About School of Internal Security, Defence and Strategic Studies

The School of Internal Security, Defence and Strategic Studies (SISDSS) carries out academic research and training programs in the field of defence, strategy, and security studies. SISDSS provides an opportunity to study war from a multi-disciplinary perspective, from statecraft to strategy, deterrence and warfighting, strategic leadership and communication, military technology and capability development, military history, and media management.

SISDSS conducts Bachelor of Arts Degree program and Master of Arts Degree Program in Defence and Strategic Studies, and a practioners’ Ph D program. SISDSS helps participants to develop skills that enhance their employability, aid professional-career development and helps prepare them for postgraduate studies and research. SISDSS actively engages in applied research in the domain of defence and strategic studies, and is fully aligned with requirements of policy makers and military organisations.

In its pursuit for excellence, SISDSS has established close relationships with military training institutions, academic institutions, Defence industry, industry, Research and Development Organisations, think-tanks, and policy makers in India and abroad. In collaboration with military training institutions, SISDSS has successfully formulated specific Certificate, Diploma and Degree programs, to quantify professional military education of service personnel.

SISDSS promotes gender balance in security professions. Several initiatives are also underway to promote international cooperation in collaboration with the United Nations.

SISDSS CENTRES

The Center employs a multi-disciplinary approach to understand India's strategic culture and national security issues with a focus on the armed forces. Specific emphasis is laid on contemporary dimensions of warfare, defence co-operation, jointness, coastal and maritime security, and related issues. The research interests of the Centre focus on China, Pakistan, Indo-pacific and South Asia..

The centre closely interacts with armed forces and strategic scholars in India and abroad, and contributes to policy making by contributing to research in areas of importance for the armed forces.

SISDSS’ Personality Development Course aims to enhance the students’ confidence and morale and prepares them to face the challenges in job market. We focus on ethics and aesthetics and holistic personality development using the most modern learning pedagogy.

The Personality Development Centre (PDC) is a central facility for skill and personality development training for all students of our university.

Objectives of CPD:

  • To offer training and guidance to all students of various schools
  • To empower the students by training them in soft skills with the aim to enhance their employability in various careers
  • To inculcate relevant skill sets like Communication, Goal setting Creativity, Time management, Stress Management, Grooming and Teamwork
  • To organise open house brainstorming and personality development workshops, competitions, debates, improv sessions for students.

Rashtriya Raksha University (RRU) is an Institute of National Importance, and has become the one-point preferred destination for training, education, research and extension activities related to National Security. The University has set up off-campuses in 2022 at Pasighat, Arunachal Pradesh and at Lucknow, Uttar Pradesh, Puducherry, Karnataka,. In the current year, RRU is rapidly progressing the case for setting up additional campuses in Haryana and Odisha.

Our Defence Services are designed and trained to deal with external threats to the Nation. The CAPF (Central Armed Police Forces) on the other hand, have a vital role in internal security, as also to support the Defence Services along various sectors of our international borders. These Forces include BSF, ITBP, CRPF, CISF, Assam Rifles – to name a few. Law and order, being a State subject, is managed by State police forces. In addition, we have other important uniformed services such as Disaster Management Authorities, Home Guards, Fire Fighting Services, etc.

The Defence Services have a well-established, dedicated and evolved feeder stream by way of Sainik Schools and Military Schools to provide youth for induction into their premier training academies and Training Centres, even though these are too few and far in between. Moreover, the CAPF and State Police forces do not have any such support system at all. Thus, there is a requirement of providing all our Forces in uniform a better intake stream of young men and women. The Government of India initiative to set up 100 Sainik Schools is a step in the right direction, and Rashtriya Raksha University is keen to pitch in this regard by setting up Raksha Shakti Vidyalay – modelled on similar lines as Sainik Schools.

The idea of introducing Raksha Shakti Schools traces its roots to an initiative by Govt of Gujarat, Department of Education vide Govt Resolution No_SSB / 1217/ 567-(PF 1)-G -1 dated 11 Oct 22, to set up ten co-educational residential Schools (Classes 6 th to 12 th ) in Gujarat on public-private partnership model, wherein the capital cost (including land, building and allied infrastructure) will be met by the private partner and the revenue cost (teacher/ staff salaries, student uniforms, books, meals etc. ) will be met by the State Government by grant of fixed amount per student per academic year. RRU has been requested by the Govt of Gujarat to be knowledge partner for this project.

This concept of Raksha Shakti Schools needs to be adopted on a wider basis across the nation under the guidance and leadership of RRU which is a national University.

Academic Programmes

The School of InternalaSecurity, Defence and Strategic Studies (SISDSS) currently offers following programs:

SISDSS also undertakes extension programs for promoting national security with a view to shape young minds and enhance intake into the security forces. Emphasis on participation of girl students is imperative.

The programs will be conducted by a lean core faculty comprising four to five members drawn from professionals in the domain. Extensive utilisation of guest speakers, workshop, seminars and online tools will be made. Facility for distance education with minimum essential contact programs particularly for in-service members is being worked out.

Opportunities will be provided for the students to take part in immersion programs to get first-hand knowledge of operating environment and perspectives of the security forces. The programs will help the participants to develop skills that will enhance employability, aid professional-career development, career transition and postgraduate studies and research.

M.phil./ph.d. in defence and strategic studies.

