No matter if you are CEO of a large corporation, coach of your son’s football team, or granddad to an abounding offspring, if you are a leader, you are expected to say something. So, you’d better seize this golden opportunity and say something memorable.

Everyone has their own style and every talking opportunity is different. There are no fixed rules, but here are a few tips for your New Year speech. I’d appreciate if you let me know how it went.

1. Prepare to be short

You need at least 3 minutes to get a message across, and boredom will strike if you talk longer than 10. Accept that people will only remember 2-3 things of what you say, and even less if you talk longer.

Being short requires preparation and hard work. So, prepare well. Think about the one thing you would like to achieve with your New Year speech. What do you want them to remember? What is your key message? Structure your talk, find some anecdotes, a metaphor, quote or joke. Possibly write out your speech but make sure to use your own honest words; not some kind of formal, wooden language.

2. Say what they already know

We all like to hear familiar things that we agree with. Children all love to hear the fairy-tales they already know. And grown-ups are only tall children, especially after a drink or two.

You can simply start by enumerating what happened last year, how that impacted us, and how that made you feel… You will see and hear the Yeaahhh’s in the room. It will get them in a positive and agreeable mood.

3. Focus on the why

People don’t believe in you because of what you do, but because of why you do it. It is not the product that unites the employees of a company, but their love for innovative technology, their creative pride, or their dedication to the customer. It is not Uncle Phillip’s new Ferrari that will make his nephews adore him, but his love for Italian design and technology, his craving for speed, or his success as a business man. In fact, the Ferrari is merely a metaphor, or a shiny but superficial expression of a far deeper drive.

So, focus on why you do what you do. Why do you get up in the morning? Why are you in business? Why do you feel like one big family? Why are you different compared to others? It is all about purpose, belief, vision, feeling, drive, values or fundamental happiness. That is what your New Year speech should be about.

4. Make it personal

Your story is about you and the others. So talk about others, but don’t omit to talk about yourself.

Most things in life only become meaningful when in relationship to others: business, sport, family, success and even money. Without others they are meaningless. So, talk about your colleagues, your customers, your suppliers, your children, your parents, your opponents,… And thank them. The worthiest people always give credit to the others. Especially talk about your audience and how much you appreciate them. Put individuals in your audience in the leading role of your anecdotes.

But people will only believe you when they feel the words come from your authentic self, right from your heart. So don’t avoid speaking about yourself either. Tell them how you feel about what you’ve achieved, why you are proud… There is nothing as arrogant as fake humility.

Be positive overall. Your audience wants to be left with a positive feeling. They want to see that you are positively, happily, confidently looking towards the future. Give them that. Make sure that the positive moments in your talk outweigh the negative ones.

Have fun. Since beginning of mankind, jesters and clowns helped us forget misery. People who laugh more, live longer. We laugh when we are happy, and laughing also makes us happy. Even if you’re not a born joker, use a funny anecdote, or a funny metaphor. Just make sure it is appropriate for the occasion and for your relationship to the audience. If you feel unsure about it, test it with someone beforehand. At least try to laugh and make them laugh. It will make your talk memorable:

Know that’s completely normal. Writing a memorable New Year’s speech is tough. Because it’s a milestone speech, it can seem like an overwhelming task.

Still, it is the perfect occasion to look back and look forward together, and thank the members of your team.

1. Define your speeching intention

There are unavoidable elements to a New Year’s speech, which we’ll look into below.

But to start off, ask yourself: What do I want people to take away, say one week after the speech?

Think not only in terms of what you want people to know, but also what you want them to feel and do .

4. Keep it light

Every speech has a context.

3. “What If” Scenario

So ideally, you should start by addressing everyone in the room . Then make a point to introduce yourself. Once you have introduced yourself, remind the audience why you are speaking which means let them know the position you are campaigning for. Bring up at least 1-2 issues that the students are most concerned about and tell them how if elected you’ll provide solutions to their issues.

Try to end it on a high note and don’t forget to add your campaign slogan .

You can also begin by stating your campaign slogan .

Yet another way to begin your speech for the student council is by challenging your opponent’s point of view or campaign . However, this would work only f you have a better strategy or solutions to the issues raised by your opponents.

