The Department of Science & Technology (DST) plays a pivotal role in promoting science & technology in India. The department covers a broad spectrum of activities, from advanced research and technology development to meeting the practical needs of the general public through skill and technology enhancement.

The Indian Department of Biotechnology, under the Ministry of Science and Technology, oversees the development and commercialization of modern biology and biotechnology in the country.

The Council of Scientific & Industrial Research (CSIR), known for its cutting edge R&D knowledge base in diverse S&T areas, is a contemporary R&D organization.

CSIR has a dynamic network of 37 national laboratories, 39 outreach centers, 3 Innovation Complexes, and five units with a pan-India presence.

CSIR’s R&D expertise and experience are embodied in about 3460 active scientists supported by about 4350 scientific and technical personnel as of June 2021.

Also, CSIR covers a wide spectrum of science and technology – from oceanography, geophysics, chemicals, drugs, genomics, biotechnology, and nanotechnology to mining, aeronautics, instrumentation, environmental engineering, and information technology.

The Ministry of Earth Sciences (MoES), under the Government of India, is mandated to provide services for weather, climate, ocean and coastal state, hydrology, seismology, and natural hazards; to explore and harness marine living and non-living resources in a sustainable manner for the country and to explore the three poles of the Earth (the Arctic, Antarctic, and the Himalayas).

5. Department of Atomic Energy (DAE)

The Department of Atomic Energy (DAE) came into being on August 3, 1954, under the direct charge of the Prime Minister through a Presidential Order. According to the Resolution constituting the AEC, the Secretary to the Government of India in the Department of Atomic Energy is ex-officio Chairman of the Atomic Energy Commission.  

DAE has been engaged in the development of nuclear power technology, and applications of radiation technologies in the fields of agriculture, medicine, industry, and basic research.

The Department of Space (DOS) has the primary objective of promoting the development and application of space science and technology to assist in the all-around development of the nation. Towards this, DOS has evolved the following programs:

1. Launch Vehicle program having the indigenous capability for launching spacecraft.

2. INSAT Programme for telecommunications, broadcasting, meteorology, development of education, etc.

3. Remote Sensing Programme for application of satellite imagery for various developmental purposes.

4. Research and Development in Space Sciences and Technology for serving the end of applying them for national development.

India must protect the independence of its landmark science agency

In a groundbreaking change, India’s neglected university and college researchers are getting a new funding agency. The National Research Foundation (NRF), announced in last week’s budget, will distribute 100 billion rupees (US$1.37 billion) annually for its first five years, starting this year. It will have a particular focus on interdisciplinary work, and research in colleges and universities. The launch of the NRF comes on top of plans to invest more than 40 billion rupees over 5 years for deep-ocean research; a pledge to set up 4 new virology institutes ; and a commitment to developing hydrogen energy.

These funding boosts will hopefully start to reverse the steady decline that has blighted the country’s investment in research and innovation as a percentage of national income. In 2018, India spent 0.69% of its gross domestic product on research and development, compared with 0.84% a decade earlier. This compares with China’s 2018 spending of 2.1% and South Korea’s of 4.2%. But the stellar budget news for India’s researchers comes as academics continue to voice concerns about government interference in their affairs. The benefits of the changes will be fully realized only if the NRF is allowed to function independently.

The importance of creating the NRF cannot be overstated — it is the most significant development in India’s research-funding policy in at least a decade. For more than 70 years, researchers at India’s many thousands of colleges and close to 1,000 universities have had few sources of large grants. Most of India’s research and development funding has been concentrated in government laboratories and a network of prestigious institutes of science and technology, whereas the focus of universities has been on teaching. As a consequence, India had just 255 researchers per million people in 2017 — a fraction of that in many other countries. For example, Israel had 8,342 per million, Sweden 7,597 and South Korea 7,498 in the same year.

India budget pledges billions for virus research amid COVID pandemic

Generations of university-based researchers have wanted access to resources on a par with those provided to their better-funded colleagues, and there have previously been discussions in government about creating an agency like the NRF. That this ambition is now being realized is, in part, down to the foresight and diplomatic skills of biologist Krishnaswamy VijayRaghavan, who is the principal scientific adviser to the Indian government. Challenges such as eliminating poverty and providing clean drinking water, sanitation, quality education and health care will need a “deep understanding of the social sciences and humanities and the various socio-cultural dimensions of the nation”, VijayRaghavan told Nature .

The government has not yet provided full details on where the NRF will sit in the nation’s public administration. It could be attached to a government ministry — as the United Kingdom’s largest science-funding body is — or it could report to parliament, in a model closer to that seen in the United States. The Indian government has pledged that the NRF will operate autonomously, regardless of where it finds a home. This will be crucial. VijayRaghavan and his colleagues need to work with the government to ensure that both grant recipients and those who run the agency can make decisions — such as appointing staff or peer reviewers — without interference from government officials, as is the convention in international science-funding policy.