M.Phil. Programme is a one year programme, designed to acquire research skill before going to Ph.D. degree. The duration of the M. Phil. course consists of two semesters i.e. 12 months, coinciding with the academic calendar of the University. This includes both course work and dissertation. The course work is required to be completed in the first semester followed by the dissertation.

Ph.D. is a research degree, designed to develop a critical understanding about the subject. The minimum duration for PhD course is three years and maximum five years, coinciding with the academic calendar of the University. The above duration includes both course work and dissertation. Course work has to be completed in the first semester followed by the dissertation.

Course work of M.Phil./ Ph.D. has the same course. This course comprises of three courses covering research methodology, study of conflict and peace, and study of contemporary literature. Researchers write dissertation under the guidance of a Research Guide.

M.Phil. / Ph.D. in Defence and Strategic Studies is governed by Rules and Regulations of SPPU and UGC for Minimum Standards and Procedure for Award of M.Phil. /Ph.D. Degrees.

University rules and regulation about reservations and various quotas are followed for preparation of merit list and final admission.

The International Strategic and Security Studies address the science and technology perspective influencing political, economic, and security developments in the neighborhood of India and the world and provide policy inputs on theses aspects. 

The primary objective of the Programme is to study the Technological, Security, Military, Political, Economic, and developments in India’s immediate and extended neighborhood and the world in general. This, in turn, involves examining prospects and the policy challenges, studying the impact of technology on security, and providing policy in- puts on relevant issues through research, discussion meetings, workshops, and conferences. Research proposals on these lines were generated after gauging the interest of likely sponsors. Studies have been mainly sponsored by the defence and security agencies in the country. In addition, the members of the Programme have taken up research in their own areas of interest and domain expertise.

A focused study on Advanced Weapon Systems examined international development trends and status and used the information to formulate indigenous development strategies. The advanced weapon systems examined were Aerial weapons, Space weapons, Underwater weapons, Directed Energy weapons, and Fifth Generation Aircraft. The architecture of China's Anti Access / Area Denial (A2AD) military strategy directed against the US in the Indo- Pacific region was evaluated. The critical role of its missile, space, and naval forces has given China's geographic and historical setting are specially addressed through several US- China confrontation scenarios. The study analyzed the role of the newly formed Strategic Support Force combining the Space, Cyber, and electronic warfare in its fold. 



These Chinese space capabilities and identified their constellation of intelligence and earth observation satellites and linked them to the identification and location of US mobile maritime platforms were examined. Further integration with their land-based tracking assets and ballistic missile DF- 21D demonstrated the technical feasibility of targeting specific aircraft carriers in the fleet. 


Missile Database 
A comprehensive missile database of Chinese, Pakistani, Iranian, and North Korean missiles has been created. The capability of North Korean missiles to reach the US mainland could be established. The study was also extended to understand the North Korean satellite launch capability. 

Software tools, QuoVadis found to be very useful for generating ballistic missile trajectory and providing a fan of target destinations when launched from a set of coordinates. The other tool named Veni Vidi Vici can propagate satellite orbits and is useful for determining target visibility/ blind periods for a constellation of satellites.

Space, Security, and Policy
In the emerging situation of the Space Environment, where the congested and contested space can lead to potential conflicts, the Space Situational Awareness Requirements of countries need to be captured. The use of space in current warfare; noting that space assets play a vital role in the formulation and implementation of power strategies across the globe, the current and future Indian space assets, their capability, and capacity in comparison with international scenario was undertaken. The study report “Space, War & Security – A Strategy for India” was widely discussed and appreciated in the national forums. China Science Publishing and Media Ltd, Beijing, has brought out a Chinese translation of the document. 

Identifying Uranium Mills using Satellite Imagery
This is another milestone event and the first of its kind to identify Uranium mills from space. Unique parameters which help in differentiate Uranium mills from copper mines are highlighted.

Borderland and Strategic Challenges
Borderland and Strategic Challenges of the border people in Tawang borderland in Arunachal Pradesh examined historical and ethno-political background of local Monpas and Tawang besides detailed assessment of the infrastructure developments – current status and perceived needs, internal and external dynamics of Tawang Monpas.  

Myanmar Studies 
This comprehensive study examined, Myanmar’s history, geography, borders, distribution of the major and other ethnic tribes, natural resources, Myanmar in the post-election era, Myanmar's aspirations, their military and security dependency, Chinese footprints, trade, and other issues. It was recommended that New Delhi needed to cultivate local constituencies through collaborations in the areas such as building up educational institutes, enhancing cultural ties, especially the Buddhist linkages, and initiating affordable health care services.

Maritime Studies
The study investigated the changes that have taken place in the Makran coast after 2013. Satellite imagery combined with GIS software tools were used in the analysis to track the construction activities and progress in the development of the facility on the Makran coast, especially after the Chinese involvement in the development work through the China- Pakistan Economic Cooperation (CPEC) framework. 

Pakistan’s S&T Capabilities
A series of reports on Pakistan’s nuclear and missile programmes have been published. A comprehensive database on Pakistan’s nuclear capabilities has been developed. As a continuation of this, a research at Pakistan’s Space Programme and other S&T Programmes have been undertaken.