Lastly, do something that no one expects from you . Let me share a story here to help you understand this point better. During one of the student council speeches, one candidate asked the audience to stand up, move a step in the front then go back to their seats and settle down. Following this, she said, “My parents told me if I could move the audience, I’d win.” And so she did win!

What is a speech class?

A speech class in high school or college is usually a short course or 1-semester course wherein the student is expected to improve on their public speaking skills along with critical thinking and active listening skills.

It essentially enhances their oral communication skills.

Defining the Word Speech

An important talk that is most likely an important person addressing the group. It is a formal way to deliver a message or discourse to people in the room. A talk usually given to a large group or a party for special purposes i.e. welcoming students, welcoming people, a toast to a wedding.

Tips to Write and Present a Good Welcome Speech

One thing that comes to mind when you think about a good welcome speech is how to write one and how to make it good. Okay, two things. But to write a good welcome speech, you have to consider some of these possibilities . I am not saying they would work for everyone, but I am saying is as a general point of view, they are just tips and it is clearly up to you on how to make it work. So listed below are 5 tips on how to write a good welcome speech.

Audience : Who are your audience. Now, before you make a good welcome speech, ask yourself. Are my audiences adults, teens, children, or parents? What are they going to expect me to say? How do I deliver this speech to them?
Topic: Choosing a topic for a welcome speech is the next thing to do. Ask yourself, who are you welcoming, and why are you writing this speech for? Who are your audiences? College students ? Employees? High School students? Children? Your topic would depend on your audience as well.
Introduction : Your introduction does not have to be very lengthy. Your introduction should be short and to the point. You are merely telling the topic of your speech but not the speech itself. Avoid dragging the introduction and mistaking it for the body of your speech.
Go straight to the point : Do not jump from one topic to another. Choose one topic, talk about it. Do not drag unnecessary things in your speech. This is something people should learn to avoid.
Body Language: Watch your body language when you get up on stage to talk. Your body language says it all. Avoid staring into your speech copy. You need not memorize what you wrote, you only need to be familiar with it. Even during an impromptu speech , the best thing to remember is to be familiar with what you wrote and to remain eye contact with your audience. This is important because they need to feel and know you are addressing them.

Dear members of the MIT community,

Seeing MIT up close for a year now, I’ve come to value something I could not fully appreciate from the outside: the matter-of-fact problem-solving ethos, the willingness to name a problem, measure it, design a solution and keep iterating until it’s right.

The Israel-Hamas war continues to cause deep pain for many around the world, including at MIT, and is an ongoing source of tension in our community. Here on campus, its repercussions have pressure-tested some long-standing systems and assumptions, presenting challenges to our community and to fulfilling our mission of research and education.

A close look at some key systems

We have been listening to our community and working steadily for many weeks to identify the issues that most urgently need our attention. As we begin this new year, I want to name the challenges I’m seeing and hearing about, and put us on a path to solving them together.

To achieve substantial progress by the end of this semester, we’re taking four immediate steps:

1. Benchmarking and improving student disciplinary processes

MIT’s long-established student disciplinary processes were designed to be fair, proportionate and confidential. Those qualities are vital. However, recent events have spurred some frustration in the community with respect to the timeliness, accountability and transparency of our disciplinary system.

In keeping with MIT’s standard practice for reviewing and improving its systems, MIT Corporation Chair Mark Gorenberg and I have asked the Corporation’s standing Risk and Audit Committee to assess our current approach to handling complaints of student misconduct and to see where benchmark standards from across higher education may suggest practical improvements. The committee will consider pivotal questions, such as if we’re striking the best balance between confidentiality and transparency, and between speed and fairness; and whether there are ways to achieve more consistent application of policies. The work will begin shortly, in consultation with staff, faculty and student leaders. The committee will share any recommendations with faculty leadership.

I’m also hearing that some in the community feel unclear about how claims of misconduct are reported, reviewed and resolved. To clarify how complaints are being handled in the current situation, the Institute Discrimination and Harassment Response (IDHR) office has published a very helpful explanation .

