The term ‘compulsory education’ puts an obligation on the state and relevant agencies to ensure that no child in the defined age group is left without education. It aims for tackling the school dropout rate and illiteracy.

The World Community also recognizes the ‘Right to Education’ as a human right. World powers have come together to make primary and secondary education accessible to all.

The International Law of Right to Education doesn’t specifically apply to only children, but to all individuals of all age groups; though, children could be the main beneficiaries.

UNESCO “Education for All” is a global movement developed in order to meet the learning needs of all children including children under the age of 3 through establishing high-quality programs around the globe and providing the activities in order to increase the level of access to the educational services for children of all ages and from all communities. This program is the necessary measure that has to reduce the problem of poor access of children to the educational services. Researchers indicate that poor academic achievement of children is closely related to the economical situation and the level of poverty in the country. However, although the United States, Germany, and the Netherlands have established universal system of child care, it is not known how well these countries offer effective approaches to meet the challenging issues arise in the care and education of infants and toddlers. Therefore, this problem requires more careful study, including the investigation of background, analysis of the consequences and suggestion of the more effective measures.

The purpose of this qualitative study is to examine the quality of child care programs for infants and toddlers in child-care center and determine if the programs meet the UNESCO’s mission to promote care and education for the “most vulnerable and disadvantage children” (UNESCO, 2000). The intent of this study is to analyze the measures and methods used within the program “Education for All” in order to support the young children and their families in all the areas of child “growing-physically, emotionally, socially, and intellectually” (UNESCO, 2000). The objective of this study is to clarify the approaches, to describe the consequences of this program, its positive effect and the possible problems that may occur during the work. Moreover, the purpose of this study includes the suggestions about the most appropriate solutions and measures within this program which can be used in order to increase the positive effect.

Researchers indicate that the level of poverty and access of children to educational services are closely related. Living in poverty, children demonstrate poor academic achievements, and therefore, they need the programs which can help to improve this situation. Analysis of UNESCO “Education for All” is an important step within the process of development more effective measures in order to improve the academic achievements of children. In order to address this problem, a review of extant literature is necessary. In this context, this study will provide an analysis of the several theories related to this problem: the role of the early childhood programs in effecting the well-being of a child (Olds, 2007), the relationships between poverty and academic level (Pungello, Campbell & Barnett, 2006), the impact of family settings, pedagogic approaches and practices on development of a child (Woodhead, 2006) and the peculiarities of the ethnographic case-study around the globe (Kamerman & Gatenio-Gabel, 2007). The literature review will consider the following topics:

  • Observation of the current problems within the educational system, the theoretical background of the problem and its practical purpose (Olds; Pungello, Campbell & Barnett; Woodhead);

Introduction

The Hindi meaning of “Education for All” is Sarva Shiksha Abhiyan. Education for all is a noble idea. But care has to be taken that it just does not end as an empty slogan likes “Garibi Hatao”.

Now, in some states, Panchayats have been given great powers in the matter of education and health, for which funds are made available to them. If their work is not found satisfactory i.e not showing good results then they can appoint teachers or remove them.

In this context, a state education minister said that village development committees would be formed in which two members of the village panchayat, women and retired teachers would be included. The committee will decide how to spend the money.

The expenditure will have to be done on government lines and it will be audited. There was a plan to go for universal education. No child will remain illiterate. Slums will also be covered. The government had asked the slum dwellers to arrange a room where a teacher would be provided. He said that the government is planning to provide cooked food to the students.

Our constitution lays great emphasis on primary education, which has now been made a fundamental right. Now, it is mandatory for the government to provide free primary education to all children up to the age of 14 years in India. This question of universal primary education has indeed been raised at the international level.

Additional support for Universalization of Elementary Education (UEE). It is a clear manifestation of the lack of political will to re-prioritize the economy in favor of India’s estimated 47 million children who do not attend school. No one is ready to worry about them honestly except on papers.

The Sarva Shiksha Abhiyan is the aims of providing education to all the children equally by rising above social, religious, cultural, economic, etc. All the states and union territories are covered under this campaign and an estimated 19.4 crore children are covered in 1203 lakh habitations of the country. Sarva Shiksha Abhiyan is one of the important programs in the education sector of India.

The objective of this ambitious program launched by the Government of India in the year 2000-01 is to ensure universal access to education up to the elementary level and to remove the gender gap.

Objectives of Education for All

  • To achieve the goal of universalization of elementary education within a given time period. All children should complete 5 years of primary education by 2007 and 8 years of schooling by 2010.
  • To keep all children in school by the year 2010.
  • To remove the gap between boy and girl and social category in elementary education with universal access.
  • To improve the quality of learning.
  • Opening of new schools and alternative school facilities; Such as the construction of additional classrooms in schools, providing toilet and drinking water facilities, distribution of free textbooks and school dress, etc.

