special coordinator for Tibetan issues.

Indian PM Narendra Modi’s visit to Lumbini, the birthplace of Gautam Buddha, also got attention, as he came in a helicopter from the Indian border city rather than use the Gautam Buddha International Airport, newly constructed by a Chinese contractor.

One of the most significant diplomatic visits in 2023 was that of UN secretary-general Antonio Guterres, in October. His visit focused on Nepal’s ongoing peace process, the UN’s Sustainable Development Goals, and mitigating the effects of climate change; this drew the attention of the global community to the glaring problems of climate change faced by Nepal.

The multiple foreign policy events of 2023 began with China’s claim, through a Chinese embassy diplomat, that Pokhara International Airport was constructed in collaboration between Nepal and China as part of China’s Belt and Road Initiative. Nepalese government officials said they were unaware of such a partnership during the entire construction process.

In May 2023 PM Prachanda made an official visit to India and signed a hydropower cooperation and connectivity deal in which India agreed to buy 10,000 MW of electricity from Nepal within 10 years.

Another critical issue for Nepal in 2023 was the recruitment of Nepalese youth by the Russian army to support its attack on Ukraine. Officially, the Nepalese government does not allow citizens to join the Russian army, but evidence suggests that more than 200 youths are currently serving in the Russian army in various capacities. Other reports suggest that at least seven of them have been killed. It is also reported that several Nepalese youths have joined the Ukrainian army, but exact numbers have not been released ( Deccan Herald 2023 ).

Lastly, the attack by Hamas on Israel on October 7, 2023, was a national tragedy for Nepal, as it took the lives of 10 Nepalese studying in Israel, and one student was held hostage by Hamas along with other foreign nationals. On October 13, 254 students who wanted to return to Nepal after the Hamas attack, were brought back from Israel by the Nepalese government.

Nepal’s stock market, banking, real estate, export-import, and other sectors suffered through an economic slowdown in 2022 and 2023. The government’s low capital spending, and the months-long import ban, along with three global factors—the COVID-19 pandemic, the Russia–Ukraine war, and moderately high inflation—were largely responsible for the economic slowdown. The government’s projection of 8% economic growth at the beginning of FY 2022/23 was trimmed down to 4.5% in the half-yearly review of the country’s economy ( Kathmandu Post 2023 ). On the other hand, inflation rose from 4.2% in October 2021 to a six-year high of 8.6% in September 2022. As of March 2023 it was 7.4% ( Nepal Rastra Bank 2023 ). The consequences of higher inflation were observed in Nepal’s economy, with a 25% rise in the import bill in FY 2021/22 compared to the previous fiscal year. This drastic rise in import costs had a direct impact on the country’s foreign exchange reserves and on the prices of consumer goods and services such as fuel, food, transportation, and other commodity products.

Similarly, the tourism industry, and other enterprises across the country that had been shut during the COVID pandemic, barely recovered from the economic loss, including agriculture, industry, and the service sector ( Jha 2023 ). As a result, hundreds of entrepreneurs either left the country or stayed out of business for a long time. The weak governing capacity of the federal, provincial, and local governments in creating an enabling policy environment also contributed to slowing down the economy in these two years.

Many experts predicted that Nepal would follow in the footsteps of Sri Lanka if strict measures were not adopted to improve the country’s economic indicators, as high trade deficits, slow economic growth, and limited internal revenue generation were pushing Nepal toward a deep economic crisis. Fortunately, Nepal did not reach that stage, and some economic measures, such as foreign reserves, have improved significantly thanks to the higher inflow of remittances, the introduction of a requirement to keep a 100% margin to open a letter of credit, and restrictions on the import of luxury items. However, the country is still struggling to improve its internal economic activities ( Bajracharya 2023 ; Jha 2023 ).

Every year, climate change has triggered internal displacements or forced mass migration in Nepal ( Bhattarai & Magar 2023 ). According to the 2021 census report, 0.7% of the total migrant population migrated as a consequence of natural disasters, and 3.9% due to agricultural factors (National Statistics Office 2021). Over the last few decades, there has been an increase in extreme weather and natural disasters that experts have attributed to climate change ( Bhattarai &Magar 2023 ; Dixit et al. 2023 ). Increased flooding and heat stress on labor productivity and health and on crops and livestock are expected to hamper the country’s economic growth ( International Finance Corporation 2022 ). Another study suggests that Nepal could lose 2.2% of its annual GDP to climate change impacts by 2050, and 96,000 people could be displaced by earthquakes and floods in any given year in the future ( Cazabat 2022 ).

Nepal also experienced at least three significant earthquakes in 2023; the deadliest was a 6.4-magnitude earthquake on November 3, with its epicenter in the Janjarkot District. It took the lives of at least 154 people, mainly in the Janjarkot and West Rukum Districts, and damaged more than 62,000 houses, schools, and other infrastructure.