2. A shared understanding of the rights and responsibilities of free expression

In response to a speech controversy in 2021 , the faculty approved the MIT Statement on Freedom of Expression and Academic Freedom in late 2022 as the foundation for a strong campus culture of free expression. In its first year, the statement has been tested publicly several times: last spring with a provocative postering campaign, and in multiple moments this fall.

In practice, it’s clear that we need a better sense of how to navigate the principles of freedom of expression, which we must protect, and the need to guard against harassment, bullying, intimidation and discrimination – policy violations that must be subject to discipline.

To help advance a healthy culture that balances freedom of expression with mutual respect, Faculty Chair Mary Fuller and I are charging a new Committee on Academic Freedom and Campus Expression (CAFCE) (initially envisioned as a subcommittee of the Faculty Policy Committee). Its co-chairs, Professors Mike Sipser and Peko Hosoi, will focus the group immediately on examining these policy areas to ensure that we all understand the rules and our responsibilities as members of the MIT community.

However, we cannot expect discipline and policies to magically resolve all or even most difficulties that emerge in how we relate to each other in speech; we need to rely on each other for decency and compassion. As I have said many times, we need to lean into the idea that there’s a difference between what we can say and what we should say, as members of one community.

3. Making sure our DEI programs effectively meet campus needs

We will soon announce a new Vice President for Equity and Inclusion (VPEI). With this new role, we have an important opportunity to reflect on and comprehensively assess the structures and programs intended to support our community and create a welcoming environment.

While we address the pressing challenge of how best to combat antisemitism, Islamophobia and hatred based on national origin or ethnicity in our community, we need to talk candidly about practical ways to make our community a place where we all feel that we belong.

Vice Provost for Faculty Paula Hammond will work with the incoming VPEI to think broadly about the best approaches for advancing community, civility and mutual respect on our campus, in the spirit of our MIT Values .

4. Targeted questions in our campus climate survey

To be effective in fighting antisemitism, Islamophobia and hatred based on national origin or ethnicity on campus, we need a clear understanding of the nature and extent of the problem. To that end, we will include a set of focused questions in MIT’s Quality of Life (QoL) survey, to be sent to all MIT students and employees early in the spring semester. Responses to this set of questions will be analyzed immediately; what we learn will help us make effective interventions. Combined with incident data already reported annually by IDHR, information from future QoL surveys will help us gauge our progress.

These Institute-level actions will help us make thoughtful, evidence-based improvements in some key systems and programs, improvements that will serve the people of MIT well not only in this difficult period but far beyond it.

But the hardest, most important work – for the administration and for everyone at MIT – is the challenge of listening seriously, rebuilding trust and caring for our community.

We continue to join with faculty and staff experts to work directly with the students most affected by the conflict in the Middle East.
The faculty-led Unity Across Differences group and the Third Way lunch series are finding ways – person to person – to foster respectful, informed dialogue.
Standing Together Against Hate, the community-led effort we announced in November, is offering a suite of lectures, discussions, classes and community-building efforts , rolling out through January’s IAP and beyond.
And the Center for Constructive Communication is launching discussions in student residences to foster appreciation for each other’s humanity, even across deep differences.

I’m working to use every lever available to address conflict on our campus, enhance the tenor of our discourse and help us find improved ways to live and work together here at MIT. I hope you will each reflect on what you can do to help.

I look forward to working with you to face these challenges to our community with urgency and seriousness so we can all have the strength and energy to support friends and colleagues who are suffering, and the freedom and confidence to pursue MIT’s critical mission of service and the work we each came to MIT to pursue.

Do you make New Year’s resolutions? Some years I do and other years I do not bother because I am horrible at keeping these vows to myself. Willpower is not always my pal; especially, when my list includes the words “become healthier.” I actually find I do best when I approach my plans on a week to week or month to month basis and that I call them ‘plans’ and not resolutions. The important thing is that I do still create plans. I feel that it is an important skill that we can teach our students. If we teach them to create an action plan for themselves (even it is only a week at a time plan), they can learn to carve out a path for personal success. New Year’s is a perfect time and way to introduce the topic of plans and/or resolutions while using fun and engaging resources and activities!