Strategies of Education for All

To achieve these goals, such strategies have been formulated, in which local community groups and institutional capacity building has been actively involved in the establishment of block-level resource centers. The provision of incentives like the appointment of teachers, their training, motivating parents and children, scholarships, uniforms, textbooks have been included in the framework of this campaign.

For the implementation of Sarva Shiksha Abhiyan, there is a State Project Office in each State/UT. There are District Project Offices in the district and Block Resource Centers at the block level.

The Central Government provides 100% amount for Sarva Shiksha Abhiyan to the Union Territories from the year 2015-16. The budgetary share of the Center and the states is found in the form of 90:10 in the North-East and the states of Jammu and Kashmir, Uttarakhand and Himachal Pradesh, and 60:40 in other states.

Thus, as a result of Sarva Shiksha Abhiyan, success has been achieved in bringing down the number of children dropping out of school, but the target of Sarva Shiksha Abhiyan could not be fulfilled till the year 2010.

For this, the unequal distribution of state resources and the lack of necessary human resources were considered particularly responsible, so the Central Government implemented the Right to Education Act in 2010 with the objectives of making Sarva Shiksha Abhiyan more effective.

Supreme Court Judgements

The Supreme Court in one of its judgments has said that the government has the power to regulate the fee structure of unaided private schools in the capital. The apex court ordered that government schools that have been allotted land at concessional rates, will have to comply with the conditions related to the allotment of land.

Under the condition of land allotment, private schools were to admit 25 percent of students from weaker sections of society. Schools were not asked to comply with these conditions within three months.

The court directed all the unaided schools in the capital to file their financial accounts with the Director of Education. These accounts should include details of total fees collected from students, expenses on various items including benefits, salaries, provident funds, gratuity, and other surplus funds.

An important clause in the judgment was that the school could not transfer the money generated by it to the parent institution that managed the school. Until now, the members of the managing committee used to channel the extra money into their own business or start another school, which was again run on commercial lines.

Kids Education

Education is an important medium to acquire skills and knowledge. Education of a child begins at home. Thereafter, as a child grows, he/she goes to schools, colleges, and other educational institutes.

Steps Taken By Government To Promote Education

Education is evidently an important aspect that no government can ignore in order to ensure the equitable development of a nation. Unfortunately, some children still do not have access to education. The Government has thereby taken initiatives to improve education quality and made it accessible to everyone, especially the poor people.

The Government passed the Right to Education Act 2009 (RTE Act 2009) on 4 August 2009. This Act came into effect on 1 April 2010, following which education has become the fundamental right of every child in India. It provides free and compulsory elementary education to children of the age group of 6-14 years in a neighbourhood school within 1 km, up to Class 8 in India. On similar lines, there are other schemes launched by the government, such as Sarva Shiksha Abhiyan , Mid-Day Meal , Adult Education and Skill Development Scheme, National Means cum Merit Scholarship Scheme, National Program for Education of Girls at Elementary Education, Kasturba Gandhi Balika Vidyalaya, Scheme for Infrastructure Development in Minority Institutions, Beti Bachao , Beti Padhao, etc.

For our country’s growth, we require a well-educated population equipped with the relevant knowledge, attitude and skills. This can be achieved by spreading awareness about the importance of Education in rural areas. There is a famous saying that “If we feed one person, we will eliminate his hunger for only one time. There were gurus then who are now known as teachers and shishyas who are called students now. The gurus and the shishyas lived together under one roof in Gurukula until the completion of their Education. The shishyas were expected to help the guru in all the daily chores as part of their learning. The children belonging to higher strata of the society were taught all the subjects from Sanskrit to Holy Scriptures and mathematics to metaphysics by the gurus. The Gurukulas during those times focused on the practical aspects of life. The students were taught in the open classroom in the surrounding area of nature. This early system of Education in India continued for many years until the modern education system came into the picture in the nineteenth century.

In the early 19th century, during the British period, the modern education system was brought into our country by Lord Thomas Babington Macaulay. The basic strength of this modernized education system was the examinations and a well-defined curriculum, which gave importance to subjects like science and mathematics and subjects like philosophy, metaphysics were given a back seat. The brick and mortar classrooms replaced the open classrooms in the Gurukulas. The essence of the guru shishya bond was taken over by a more formal relationship between the teacher and the student. To understand the progress of any student, examinations were conducted at frequent intervals. The focus of the education system shifted from learning to memorizing the concepts to score good marks in the examinations.

Problems of Indian Education System

Over a period of time, it has been observed that there are many loopholes in the system of Education in India. Instead of understanding the concepts, students started cramming and memorizing the lessons. Knowledge is given a backseat and scoring in high rankings takes importance. Modern parents have tuned their mindsets accordingly, and their goal is to ensure that their children score good marks instead of acquiring knowledge right from the primary level. 