India’s researchers have been voicing concerns over the state’s undermining of research autonomy for some time. In 2017, around 12,000 researchers participated in a march for science across 40 cities. In 2019, more than 100 economists wrote to Prime Minister Narendra Modi, urging an end to political influence over official statistics — particularly economic data. And just last month, the Ministry of Education told universities they must obtain permission from the government when organizing online events with international speakers on topics that relate to the country’s security or internal affairs.

The government says this last move is no different from universities seeking permission when inviting international scholars to visit India for certain academic purposes, but researchers have told Nature that it is unnecessary because universities already have procedures in place for vetting conference speakers. They say that adding another bureaucratic hurdle will simply result in fewer international speakers attending online events being hosted in India.

India’s NRF has been a long time coming. Its creation is an achievement of great vision. Enabling new generations of scholars to realize their potential will be its architects’ most important legacy to their nation. But it needs to start with the right foundations. That means giving it protection from undue influence — not only from the current government, but from its successors, too.

1. Extra Mural Research Funding (Individual Centric)

Individual centric competitive mode of funding will be provided under the EMR funding schemes. SERB supports potential scientists for undertaking research in frontier areas of S&T in Life Sciences, Physical Sciences, Chemical Sciences, Engineering Sciences, Earth & Atmospheric Sciences & Mathematical Sciences.

2.Scheme for funding High Risk -High Reward Research

The Scheme for funding High Risk - High Reward Research aims at supporting proposals that are conceptually new and risky, and if successful, expected to have a paradigm shifting influence on the S&T. This may be in terms of formulating new hypothesis, or scientific breakthroughs which aid in emergence of new technologies.

3.Empowerment and Equity Opportunities for Excellence in Science

The scheme, Empowerment and Equity Opportunities for Excellence in Science (EMEQ) is aimed at providing research support to scientists belonging to the Scheduled Caste and Scheduled Tribe in undertaking research in newly emerging and frontier areas of science and engineering and thus to involve them in the National Science and Technology development process.

4.Start-Up Research Grant (Young Scientists)

Start-up grant for Young Scientists is restructured w.e.f. 1st September, 2015 into two new schemes:    Early Career Research Award (ECRA), National Post-Doctoral Fellowship (NPDF)

5. J C Bose National Fellowship

Nominations are invited for the J C Bose National Fellowships. The fellowship is meant to recognize active scientists and engineers for their outstanding performance and contributions. The fellowships are scientist-specific and very selective.

6. Ramanujan Fellowship

The fellowship is meant for brilliant scientists and engineers from all over the world to take up scientific research positions in India, i.e. for those scientists who want to return to India from abroad. The fellowships are scientist-specific and very selective. The Ramanujan Fellows could work in any of the scientific institutions and universities in the country and they would be eligible for receiving regular research grants through the extramural funding schemes of various S&T agencies of the Government of India.

7.National Post Doctoral Fellowship

The SERB-National Post Doctoral Fellowship ( N-PDF) is aimed to identify motivated young researchers and provide them support for doing research in frontier areas of science and engineering. The fellows will work under a mentor, and it is hoped that this training will provide them a platform to develop as an independent researcher

8.Early Career Research Award

Early Career Research Award scheme aims to provide quick research support to the young researchers who are in their early career for pursuing exciting and innovative research in frontier areas of science and engineering.

9.SERB Overseas Postdoctoral Fellowship

SERB Overseas Postdoctoral fellowship (SERB-OPDF) aims to build national capacity in frontier areas of Science and Engineering, which are of interest to India by providing postdoctoral fellowship for a period of one year extendable to one more year subject to good performance. The applicant should have completed PhD degree in science and engineering not earlier than the preceding two years from recognized institutions in India. For researchers who are in regular employment, the 2 years� period may be relaxed. The Program admits candidates in *identified areas and sends them to top institutions around the globe, other than USA and also to institutions where internationally acclaimed scientists are working. The applicant should himself/herself correspond with the proposed host institution abroad for their postdoctoral work. He/she is required to produce evidence, in the form of a letter of acceptance from the host institution along with merits/uniqueness of the host institute in the proposed area.

The Indian Space Research Organisation (ISRO) has evolved a programme through which financial support is provided for conducting research and development activities related to Space Science, Space Technology and Space Application to academia in India. 16. 2019-2020 Fulbright-Kalam Climate Fellowship

 In a September 2014 Joint Statement, the President of the United States of America and the Prime Minister of the Republic of India launched U.S.-India Climate Fellowship Program to build long-term capacity to address climate change related issues in both countries.