At Berkeley, a Protest at a Dean’s Home Tests the Limits of Free Speech

Pro-Palestinian supporters disrupted a dinner for law students. There was a tussle over the microphone and conflicting claims of harm.

The dean of Berkeley’s law school is known as a staunch supporter of free speech, but things became personal for him when pro-Palestinian students disrupted a celebratory dinner party for some 60 students at his home.

Erwin Chemerinsky, the law school dean, hosted the dinner on Tuesday night in the backyard of his Oakland, Calif., home. The party was supposed to be a community building event, open to all third-year law students, with no speeches or formal activities.

But a third-year law student and a Palestinian activist, Malak Afaneh, stood up at the event, holding a microphone, and launched into a speech.

As she began to talk, Mr. Chemerinsky, a noted Constitutional scholar, can be seen shouting, “Please leave our house! You are guests in our house!”

Catherine Fisk, another Berkeley law professor and Mr. Chemerinsky’s wife, can be seen with her arm around Ms. Afaneh, trying to yank the microphone away and pulling the student up a couple steps.

Ms. Afaneh and other student protesters described Ms. Fisk’s struggle for the microphone as a disproportionate and violent response. Students, they said, had a right to speak at a university gathering.

Mr. Chemerinsky said the dinner was paid for by the university. But he said that the students, who brought their own microphone and amp, had no such free speech rights in a private home, at a dinner with no planned remarks.

In the past, Mr. Chemerinsky has supported speech rights for pro-Palestinian students, including the right to block Zionists from speaking to their groups. But this latest incident shows how the Israel-Hamas war has intensified and complicated the free speech debate. As pro-Palestinian students stage sit-ins and disrupt events at campuses across the country, some administrators, pressed by donors and politicians, have cracked down on unruly behavior, arresting and suspending students.

The moment has been especially fraught for the University of California, Berkeley, long a hotbed of leftist activism and the home of the ’60s Free Speech movement. As protests there continue over the Middle East conflict, some Jewish students and alumni have criticized university officials, saying that the school has tolerated activism that veers into antisemitic speech.

On Thursday night, about 15 protesters returned to Mr. Chemerinsky’s home for another student dinner, this time staying outside the house for about 90 minutes, Mr. Chemerinsky said.

“They were carrying signs and had drums,” he wrote in an email message. “They stood in front of our house chanting (some quite offensive) and banging their drums.”

In February, an event at Berkeley featuring an Israeli speaker was canceled after a crowd of protesters broke down doors, which the chancellor, Carol Christ, said was “an attack on the fundamental values of the university.” Last month, Representative Virginia Foxx, chair of the House committee on education that has been investigating antisemitism on campus, sent a letter to university officials demanding documents and information about Berkeley’s response to antisemitism.

Mr. Chemerinsky said that he himself was the subject of an antisemitic flier, circulated earlier in the week, which depicted a cartoon image of him gripping a bloody knife and fork, with the words “No Dinner With Zionist Chem While Gaza Starves.”

“I never thought I would see such blatant antisemitism,” he wrote in a statement to the law school community after the first protest, “with an image that invokes the horrible antisemitic trope of blood libel and that attacks me for no apparent reason other than I am Jewish.”

The Berkeley chapter of Law Students for Justice in Palestine, where Ms. Afaneh is co-president, did not respond to requests for an interview. But Camilo Pérez-Bustillo, the executive director of the local chapter of the National Lawyers Guild, said that Mr. Chemerinsky was not singled out because he is Jewish.

“He was being targeted because he’s failed to take a public position on a matter of urgency,” Mr. Pérez-Bustillo said, “which is U.S. complicity with the unfolding genocide.”

In the video, Ms. Afaneh said, the National Lawyers Guild “has informed us this is our First Amendment right.”

The Chemerinsky dinner on Tuesday fell on the last day of Ramadan, the Muslim holy month. As Ms. Afaneh and Professor Fisk both gripped the microphone, Ms. Afaneh said, “We refuse to break our fast on the blood of Palestinian people” and accused the university system of sending billions of dollars to weapons manufacturers.

“I have nothing to do with what the U.C. does,” Ms. Fisk said. “This is my home.”