Private schools and colleges have been rapidly increasing in the country but the results produced by them are far beyond satisfactory. It has also been observed that the quality of teachers deteriorated with the passing of time. Our examination system is responsible for the wide skill gap. India is producing lakhs of engineers and professionals every year but only a fraction of this number is actually getting employed. This is because the Indian examination system focuses more on scoring good percentages rather than the actual continuous comprehensive evaluation. 

Research and development, which should be the cornerstone of our system, are given the least importance. The private schools and colleges focus on the admission of more students and are least interested in the quality of their Education. This is the major reason why the faculties and the teachers lack skills and specialization. This is quite evident from the fact that a single professor is assigned to teach multiple subjects.

How Can We Improve the Indian Education System?

First and most importantly we should improve the grading system. Rote learning should be discouraged completely. Teachers and faculties should focus more on the analytical skills of the students and grade them accordingly. There should be more focus on comprehensive evaluation instead of scoring only good marks. Workshops must be organized for teachers on a regular basis to keep them updated about the latest developments in the sector of Education. At the same time, the curriculum should be reframed according to the present needs of Education in India.

Indian Education is a unique and specialized Education system that is offered primarily to Indian students. It incorporates culturally relevant and inclusive elements not found in mainstream Education but is subject to many of the same mandates .

The payroll structure of the teachers and the faculties, especially in the government institutions should be improved. This step will help in motivating the teachers to develop their skills and they will take a keen interest in grooming or shaping up a student's life and career. New York City, Denver, Chicago and other cities are urgently recruiting bilingual education teachers as the children of migrants enroll in school. 

Bilingual ed will doom most of these kids to failure. 

All too often it’s an educational ghetto, producing dropouts who can’t speak English and face a lifetime of poverty. 

Non-English-speaking students should be given intense instruction in English when they first arrive at school and then mainstreamed to classrooms where students are taught only in English.

The educational establishment says stressing English competency is “xenophobic.”

But immigrant parents deserve the truth, not political indoctrination.

They need to know that nationwide, only 4% of eighth-graders and 3% of 12th-graders in bilingual classes are proficient in math and reading, according to National Assessment of Educational Progress test scores.

A staggering 80% can’t grasp either subject.

Imagine the limited future they have.

New York City advertises a Bill of Rights for parents, telling them they can keep their children in bilingual education continuously “year to year.”

Truth is, bilingual education is not a “right.” It’s a wrong. 

Buffalo is one of America’s poorest cities, and poverty there afflicts native-born residents and migrants alike.

Yet students in bilingual programs are less than half as likely to graduate as students taught in English.

Learning English is the civil rights issue of our time.

In a first in American history, 15.5% of people are foreign-born , more even than in the 1890s and the 1910s.

Now is the time to get language instruction right, not double down on failure.

Bilingual education creates linguistic chaos in the classroom. 

Here’s how fourth-grade instructor Miriam Sicherman teaches her dual-language class at the Children’s Workshop School in Manhattan, as Chalkbeat reported : “For a recent lesson on internet safety, she translated her presentation into Spanish and Russian ahead of time for her five newcomer immigrant students who speak those languages, but then used her phone to look up words like ‘password’ or ‘email address’ to respond to their questions. In an eight-hour school day, she repeats this process over and over again.”

Bottom line: The English-speaking, Russian-speaking and Spanish-speaking students each get a fraction of her time and have to wait while she speaks to the rest of the class in languages that are gibberish to them.

Sicherman uses her pocket translator an average of 25 times a day to answer questions posed in a foreign language, while most of the class has no clue what she’s saying. Crazy. 

Even crazier, New York City is trying to teach phonics to kindergartners before they know English.

One kindergarten teacher’s assistant questions how a girl from Venezuela in his class who has “extremely limited understanding of the English language” will fare.

How do you recognize a word by sounding it out if you’ve never heard the word before?

The New York Times’ Nicholas Kristof recently reported soaring test scores in Mississippi since the state adopted phonics.

But in Mississippi, only 4% of students live in homes where a language other than English is spoken.

In New York City, that figure is 48%.

To make phonics work here, children need to learn English first.

Other countries are investigating how best to teach migrant children and the impact of migration on native-born students, a question that is taboo in America.

Chile experienced a huge influx of migrants from Venezuela and Haiti.

The arrival of Haitian students who did not speak Spanish depressed the standardized test scores of native-born Chilean students, according to findings in the Economics of Education Review.

The inflow of Venezuelan students had less effect because they spoke the language of instruction and did not create language chaos in the classroom.