The lunar missions gained impetus in the 21st century after decades of lull. The newer sprite in lunar missions began with orbiter and impact missions, which included India’s moon -impact probe onboard the Chandrayaan 1, in 2008. Subsequent robotic missions included orbiters, landers and rovers as well as sample collection missions. The Lunar south polar regions which is under permanent shadow is expected to have reserves of water-ice, essential for lunar habitation and as a source for future deep space missions(space) operating from lunar surface. Other Lunar resources include helium 3 a potential source for nuclear fusion reactors and other minerals which can be commercially exploited and in-situ resource utilization. Consequently, number of countries, space agencies and private parties are keen on lunar exploration. This report details the lunar explorations carried out and being planned, the initiatives taken by leading space faring countries and the technological aspects of lunar exploration. The role of international cooperation is emphasized.

Air Power (Journal of Air Power and Space Studies), Vol. 18 (1).

Hypersonic missiles operating at or more than five times the speed of sound pose a major security threat. Their high operating speeds, low flight altitudes and maneuverability severely compress the detection time and response decision. China, Russia and US have deployed some of these weapon systems or are in the process of deploying them. The technology is under development in India, Japan and France. The technology has both civilian and military applications.

Writing in Times of Displacement: The Existential and Other Discourses. Routledge. London

A dominant discourse links displacement with development (economic growth and modernization) as a critical factor. The dominance of “development” discourse on displacement has, however, overlooked some critical discourses such as resource conflict and political opportunism. Lately, literature has focused on resource conflicts, violent or otherwise, that have contributed substantially to large-scale displacements. Similarly, politics, in terms of using the issue of displacement as political capital to capture power, don’t allow the issue to die down. Hence, in many cases, the pains of displacement don’t reduce as the demands of the displaced are conveniently overlooked. Based on observations through extensive field research, the chapter argues that while the development activities are important factors of displacement in Odisha, the more localized conflicts, especially among the marginalized communities backed by external forces such as the Maoists and the state officials, have also contributed to large-scale displacement.

The available evidence from all the nuclear weapon and missile tests conducted by North Korea between May and September this year suggest that Kim Jong Un is no irrational madman who will resort to nuclear war for some idiosyncratic or stupid reason. Rather, each test is part of a carefully calibrated set of signals that together establish that North Korea has in place an assured retaliatory capability directed at the US and its allies in the Asia Pacific region. Accepting this reality may provide a more viable approach for realizing stability in the Korean peninsula than resorting to the shrill and often ludicrous war of words that is currently going on.

The China US Space Rivalry & the New World Order What Should India Do?,

China and the US are following up on their visible demonstrations of war fighting capabilities in space with the necessary organizational changes needed to fight, win and deter wars in space. The setting up of the Strategic Support Force (SSF) with responsibilities for space, cyber and Electronic Warfare by China in 2015 was the first move. The US in response has gone one step further. It is setting up a new sixth service arm that will be exclusively responsible for all combat operations in space. It has finalized a plan that includes a new joint Space Development Agency (SDA), a new joint Space Operations Force (SOF) as well as a new joint Space Command. An integrated proposal on the new service arm will be submitted to Congress for approval in 2020.

Though these developments especially from China are likely to have a major impact, Indian decision makers seem to be blissfully unaware of the consequences. Neither the political establishment nor the military seem to understand how these will affect India’s war-fighting and war deterring capabilities in the information dominated world of today. Internal rigidities, lack of distributed domain expertise and an institutional inability to come to grips with the new realities are evident in the sporadic and uncoordinated responses that India has been making. There is no evidence that these trends are likely to reverse soon

The programme has been conducting regular Track -II dialogues with the Committee on International Security and Arms Control (CISAC) of the U.S. National Academy of Sciences (NAS), on issues related to nuclear non-proliferation, nuclear safety, Disarmament, Space security, Terrorism, Strategic security threats and related topics. Considering the constraints imposed by the pandemic situation; a quarterly virtual dialogue was initiated in 2020. Topics like “Himalayan situation and South China Sea, “Nuclear Safety and Security During Prolonged Pandemic Conditions,” “Climate Change, Natural Disasters, and International Security” and “Hypersonic Systems - Potential and Security Challenges” have been covered. Eminent experts from India and USA participated in the dialogues.  

The programme also coordinates the K Subrahmanyam memorial lectures at the Institute. Some of the recent lectures were delivered by Amb TCA Raghavan, Amb K Jaishankar, Prof C Rajamohan, Amb Arundhati Ghosh, and Mr. Jaswant Singh. 

Recently, the Programme has started a new initiative - ISSSP Lecture Series on International Security; some of the speakers who delivered lectures in this series include: "9/11 and the Afghanistan fiasco" by Prof Amin Saikal; "Cyber and International Security" by Dr Gulshan Rai; "Iran and Regional Security" by Amb Sanjay Singh; "Technologies used during Low-Intensity Conflicts" by Dr SS Sundaran; "China and International Security: Beijing's Strategies and Global Responses" by Prof Srikanth Kondapalli; "Europe and International Security: Issues, Challenges and Options" by Prof Ummu Salma Bava; "Security Paradigms in a Polarized World" by Amb PS Raghavan.  

Some of the webinars organized by the Pro-gramme included Impact of Covid-19 on FDI regime – Japanese Investments in India; Civil operations of Drones in India’s National Air Space; Re- visiting Indo-Pacific under a pandemic; Satellite Image Interpretation – An Overview; and Doklam to Galwan: Is it a new normal?