Ms. Fisk threatened to call the police but did not. After she let go of the microphone, Ms. Afaneh and about 10 other law students left peacefully and the dinner continued, Mr. Chemerinsky said.

“I am enormously sad that we have students who are so rude as to come into my home, in my backyard, and use this social occasion for their political agenda,” Mr. Chemerinsky wrote. Through Mr. Chemerinsky, Ms. Fisk declined to be interviewed.

Many pro-Palestinian supporters argue this is not the moment for decorum, as the death toll of Israel’s bombing in Gaza tops 30,000, according to Gaza health officials. The protesting students wanted Mr. Chemerinsky, who describes himself as a Zionist, to denounce what they described as an unfolding genocide and to call for the university to divest from companies that aid Israel’s military campaign.

After the dinner altercation, the Law Students for Justice in Palestine chapter demanded the resignations of Mr. Chemerinsky and Ms. Fisk, and called for a Palestine studies program that centers on the “resistance and the right to return in a settler-colonial context.”

Richard Leib, the board chairman of the University of California system, and Ms. Christ, the Berkeley chancellor, have supported the couple.

“I am appalled and deeply disturbed by what occurred at Dean Chemerinsky’s home last night,” Ms. Christ said in a statement on Wednesday. “While our support for Free Speech is unwavering, we cannot condone using a social occasion at a person’s private residence as a platform for protest.”

Mr. Chemerinsky said he invites first-year law students to a welcome dinner in his backyard to create a sense of community. This dinner — spread over three nights with about 60 students each — was for third-year students whose traditional welcome dinner was canceled because of Covid, Mr. Chemerinsky said.

The dean said he was such a believer in the tradition that when he bought a home in 2017, he made sure the backyard could fit a crowd.

“I never could have imagined this would be divisive or a flashpoint,” he said, adding, “It’s an ugly moment.”

USC says it is canceling its valedictorian speech because of safety concerns

The University of Southern California will no longer have its valedictorian speak at its commencement ceremony because of safety concerns, the school said Monday .

Asna Tabassum was selected as this year's valedictorian. But student groups called for the decision to be reconsidered due to Tabassum's social media content on the conflict between Israel and Hamas.

Tabassum's Instagram page links to a slideshow that says "learn about what's happening in Palestine, and how to help," and criticizes Zionism as "a racist settler-colonial ideology that advocates for a jewish ethnostate built on palestinian land." The slideshow calls for a "one-state solution" that "would mean palestinian liberation, and the complete abolishment of the state of israel."

Tabassum's social media activity has drawn criticism, with student groups, such as the organization Trojans for Israel , calling the content "antisemitic bigotry." Other social media users, however, denounced USC's decision and said Tabassum should be able to speak freely.

USC Provost Andrew Guzman, who picks the valedictorian, said the matter "has grown to include many voices outside" the campus community, and poses a security threat to next month's event, which is anticipated to have 65,000 guests.

"After careful consideration, we have decided that our student valedictorian will not deliver a speech at commencement," Guzman said. "While this is disappointing, tradition must give way to safety."

Tabassum, who is South Asian-American and Muslim, said in a statement that as a result of the backlash, she has faced "a campaign of racist hatred because of my uncompromising belief in human rights for all."

Tabassum said she questions safety concerns being the university's reason for canceling her speech. She said she was denied a request for the school's threat assessment. Additionally, during a meeting with university leaders, she said she was told the school would not be increasing its security presence, despite having the resources to do so, because that's not what USC wants to "present as an image."

"I am not surprised by those who attempt to propagate hatred," said Tabassum, who studies biomedical engineering and resistance to genocide. "I am surprised that my own university—my home for four years—has abandoned me."

"USC supports free speech and dissent, so long as it doesn't disturb university activities," Guzman said.

He added that USC's 300-employee Department of Public Safety will be "fully deployed" at commencement, along with officers from the Los Angeles Police Department.

Guzman said that the school is "resolute in our commitment to maintain and prioritize the existing safety and well-being of our USC community during the coming weeks."

Guzman picked this year's valedictorian from a pool of about 100 eligible applicants and examined several factors, excluding social media presence, he said.