In pursuance of the Joint Statement, the Government of the United States of America and the Government of the Republic of India – desiring to promote further mutual understanding between the two peoples by a wider exchange of knowledge and professional talents – intend to partner to build long-term capacity in the United States and India by engaging scientific and technical research scholars from both countries related to climate research and education through the Fulbright-Kalam Climate Fellowship.

The United States-India Educational Foundation (USIEF) administers the Fulbright-Kalam Climate Fellowship on behalf of both the governments.

UK Research and Innovation (UKRI) India plays a key role in enhancing the research and innovation collaboration between the UK and India.

India’s government released its 2021–22 budget proposal on Feb. 1, claiming a massive increase in health-care spending and prioritizing biotechnology and health research while cutting funds for other science research programs. It also allocates the first funding for the country’s National Research Foundation (NRF).

The NRF was first proposed in 2019 specifically to provide research funding to academic researchers. Historically, most R&D in India was done at its national labs, institutes of science and technology, and its central university system. But more than 95% of students attend state or other universities and colleges, where research is limited. The government intends to use the NRF to seed and grow research at such institutions, as well as “large projects and missions including international mega projects,” says Ashutosh Sharma, secretary of India’s Department of Science and Technology.

According to the proposed budget, the NRF will receive ₹100 billion ($1.4 billion) annually for 5 years to fund interdisciplinary research in science and technology, social sciences, and arts and humanities at colleges and universities. Whether the NRF will report to a ministry or parliament remains unclear.

Because of lab closures and other efforts to stem the spread of COVID-19, most scientific agencies did not spend money originally budgeted for 2020–21. For example, the Department of Biotechnology was budgeted for ₹27.9 billion in 2020–21 and spent only ₹23 billion; in such situations, agencies do not retain their claim to the funds and must start fresh with the following year’s budget. The proposed budget for the Department of Biotechnology in 2021–22 is ₹35 billion—a 25% hike from the 2020–21 budget and a 52% increase over what the department actually spent in the last year.

The Department of Science and Technology likewise spent less in the last year than budgeted—merely ₹50.0 billion out of ₹63.0 billion. The 2021–22 proposal, however, allocates only ₹60.7 billion for the department—a 3.8% decrease from the previous budget.

Similarly, the Department of Scientific and Industrial Research is slated for a 3% decrease and the Ministry of Earth Sciences for an 8% decrease from their 2020–21 budgets. The Ministry of Renewable Energy’s proposed 2021–22 budget is flat compared to its budget for 2020–21.

In announcing the budget, Finance Minister Nirmala Sitharaman heralded what she called a 137% hike in health-care spending, from ₹944.5 billion spent 2020–21 to ₹2.24 trillion proposed for 2021–22. The additional funds are directed to programs such as COVID-19 vaccination as well as drinking water, sanitation, and nutrition. The Ministry of Health and Family Welfare, however, is slated for an 11% decrease from its 2020–21 spending. The proposed budget for the Department of Health Research would also reflect a drop from its 2020–21 spending, although the 2021–22 allocation would still be a striking 27% more than its 2020–21 budget.

India spent about 0.7% of its GDP on federal research and development compared to a global average of 2.3% in 2018, the most recent year for which data are available from the United Nations Educational, Scientific and Cultural Organization.

Introduction The Indian National Agricultural Research System (NARS) has to find solutions for the immediate problems of farming as well as keep its competence in technology development in the forefront to meet all continuously emerging anticipated and unanticipated problems. Basic and strategic research and applied research in the frontier areas of agricultural sciences are the ‘pacemaker’ of technology development. Fully realizing this need, the Government of India decided to establish a national fund for supporting basic and strategic research with the objective of building capacity for basic and strategic research for solving agricultural problems of immediate, long-term and anticipatory nature, building partnership of all required expertise available in all disciplines and institutions in all over countries and to make India a global leader in research for development.

The Fund was named as ‘The National Fund for Basic, Strategic and Frontier Application Research in Agriculture’ (NFBSFARA). With the experience gathered during the 10th and 11th Plan Periods, results obtained and the base created, it was decided by the Indian Council of Agricultural Research, New Delhi in consultation with the Empowered Committee of the NFBSFARA that the fund must be given a wider perspective and arena. A strong and sustainable platform that would help develop a scientific capacity and culture in the extended NARS capable of ensuring continuous flow of knowledge and frontier technology of the best and appropriate quality for solving problems in agriculture and also provide a source of science policy for agriculture would be required. Commensurate with this requirement the name of the Fund was changed to ‘National Agricultural Science Fund’ (NASF) during the XII Plan.

Foster research and a research culture that will use and advance the frontiers of scientific knowledge to effectively meet the present, anticipated and unanticipated problems of agriculture through various modes and critical investments in research projects.

Build the capability of the National Agricultural Research System through development of wide partnerships in science through projects.