In Denmark , a higher share of migrant children in classrooms resulted in lower scores for all students because “the teacher’s attention and time are diverted” to help those who can’t speak the language.

Similar results have been reported for Germany and Sweden.

Bilingual education is failing nearly everywhere.

In the United States, immigrant parents should demand their children be taught in English only.

In this country, English is the language of success.

That’s what parents want for their children.

Political correctness be damned.

Tennessee's Missy Testerman named 2024 National Teacher of the Year

M issy Testerman is diligently working on her Spanish — something she said some of her students at Rogersville City Schools find "uproariously funny" at times.

As a teacher for young children learning English as a second language, Testerman said learning a new language herself helps her understand them more deeply. But Spanish isn't the only new thing she's had to learn. Up until three years ago, she was teaching first and second graders at the school. When she saw her colleague who taught ESL was leaving, she was inspired to go back to school, get the proper credentials and take over the program herself.

Testerman's dedication and initiative, along with her compassion and advocacy for her students and their families, is what won her the 2024 National Teacher of the Year award. The news was announced Wednesday.

"I am just incredibly grateful for this opportunity," Testerman told The Tennessean shortly after the announcement.

The award, given by the Council of Chief State School Officers, means Testerman will spend the next year traveling the nation to share her experience and advocate for other teachers and students.

"I plan to use my year of service to encourage teachers to be advocates for their students, their profession and themselves," Testerman said. "Our teachers are the experts in the classroom, and I think, for far too long, their opinion has been ... cast to the side."

Testerman is a Tennessee native and first-generation college graduate, according to a Council of Chief State School Officers news release. In her rural Appalachian community, Testerman builds bridges between cultures — families who have been in the area for centuries and newer immigrants — through a curriculum focused on a study of Americans from diverse backgrounds, allowing students to better understand that people are inherently the same and that they all belong.

As Tennessee’s State Teacher of the Year, she forged partnerships with East Tennessee State University and the University of Tennessee to encourage preservice teachers and give authentic feedback to university leaders about their educator preparation programs. 

Rogersville City Schools Director Edwin Jarnagin said Testerman is "beyond worthy" of the national award and that the entire community is proud of her.

"Her dedication to the teaching profession and her students is truly exceptional and has shaped her reputation of being known as a leader and mentor to her colleagues," Jarnagin said in a news release from the Tennessee Department of Education. "Missy exemplifies excellence in how she collaborates with our community and connects families across the rural Rogersville area to set students up for success."

A pivot into ESL and advocacy

When she first learned her predecessor in the ESL program was leaving, Testerman saw the concern and anxiety it sparked for the students and families around her. Inspiration struck when she got an email from the state department of education about Tennessee's "Grow Your Own" program.

While the program focuses on training new teachers, it also has resources for already-licensed teachers to add more endorsements at no cost. Testerman took advantage of those resources to get her ESL credentials through Freed-Hardeman University.

When it came time to tell the students and families who their new ESL teacher would be, Testerman and her colleagues were able to surprise them with the news.

"There was such a sense of relief because they knew me," Testerman said.

She said children as young as 6 or 7 are oftentimes the only ones who speak English in their families and help with things like translating doctor's appointments or filling our paperwork.

"They are their family's voice, and they are also their family's access to services," she said.

Testerman said there are four foreign languages in the mix at her school right now. Since translation services are limited in their area, she gets creative in how she communicates with students and families. She often uses a translation app that helps relay messages to parents.

At times, new parents have shown up to register before the school could find a translator to help. Testerman said she's sometimes asked her older students who are more proficient in English to help them with things like registration and paperwork.

"It's more than just teaching, it's being a resource for my students and their families," Testerman said.

She also makes sure her students practice their native language at school.

"I make it very clear that their goal is to grow up with two languages, or more. ... I want them to keep that native language or home language so they can use that in their career path," she said. "It's also the language of their family. It ties them to their heritage and their background."

Tennessee governor, education chief praise 2024 National Teacher of the Year

Testerman was named Tennessee's 2023-24 Teacher of the Year in August. Since then, she underwent the extensive interview process for the national award and was named as one of four finalists in January.

Tennessee Education Commissioner Lizzette Reynolds said she's proud to see Testerman represent the state on the national stage.

"Missy is deeply committed to her students and community, serving as a leader, mentor and advocate, and I am thrilled she will be able to take her expertise nationwide and impact thousands of educators over the next year," Reynolds said in a news release from the Tennessee Department of Education.

Gov. Bill Lee also congratulated Testerman, noting she was the first Teacher of the Year from Tennessee in more than 35 years.

"Teaching is more than a career, it's a calling," Lee said in the release. "I join all Tennesseans in thanking Missy for her dedication to students, preparing them to thrive in the classroom and beyond. We look forward to cheering her on as she engages with educators nationwide."