‘Please leave!’ A Jewish UC Berkeley dean confronts pro-Palestinian activist at his home

What was supposed to be a celebratory dinner at a dean’s home for graduating UC Berkeley law students on Tuesday turned into an angry confrontation over the Israel-Hamas war, free speech and accusations of anti-Muslim and anti-Jewish hatred.

Several dozen law school students were invited to the Oakland home of School of Law Dean Erwin Chemerinsky and his wife, law school professor Catherine Fisk, for the first of three dinners they planned to host. The event, which took place in the couple’s backyard garden with white-cloth-covered tables and students seated among lemon trees, was to recognize the work of law students and provide an opportunity to enjoy casual time with the two prominent professors.

But the dinner quickly devolved after a Palestinian American law student who was invited stood up in front of guests and attempted to give a speech about Palestinians dying in Gaza and her desire for the university to divest from corporations involved in Israel’s war and its occupation and blockade of Palestinian lands.

Chemerinsky approached the student with his arms folded and shouted at her: “Please leave. No. Please leave. Please leave.” Fisk grabbed away the student’s microphone, while saying, “It is not your house. It is my house. And I want you to leave.”

The student who spoke, Malak Afaneh, said that Fisk assaulted her and that her free speech rights were denied.

Chemerinsky, who is Jewish, says that the incident is the latest in antisemitic attacks on him and that free speech does not extend to his home. The university, which has been embroiled in months of protests over the Israel-Hamas war, is standing behind the dean.

“I am appalled and deeply disturbed by what occurred at Dean Chemerinsky’s home last night,” UC Berkeley Chancellor Carol Christ said in a statement. “I have been in touch with him to offer my support and sympathy. While our support for free speech is unwavering, we cannot condone using a social occasion at a person’s private residence as a platform for protest.”

In an interview, University of California President Michael Drake called the incident “very unfortunate.”

UC Board of Regents Chair Rich Leib said he condemned the student’s actions and called it “deplorable.... The individuals that targeted this event did so simply because it was hosted by a dean who is Jewish. These actions were antisemitic, threatening, and do not reflect the values of this university.”

The events were caught on multiple videos by pro-Palestinian activists who were present.

A video shows Afaneh, who was dressed in a jean skirt, a white “divest” shirt with a black-and-white keffiyeh around her neck and a red hijab, getting up from her table and standing in front of the seated guests. After offering the traditional Islamic greeting in Arabic and translating it to English as “peace and blessings upon you all,” she says, “Tonight we are gathered here in the name of commemorating our final few weeks as law students. Tonight is also the last night of the holy month of Ramadan where millions of Muslims around the world fast.”

“Please leave!” Chemerinsky says after the words “gathered here.” The video shows him standing several feet away from Afaneh as he shouts. “This is my house. You are my guest. You’re my guest. Please leave my house,” he says.

The protest started over the college’s dismantling of a piece of student-erected pro-Palestinian protest art on campus, which had been standing since March 28.

The clip then pans to Afaneh to show that Fisk has approached her from behind and grabbed Afaneh’s phone, from which she is reading a script, the microphone and Afaneh’s shirt. Fisk’s arm is on Afaneh’s right shoulder and at times appears to touch her neck.

“This is not your house! It is my house!” Fisk says. The video shows Fisk looking at another woman who is with the demonstrator and saying, “Get her to leave my house!”

An argument ensues among Afaneh, Chemerinsky, Fisk and the other woman, also a law student.

“You are not welcome,” Fisk says to Afaneh, suggesting she may call the police. Afaneh replies, “You can call the police.” Fisk says, “I don’t prefer to.” She then tries to take the microphone from Afaneh, who does not let go of her grip and is pulled a few steps up a small set of stairs.

“Forty thousand people are dying,” Afaneh says at one point to Fisk in the video, which is just under three minutes long.

“I can’t stop that,” Fisk says.

The video later shows Chemerinsky speaking to a different student, pleading for activists to leave. “There is a genocide going on,” a student tells him. “Then don’t come here!” Chemerinsky says.

Nine activists organized the protest as part of the law school’s Students for Justice in Palestine chapter. They left shortly after the argument, according to both sides.