Q.1 - What is the procedure for Ph.D.? Admission to the University?

ANSWER : - The Ph.D. and M.Phil. programs of prestigious Universities are conducted and guided strictly as per the provisions and regulations dictated by the UGC (Minimum Standards and Procedure for Award of Ph.D./M.Phil. Degrees) (1st Amendment) Regulations, 2018 and subsequent amendments. The entire procedure for admission to the research programs encompasses a Research Entrance Exam (RET) and then an Interview/Viva Voce. The performance of a candidate in the RET is given 70% weightage, and the remaining 30% weightage is given to his/her performance at the Interview.

Q.2 - What are the modes of pursuing M.Phil. & Ph.D. programs at the University?

ANSWER : -Both the full-time and part-time modes are available at University for pursuing its Ph.D. programs and only the full-time mode is available for M.Phil. program in the desired subjects/fields. These highly-qualitative and prolific research programs are available in a rather broad range of fields/subjects. At University, the minimum time duration of the M.Phil. and Ph.D. programs is 1.5 Years and 3 Years, respectively, in general.

ANSWER : -Yes, of course. If the University is properly recognized under section 2(f) of the UGC Act of 1956 and is a prestigious member of the AIU (the Association of Indian Universities). ANSWER : -The following are the main eligibility conditions for participating in the RET: - A rigorous Master’s Degree in the proposed subject/field obtained from any recognized university/institution located in India or abroad, with a minimum 55% marks in aggregate or an equivalent grade. Candidates belonging to SC/ST/OBC/Differently-abled categories are given a 5% relaxation in respect of this eligibility criterion. Candidates with an M.Phil. degree in the proposed field/subject, or have qualified for the UGC (JRF) Examinations/ NET/ SET/ SELT, etc., will be allowed to appear directly for the interview, without appearing in the RET. Impressive academic records, and any prior experience in research work, will be given additional advantages.

Q.5 - What relaxations are granted to the reserved categories for Ph.D.? Admission to the University?

ANSWER : - Candidates belonging to the categories of SC/ST/OBC (Non-Creamy layer)/Differently-Abled, and so on, are given all relaxations prescribed by the Govt. of India and the UGC. These relaxations are provided in form of 5% reduced marks for them at post-graduation, and also in the minimum qualifying marks at RET. Thus, candidates belonging to these categories only need to score a minimum of 45% marks at RET, to qualify for the final interview.

Q.6 - How will be the pattern of RET?

ANSWER : - The syllabus or pattern of RET consists of subject-specific matters, research methodology, and aptitude (covering logical reasoning, numerical ability, analytical reasoning, statistics, etc.).Thus, RET will contain a total of 70 multiple-choice questions (MCQs).

Q.7 - Are M.Phil. Holders/UGC- NET (including JRF)/ UGC-CSIR NET (including JRF)/ SLET/ GATE exempted from appearing at RET?

ANSWER : - Yes. The holders of M.Phil. degrees in their respective fields/subjects are made exempt from appearing in RET. The same is the situation in cases of aspiring candidates who have qualified exams like UGC-NET (including JRF)/ UGC-CSIR NET (including JRF)/ SLET/ GATE, etc.

Q.8 - How is the application fee paid?

ANSWER : - The Application Fee (i.e. the fee for getting participated in RET) can be paid online or offline, like the Application Form. Payment Modes: DD (in Favor of the University) / NEFT/ Cash Deposit.

Q.9 - Do working candidates require to obtain NOC from employers for pursuing research at any University?

ANSWER : - Yes, necessarily. Working Professionals who are interested in research at any University are required to obtain the NOC (No Objection Certificate) from their respective employers, in order to avert any intrusion ever during the entire doctoral course.

Q.10 - Does an M.Phil. holder require to undergo Ph.D. coursework?

ANSWER : - Yes. M.Phil. holders are again required to undergo the coursework in Ph.D. at some Universities. However, their prior knowledge in the field/subject will be very supportive to them for learning and performing efficiently during the Ph.D. program.

Q.11 - Can I pay the yearly program/course fee in installments?

ANSWER : - Yes, you can pay the yearly course fee as many as in two installments, but well within the yearly session.

Q.12 - Does Any University provide any scholarship or stipend to pursuing scholars?

ANSWER : - Yes, of course. Many Universities offer scholarships as well as stipends to meritorious and talented candidates who undertake research studies at the University. Scholarships are granted to those candidates who come under the top 21 by scoring higher marks in RET and interviews. And, stipends are provided to those scholars who also give lectures to UG or PG students at the University, in addition to doing their Ph.D. coursework. The amount of the monthly stipend will be commensurate with the candidate’s qualifications and capabilities and may go up to Rs. 20,000.

About the CLAWS-MAHE PhD Programme Initiative

The Centre for Land Warfare Studies (CLAWS) has established a joint initiative with Manipal Academy of Higher Education (MAHE), Manipal, formerly known as Manipal University, to conduct PhD programme for the Army Officers. CLAWS has taken this initiative with a view to further enhance the professional military education (PME) of officers, as also to prepare a pool of officers for instructional duties in Army Institutions.