Landslides, floods, lightning, and forest fires were also observed in 2022 and 2023. The government reported that in 2022 there were nearly 245 natural disasters that displaced 32,000 people, and that in 2023 at least 104 people were killed in landslides, floods, and lightning in the monsoon, along with over 6,000 forest fires. The government’s actions to minimize the risks of such disastrous events were not very effective.

A noteworthy achievement in the health sector was Nepal’s 95.7% COVID vaccination rate ( Sampada et al. 2023 ). This was one of the highest numbers in South Asia and was due to the proactive efforts of local governments, along with generous donations of vaccines from other countries.

On a darker note, the Kathmandu Valley was listed as having some of the worst air pollution in the world. The outbreak of dengue in the country was another critical public health concern. The government reported a total of 51,243 dengue cases across the country as of December 15, 2023 ( Government of Nepal 2023 ).

Some positive developments were observed in the areas of justice and human rights. For example, on June 29, 2023, the Supreme Court wrote an interim order legalizing same-sex marriage and directing the government to put in place a transitional mechanism for facilitating the marriage registration of same-sex couples and other nontraditional heterosexual couples. In another landmark decision, in December 2023 the West Rukum District Court sentenced 24 individuals involved in the killing of six Dalit youths in 2020 to life in prison. Two others got just two years.

The long-awaited Citizenship Bill was a highly contested topic of Nepali politics. It was passed by the Federal Parliament and the National Assembly in July 2022 and finally signed by the newly elected president, Ramchandra Paudel, at the end of May 2023. Former president Bidya Devi Bhandari had twice refused to sign it, claiming that some of its provisions were against the national interest. This refusal brought her into a conflict with the executive and brought her criticism for countering the supremacy of the elected representatives.

There has been very little progress toward ensuring transitional justice (TJ) for the civil war victims of Nepal. Bringing the peace process to a logical conclusion by expediting the TJ process has often been on the agenda of the main political parties. However, when it comes to actual progress in terms of amending or formulating the relevant bills to make them victim-friendly, ensuring the accountability of those who committed war crimes, and activating the roles and functions of the Truth and Reconciliation Commission (TRC) and the Commission on the Investigation of Enforced Disappeared Persons (CIEDP), 2022 and 2023 were quite discouraging for those awaiting justice. In April 2022 PM Deuba appointed human rights lawyer Govinda Sharma Bandi minister for law and justice with a core mandate to conclude the TJ process. But although in July 2022 the Law and Justice Ministry registered an amendment bill in the House, the parties could not reach agreement, as several argued that the proposed bill did not align with international standards and would allow parties to define all forms of murders committed during the decade-long armed conflict as non-cruel and grant amnesty to the perpetrators. The victims’ groups, on the other hand, repeatedly expressed in the media and public forums that they have lost faith in the TJ process initiated by the government ( Kathmandu Post 2022 ). On March 19, 2023, the government presented a bill in the parliament to amend both the TRC and CIEDP Acts, aiming to pass the bill through a fast-track process. But that move did not materialize for various reasons, including the lack of political consensus.

The country also observed some critical symptoms of communal violence in mid-2023 in Dharan City, Sunsari, after rumors of cow slaughtering by non-Hindu groups for consumption of meat were spread on social media. Similarly, there was a dispute following media reports that the local government would allow the construction of a new church near the local Hindu temple ( Onlinekhabar 2023a ). Various Hindu groups, in particular from Koshi Province, planned a large-scale protest in Dharan City, as the cow is worshiped by the Hindu community. The government imposed a curfew to bring the tension under control. A similar order was issued in September 2023 in Malangwa, Sarlahi, in Madhesh Province, when two local groups clashed after an idol was immersed for a Hindu celebration, Krishna Janmashtami ( Kathmandu Post 2023 ). Signs of communal tension and religious disharmony between the Hindu and Muslim communities were further observed in October 2023 in Nepalgunj, Banke, in Lumbini Province, when a Hindu group planned a demonstration in the city ( Onlinekhabar 2023b ).

From Sand to Water in the Himalayas: Reimagining Traditional Nepalese Dance-Dramas Within Contemporary Theatre

Tuesday, April 30, 12–1 p.m. Dillingham Classroom 6

Come to a public talk by Rose Schwietz Malla, a theatre-maker, researcher, and educator from Minnesota. Rose spent ten years in Nepal teaching theatre and directing and performing with One World Theatre. She is also a 2022-2023 Fulbright Research in Nepal Alumnus; her research explored sati ghatu naach , a traditional ethnic Gurung dance-drama, which led to an original play - Deurali Daandi: The Last Chapter of Ghatu (director, researcher, co-creator). Other recent theatre highlights include Constellations (actor, Kathmandu), Macbeth Massacre (assistant director and actor, Kathmandu), and Twelfth Night (assistant director and intimacy choreography, UMass Amherst). 

She is currently an MFA candidate in Theatre Directing at the University of Massachusetts Amherst, and she teaches and trains regularly in Suzuki and Viewpoints. Her upcoming projects include Tragedy of Maila Kami (MN Fringe 2024), Holyoke Community College Fall 2024 Production, and Xanadu (UMass Amherst 2025).