“We agree with you about what’s going on in Palestine,” Fisk says in a separate video as Afaneh and students leave.

“Then what have you done about divestment? Nothing. Nothing,” a different student says as she walks away.

“We don’t control the investment,” Fisk replies.

In an interview Wednesday, Afaneh said that she felt assaulted by Fisk and that she was considering filing charges, but would first consult with lawyers.

“The aggression with which she ran at me when I said ‘ as-salamu alaykum .’ She saw my hijab and keffiyeh, and that was a risk for her,” Afaneh said.

Fisk did not reply to an email seeking comment. Chemerinsky, a constitutional law expert, released a statement Wednesday and responded to a reporter’s questions.

“The house is privately owned by my wife and me. The mortgage is our names. It is on a street in Oakland. It is not owned by the university, on university property, or in any way paid for by the university,” Chemerinsky said in an interview with The Times. “It is private property, and the 1st Amendment simply does not apply there. No one has the right to come into my house, or yours, and disrupt a dinner. As a matter of constitutional law, this is absolutely clear.”

Chemerinsky has been a vocal critic of pro-Palestinian activists at Berkeley and a frequent target of their activity since the Oct. 7 Hamas attack on Israel and Israel’s ongoing war in Gaza. Chemerinsky said he is being singled out because he is Jewish.

“Last week, there was an awful poster, on social media and bulletin boards in the law school building, of a caricature of me holding a bloody knife and fork, with the words in large letters, ‘No dinner with Zionist Chem while Gaza starves,’” he said in the statement. “I never thought I would see such blatant antisemitism, with an image that invokes the horrible antisemitic trope of blood libel and that attacks me for no apparent reason other than I am Jewish.”

On Wednesday the group’s social media pages did not show blood on the knife and fork. Chemerinsky last week had sent The Times an image from the group’s Instagram account that did show a blood-stained knife and fork.

This is not the first conflict in recent months involving the law school. In the fall, a professor ignited controversy when he published an opinion piece in the Wall Street Journal titled, “Don’t Hire My Anti-Semitic Law Students.” Students and alumni petitioned Chemerinsky to take action in response. Chemerinsky stood up for the professor, saying he was defending free speech even if people find it “deeply offensive.”

The dean said dinners scheduled for Wednesday and Thursday would continue.

“I hope that there will be no disruptions.... But we will have security present,” Chemerinsky said in the statement. “Any student who disrupts will be reported to student conduct and a violation of the student conduct code is reported to the bar.”

2024 federal budget's key takeaways: Housing and carbon rebates, students and sin taxes

Budget sees nearly $53b in new spending over the next 5 years.

What's in the new federal budget?

Finance Minister Chrystia Freeland today tabled a 400-page-plus budget her government is pitching as a balm for anxious millennials and Generation Z.

The budget proposes $52.9 billion in new spending over five years, including $8.5 billion in new spending for housing. To offset some of that new spending, Ottawa is pitching policy changes to bring in new revenue.

Here are some of the notable funding initiatives and legislative commitments in budget 2024.

Ottawa unloading unused offices to meet housing targets

One of the biggest pillars of the budget is its housing commitments. Before releasing the budget, the government laid out what it's calling Canada's Housing Plan — a pledge to "unlock" nearly 3.9 million homes by 2031.

The government says two million of those would be net new homes and it believes it can contribute to more than half of them.

It plans to do that by:

Converting underused federal offices into homes. The budget promises $1.1 billion over ten years to transform 50 per cent of the federal office portfolio into housing.
Building homes on Canada Post properties. The government says the 1,700-plus Canada Post offices across the country can be used to build new homes while maintaining postal services. The federal government says it's assessing six Canada Post properties in Quebec, Alberta and British Columbia for development potential "as a start."
Rethinking National Defence properties. The government is promising to look at redeveloping properties and buildings on National Defence lands for military and civilian use.
Building apartments. Ottawa is pledging a $15 billion top-up to the Apartment Construction Loan Program, which says it will build 30,000 new homes across Canada.

Taxing vacant land?

As part of its push on housing, the federal government also says it's looking at vacant land that could be used to build homes.