CLAWS and MAHE have jointly signed a Memorandum of Understanding (MoU) to initiate PhD programme for Officers in broad subjects that include Geopolitics, National Security, Strategic Studies and International Relations. MAHE, Manipal, is one of the few universities in India that has a separate department of ‘Geopolitics and International Relations’. As mentioned on the MAHE website, The Department of Geopolitics and International Relations focuses research on almost all the geopolitical regions with a greater focus on East Asia and South Asia, Strategic Technologies for National Security with a Focus on Outer Space, Nuclear Strategy of Major Powers, Delivery systems of China and Pakistan, Global Security Challenges, Dimensions of National Security, India’s Foreign Policy Challenges, Cyber Warfare and Critical Infrastructure Security, Maritime Security, Indo-Pacific Security Architecture, Counter terrorism, Insurgency and asymmetric Conflict . In addition to above, certain additional subjects have also been proposed to MAHE for inclusion and consideration.

It has been realised that enrolment in the PhD programme is difficult for the Army Officers due to various reason such as not fulfilling the mandatory QR of publications, inability to join mandatory research methodology classes owing to distance factor and posting in an operational environment and finally selection of universities being the most noticeable one. Other hurdles that the Officer Candidates face is in terms of selection of universities. While seeking admissions in public universities is difficult given the work profile of serving officers, exorbitant fees incurred by private colleges is equally an irritant. Additionally, selecting a good private university is also a tedious task.

In that context, collaborating with MAHE takes care of both the aspects of nominal admission and registration fee (mentioned in the Draft Letter for All Commands) and the fact that Manipal University has a global and pan-India presence along with it offering courses in multiple disciplines, makes it a desirable and credible university for a PhD degree. However, it may be duly noted that CLAWS and MAHE being Institutes of repute, there will be no compromise/dilution in meeting the academic standards required for PhD programme.

Note : MI clearance may also be necessary before submission of the Thesis by the officer to MAHE, in conformity with the subject policy, if it is so felt during scrutiny at CLAWS.

The University of Allahabad took the lead in introducing Defence Studies as a subject in 1940 at the initiative of Dr. A.N. Jha, the then Vice-Chancellor. The department started teaching the subject at postgraduate and research level in 1965. The courses in Defence Studies at this University were drafted and improved from time to time in consultation with Prof. Michael Howard of All Souls College, Oxford, England; Prof. N. Gibbs, distinguished Professor of Military History, Oxford, England; Prof. Headley Bull of Australian National University, Canberra, Australia; Prof. L.W. Martin of Kings College, London; Prof. Sisir Gupta, Prof. M.S. Agwani, Prof. M.S. Venkatramani besides distinguished scholars of Psychology, Economics, International Relations, International Law, Mathematics, Physics and Operational Research and experts from the United Services Institute, National Defence College and Ministry of Defence. Prof. R.B. Singh who was educated at Allahabad and joined the Department in 1971 and is an expert in Military History and Legal Aspects of International Security is presently heading the Department. The other members of the faculty include economists, historians, political scientists and area specialists.

At the initiative of the Department, in order to provide a national forum for the promotion and integrated development of Defence and Strategic Studies, the National Congress for Defence Studies, an academic organisation of national level in the field of Defence and Strategic Studies, was created in 1980 with its headquarters at the University of Allahabad. The Department has made a niche for itself in a short time. The sixth visiting committee of the U.G.C. had observed that "this department has all the potential for development and deserves consideration in the special assistance programme." During the Seventh Plan, the U.G.C. review committee had decided to consider upgrading the department as the Center of Excellence in Strategic Studies. The Department has organised teaching, research, publication and public education in an excellent manner.

The Department has an excellent lab facility for the Under Graduate students there is a practical lab for conducting experiments and exercises related to different types of maps viz. Topographical, Relief & Outline Maps and depiction of battles with the help of models. There is also a Cartography Lab where preparation of maps and charts as per the requirements are undertaken after the field work. The Department also boosts of a Computer Lab, which caters to the needs of the department and the library. Increasingly, computer assisted cartography is also being done. The Department also publishes a journal called "Indian Journal of Strategic Studies (IJSS)". This journal was started in 1968 with the purpose of providing literature and information with regard to Defence & Strategic Studies and current problems related to National and International Security. Prof. R.B. Singh is its present editor. Besides the journal the Department publishes proceedings of national and international seminars and occasional monographs and papers on Arms Control, International Security and Military History. The Department has a well-organised library consisting of about 10,000 volumes. It subscribes to about 25 reputed journals and Magazines from India and abroad. The library is unique in the sense that it has a well classified newspaper clippings section on the pattern of "Indian Council of World Affairs and Institute of Defence Studies and Analyses", New Delhi.

Growing Scope And Emerging New Career Opportunities: Defence And Strategic Studies In India – Analysis

National defence is not only the obligations of peoples who are in armed forces but it is a responsibility of the all citizens of a nation. Admissions for the new session is likely to kick start in colleges and universities the Defence and strategic studies (DSS), begin to grow or increase rapidly as a discipline in India would be a correct choice for students who wanted to make career in defence and strategic analyses. It is a prospective subject that any potential scholar who studied can not only become a common social scientist (subject expert) but can grow as an internationally renowned strategist. This course not only provides the opportunity to educate and research simply on strategic issues, but also supports stakeholders and security establishments in planning grand strategic policies of the nation.