It's not yet committing to new measures but the budget says the government will consider introducing a new tax on residentially zoned vacant land.

The government said it plans to launch consultations on the measure later this year.

Help for students

There's also something in the budget for students hunting for housing.

The government says it will update the formula used by the Canada Student Financial Assistance Program to calculate housing costs when determining financial need, to better reflect the cost of housing in the current climate.

The government estimates this could deliver more aid for rent to approximately 79,000 students each year, at an estimated cost of $154.6 million over five years.

The government is also promising to extend increased student grants and interest-free loans, at an estimated total cost of $1.1 billion this year.

Increase in taxes on capital gains

To help cover some of its multi-billion dollar commitments, the government is proposing a tax hike on capital gains — the profit individuals make when assets like stocks and second properties are sold.

The government is proposing an increase in the taxable portion of capital gains, up from the current 50 per cent to two thirds for annual capital gains over $250,000.

New investment to lead 'housing revolution in Canada,' Freeland says

Freeland said the change would impact the wealthiest 0.1 per cent.

There's still some protection for small businesses. There's been a lifetime capital gains exemption which allows Canadians to exempt up to $1,016,836 in capital gains tax-free on the sale of small business shares and farming and fishing property. This June the tax-free limit will be increased to $1.25 million and will continue to be indexed to inflation thereafter, according to the budget.

The federal government estimates this could bring in more than $19 billion over five years, although some analysts are not convinced.

Disability benefit amounts to $200 per month

Parliament last year passed the Canada Disability Benefit Act, which promised to send a direct benefit to low-income, working-age people with disabilities.

Budget 2024 proposes funding of $6.1 billion over six years, beginning this fiscal year, and $1.4 billion per year ongoing, for a new Canada Disability Benefit.

Advocates had been hoping for something along the lines of $1,000 per month per person . They'll be disappointed.

According to the budget document, the maximum benefit will amount to $2,400 per year for low income individuals with disabilities between the ages of 18 and 64 — about $200 a month.

The government said it plans for the Canada Disability Benefit Act to come into force in June 2024 and for payments to start in July 2025.

Carbon rebate for small businesses coming

The federal government has heard an earful from small business advocates who accuse it of reneging on a promise to return a portion of carbon pricing revenues to small businesses to mitigate the tax's economic costs.

The budget proposes to return fuel charge proceeds from 2019-20 through 2023-24 to an estimated 600,000 businesses with 499 or fewer employees through a new refundable tax credit.

The government said this would deliver $2.5 billion directly to Canada's small- and medium-sized businesses.

Darts and vape pods will cost more

Pitching it as a measure to cut the number of people smoking and vaping, the Liberals are promising to raise revenues on tobacco and smoking products.

Starting Wednesday, the total tobacco excise duty will be $5.49 per carton. The government estimates this could increase federal revenue by $1.36 billion over five years starting in 2024-25.

The budget also proposes to increase the vaping excise duty rates by 12 per cent effective July 1. That means an increase of 12 to 24 cents per pod, depending on where you live.

Ottawa hopes this increase in sin taxes will bring in $310 million over five years, starting in 2024-25.

More money for CBC

Heritage Minister Pascale St-Onge has mused about redefining the role of the public broadcaster before the next federal election . But before that happens, CBC/Radio-Canada is getting a top-up this year.

The budget promises $42 million more in 2024-25 for CBC/Radio-Canada for "news and entertainment programming." CBC/Radio-Canada received about $1.3 billion in total federal funding last year.

The government says it's doing this to ensure that Canadians across the country, including rural, remote, Indigenous and minority language communities, have access to independent journalism and entertainment.

Last year, the CBC announced a financial shortfall, cut 141 employees and eliminated 205 vacant positions. In a statement issued Tuesday, CBC spokesperson Leon Mar said the new funding means the corporation can balance its budget "without significant additional reductions this year."

Boost for Canada's spy agency

The budget also promises to guarantee up to $5 billion in loans for Indigenous communities to participate in natural resource development and energy projects in their territories.

These loans would be provided by financial institutions or other lenders and guaranteed by the federal government, meaning Indigenous borrowers who opt in could benefit from lower interest rates, the budget says.