Mostly Military science as a single optional subject in BSc or Defence studies as a single choosen optional subject in BA is offered by various colleges/Universities in India, some rare colleges also offered BA in Defence studies (specialization) or BSc in Military science also. Traditionally at Post Graduation level it is mainly offered as M Sc in Military Science and for MA as Defence and strategic studies. Most newly established Central Universities offered this course now as National Security studies (NSS) in India after the Jasjit Singh Committee report in 2010. First and foremost, this committee concluded that the nomenclature of defence and strategic studies was outdated and limiting; that this needed to be replaced with a more comprehensive, contemporary and generic title of National Security Studies. To incentivize this change the report suggested giving large, one-time, grants to few existing prominent departments. They also recommended recasting of all teaching courses to reflect contemporary themes and perspectives. Indeed, the committee recommended setting up of a separate apex Council on National Security Research and Studies as overarching body to guide and direct National Security Studies across India’s universities.

Finally, while it urged for upgrading and renaming of existing departments as Departments of National Security Studies, it recommended setting up of at least five new such departments to be opened up in selected other universities. All these departments were to receive additional funding directly from the union government to revamp their research and teaching. Every year UGC conducted NET test jointly for all under the name of Defence and strategic studies twice in a year conducted through CBSE. This course is currently not offered through distance mode for PG students (earlier Kurukshetra and Madras university offered) and only offered as a regular masters course, some Distance education departments of Punjabi university Patiala, PU Chandigarh, MDU Rohtak, Kurukshetra University Kurukshetra and some more offered this course to UG students only.

There are nearly 30 universities in India that offer Defence and strategic studies research and teaching programmes and award ‘degrees’ in their defence and strategic studies departments either at college level or in their university departments. In addition to these more than 150 other colleges ‘associated’ with 27 other universities offer ‘courses’ covering various aspects of the security studies—like military history, military studies, military science, strategic studies, diplomacy, disarmament, peace and conflict or war and peace, etc.—largely at the undergraduate level. Most military institutions also run higher command and other training courses which conclude with writing of a dissertation on themes of security studies and result in award of research degree from universities to which these are affiliated.

Then many deemed-to-be universities and other recognized and unrecognized private teaching institutions offer diplomas and degrees that include courses covering several sub-themes of security studies. Starting from late 1950s, an overwhelming number of these institutions offer security studies under the nomenclature of defence and strategic studies and most of these are located in northern and central India though there are few well-known university departments located in metropolitan cities in west (Pune) and south of India (Chennai) that as well offer specialization in security studies teaching and research. Over the years, University Grants Commission (UGC) has also encouraged and groomed several ‘area studies’ programmes in various universities specializing on various regions and countries.

These too have often had though only a limited focus on the teaching and research which overlaps with concerns of security studies. Indeed, this has been the regular complaint against ‘area studies’ that these remain confined to only studying foreign, security and economic policies instead of dwelling deeper with issues relating to their region’s cultures, classics, sociology, anthropology and languages.

India’s rise as an emerging power, since early 1990s and especially India’s nuclear tests of 1998, has given a boost to ever-expanding interest and infrastructure for India’s teaching and research in security studies. The proliferation of new think tanks and growing coverage of security-related issues in visual, print and online media has been more than noticeable. This has since transformed the nature and nurture of India’s security studies. Ex Prime Minister Manmohan Singh on 23 May 2013 led down the foundation stone of the Indian National Defence University (INDU) at Binola in Gurgaon district, Haryana, as an unique autonomous institution of national importance. The INDU would provide higher education for management of defence forces and keep military leadership abreast of emerging security challenges through scholarly research and training.

According to an official statement, the INDU would develop and propagate higher education in defence studies, defence management, defence science and technology, and promote policy-oriented research related to defence. The university will provide inputs for policy formulation and prepare officers for high-level leadership, staff and policy responsibilities. It will promote coordination and interaction between armed forces and other institutions in the country. It will focus on higher education in defence studies, defence management and defence science and technology. The university will offer post-graduate studies, and doctoral and post-doctoral research in defence and security related studies. The constituent colleges of the university would include the National College of Defence Studies (NCDS), Indian Institute of Defence Technology (IIDT), Indian Institute of Defence Management (IIDM) and Defence Institute of Distance & Open Learning (DIDOL). The review committee set up by the government after the Kargil conflict, headed by eminent strategic expert K. Subrahmanyam, had recommended establishment of a university to exclusively deal with defence and strategic matters.

What is the scope of Defence and StrategicStudies/ National Security studies (NSS)?

After independence, India has faced many ebbs and flows in the fields of defence and developments. Wars with Pakistan and lost to China in 1962 highlighted the neglence and unawareness of the India’s security policy. Our decision makers within the exception of very few, lack adequate knowledge of defence and security matters. Although our political leadership exercise greater care in their utterance on defence and security matters, these are essentially confined to generalities and are not the outcome of a well though out policy.

There is a lack of a well informed public opinion on defence and security related matters. In the absence of a well define defence policy in India; this state of affairs is likely to continue. So this requires a sound background based on study, research and in depth understanding. In India, the government and the armed forces and the average civilian debars them from the understanding of the defence of the nation, which is requirement of the day. So to bridge these types of gap the subject helps civilians to understand the National security and other defence related issues. The understanding and support of informed citizens is the basis of public confidence in the armed forces. Such confidence is essential to the effective performance of their military mission to preserve peace and repel aggression.

The public has the right to complete information about the plans and progress of armed forces, subject only to limitations of essential security. A knowledgeable and resolute citizen is as important as a highly motivated military force in meeting an aggression. Public understanding of the ever changing military situation is dependent upon truthful and current status of their defence force. The desirability of a military service as a carrier is not appreciated by many young men and women. These reasons further accentuate the importance of understanding of defence studies and its role in keeping the public informed of the contribution of the services to the peace and prosperity of the nation. There is a deep divide between the armed forces and an average civilian. Defence studies here plays a the role of a moderator thereby bridging the gap between the two and creating a better understanding of the defence services in the minds of people.

As the 21st century is in progress the need for more serious thinking about the theoretical and practical aspects of security and developmental programmes have become self-evident. In realizing the goals of security and development as two faces of a single coin the subject finds a special role-rather a duty to play. Academic strategists, like their professional counterparts, have the opportunity to think in long term perspective and take hold of problems of national and international life, which very few policy makers have a chance to think about. It covers all strategic and domestic issues that affect the security and defence of the nation, and helps a student gain adequate military education – mainly the historical and geographical aspects.

By gaining awareness on war and its associated problems, one can help the government in strategic policy development. Defence Studies expose the individuals to an in-depth analysis of contemporary events and issues in this multilateral, unpredictable world. This provides the broad field within which Nations of States and non-state factors interact. An attempt is made to provide for both of theoretical understanding of how and why Nations behave as they do and also a historical survey of the Major Trends in World Affairs. It also includes an understanding of Indian Military History, The Defense Organisation of India, India’s National Security, Civil Military relations, Indian Military Psychology and Sociological analyses, and the Economics of Defense budgeting and expenditure. Indian Armed Forces have facing problem of shortage of more than 25000 officers, the youth having a basic understanding and aptitude for security matters can contribute in a better way by joining the Indian Armed Forces.

What are the career options for students after doing DSS/ NSS Course?

Today’s youngsters may be attracted to the armed forces, but few know that defence studies also offers career opportunities in a world in which the line between traditional and upcoming careers has become blurred. Defence studies have established itself as a subject to be reckoned with as most universities have introduced it at the graduate or postgraduate levels in the country. The multi-disciplinary approach of the course ensures that it is helpful not only in making a career but also in preparing for competitive examinations. It is also being chosen as an optional subject in the state/central services. The candidates who have passed bachelor’s / master’s degree in this subject, can start career as lecturers and go for research fields like international relations, geostrategic, geopolitical socio-economic and tactical aspect of war. One can get jobs at Lecturer / Professor in Universities or Colleges, Indian Army, Navy, Air Force, Education corps, Para Military, Defence journalism, Research, Policy Making, Defence Analysts, Security Advisors, Military Psychologists Military Intelligence Specialist, and many more fields. Writing and publishing books with Government and UGC sponsored grants, articles and blogs is also a considerable option for young students.

There are a number of research institutes as well as universities ready to enroll postgraduates for research on defence-related subjects. The premier among these is the Institute of Defence Studies and Analysis, New Delhi. Students of Defence studies can also join Institute for Defence Studies and Analysis (IDSA), New Delhi as Research Associate / Research Fellow, Research Officer. The greatest contribution of India’s universities has been in generating mass-scale general consciousness, interests and expertise in security matters, while much of focus in India’s think tanks remains on the policy debates. This policy research in India has happened mostly in various think tanks led by Ministry of Defence supported Institute for Defence Studies and Analyses (IDSA) and United Services Institution of India (USI), lately joined by Centre for Land Warfare Studies (CLAWS), National Maritime Foundation (NMF) and Centre for Air Power Studies (CAPS) all in New Delhi. Similarly, Indian Council of World Affairs (ICWA) functioning under the Ministry of External Affairs (MEA) and Institute for Conflict Management (ICM) associated with Ministry of Home Affairs (MHA) are also premiere research centres that the scholars can be employed.

There are also several private think tanks that provides internship and job positions namely, the Observer Research Foundation (ORF), Institute for Peace and Conflict Studies (IPCS), Centre for Policy Research (CPR), India Foundation (IF), Ananta Aspen Centre (AAC), South Asia Analysis Group (SAAG) and Vivekananda International Foundation (VIF) in New Delhi, Gateway House in Mumbai and Global India Foundation (GIF) in Kolkata. In fact, India’s top security brasses have the background of these premiere think tanks. The current NSA Ajit Dhoval (IPS, Retd) and his deputy Arbind Gupta (IFS, Retd) were the heads of VIF and IDSA respectively just before they occupied the powerful positions in the NSCS. Interested aspirants can also work with renowned international bodies such as United Nation Department of Safety and Security (UNDSS) and United Nation Department of Political Affairs (UNDPA). Separately the Hills and Associates, and Control Risks are also important foreign private risk assessment or strategic analyses companies that have offices in India where intellectuals from security studies background are recruited with high payment. The International College for Security Studies (ICSS) or the Orion School of Security & Intelligence Managements, both based in New Delhi, offer training and Security Education for all levels of personnel in every facet of the subject whether it be on land, sea or air. Their major advantages include their recent origins, their having multiple branches as also affiliations and partnerships with various reputed international agencies of similar kind. You enter as a research associate or political/defence analyst, drawing a salary of Rs. 20,000 per month. And as you rise up as senior researcher with PhD in hand, you can expect Rs. 40,000 to Rs. 60,000 per month. Of course, the salary levels and perks vary drastically, if you are interested to join politics or become a diplomat/Ambassador through foreign services. Being a diplomat gives you a lot of responsibilities which are closely related to domestic and international happenings. However, the field of strategic analysis gives a lot of satisfaction to professionals in this field.

There are many scholarships for research positions in foreign think tanks, research institutions and universities as Research Associates/Research Fellow/ Research Officer/Intern. Some of the institutes offering research opportunities are: French Institute of International Relations, Institute for International and Strategic Relations (France); Jaffee Center for Strategic Studies (Israel); Japan Institute of International Affairs, National Institute for Defense Studies (Tokyo Japan); Kazakhstan Institute for Strategic Studies; Institute for Strategic Studies; Stockholm International Peace Research Institute; Emirates Centre for Strategic Studies and Research, Chatham House; the Brookings Institution (USA); Center for Strategic and International Studies (USA); Council on Foreign Relations (USA); Foreign Policy Research Institute USA; Institute for National Strategic Studies (USA); Kings College London; and The RAND Corporation.

New avenues

The concept of security has changed now. The military protects the country. But who protects the Corporates, Malls, Senstive installations and big Hotels? This is where a degree in Defence and Strategic Studies with Diploma in Security and safety management helps, where you get trained in civil defence, comes in handy. But there is a certain mindset at work, “Strangely, security is not considered a proper occupation for an educated person. But, if you realise that this mindset is not correct, then there are a wide range of opportunities available.”

In the corporate sector, many opportunities are opening up nowadays. With security forming a huge concern for all, trained professionals are very much in demand. The remuneration is also good. Write the next episode of the Terminator franchise or be the Tom Clancy of 2020. As someone with a depth of knowledge in the area of warfare and defence, it would make you an ideal candidate to write and publish fictional books / screen plays on this matter. The general public has a good appetite for war fiction (as attested to by the innumerable Hollywood films on war). If you manage to squeeze in future warfare and technology into the equation, postulating a war or a future that has yet to occur. The defence experts should act as a bridge between the academic community and policymaking functionaries. More importantly, they should provide independent, credible and candid analysis to the public for informed debate of national security issues.

Who can study this course?

  • Candidates who have passed 10+2 examination in any discipline are eligible to pursue this course at UG level in BSc/BA (Minimum required marks may be differing in regions/universities/colleges).
  • Candidates who have passed Bachelor’s degree in Military / Defence Studies can pursue MA/MSc degree in DSS/ NSS Course in various Indian universities.
  • After MA/MSc degree they can do PG Diplomas/MPhil/PhD/DLitt and JRF in DSS/ NSS Course in various Indian universities. The courses offered in this field are BA (as a subject), MA, M. He holds an MA in Defence & Strategic Studies (Punjabi University) with couple of other post graduate degrees in Mass Communications and Journalism. The SRM Institute of Science and Technology (formerly SRM University) recognizes the need to study the nation’s strengths. This led to the rise of ‘Defence and Strategic Studies’ as a major subject. Defence and Strategic Studies provides students from a wide range of disciplines and professions with the opportunity to learn and study National Security.

The Department frequently conducts guest lectures, seminars, workshops, and a Faculty Development Programs, wherein experts of national acclaim are invited as speakers. Conducting such thought- provoking activities tweaks the young inquiring minds of the students & researchers to think and develop an innovative approach – which could also be ‘out of the box’. The Establishment of a Centre for Research in Defence and International Studies, (CRDiS) in SRMIST, the Deemed to be the University, as an innovative step to initiate the positive development in the Research and Project activities, primarily in Science and Humanities. The Centre for Research in Defence and International Studies, (CRDiS) has signed a Memorandum of Understanding with Army Training Command, Shimla.

Teaching environment and quality are central to SRMIST’s capabilities profile. Our Professors are the reason for our continued ability to foster vibrant and value adding learning experiences for our students. The success of our students in terms of their learning and overall development enabled by our faculty members is an area of focus of leadership at SRMIST. Many opportunities are provided to our faculty members to conduct research and engage with the industry in consultancy and other projects. As the Vice Chancellor of this premier university, I am extremely pleased to share this space to converse with all of you. The University of Madras is a post- sesquicentennial institution which has forged a glorious path for itself and has been the site for significant scientific discoveries as well as the beacon for national and regional societal transformation. It has successfully managed to hold aloft its tradition even while keeping up with the emerging trends. One reason for this is the way in which the university has kept alive its interactions with all the stakeholders.

The COVID 19 pandemic has introduced a ‘new normal’ and its impact is felt in the workings of the university as well. The students have been attending the lectures online. While online learning has the advantage of being anytime and anywhere, it has taken away the peer group interaction and peer learning which are integral aspects of the university experience. We look forward to welcoming you to the campus very soon. Meanwhile, our faculty and administration will continue to bring the best to the virtual classrooms. As students, you need to view the restrictions posed by the pandemic as a temporary deterrent. About the department.

Security, an area that was not under the purview of the average citizen of the country, has today become a concept that is increasingly taking mindshare. This is due to many reasons, such as an increase in the scope of what constitutes ‘security’, change in the nature of conflict – bringing security issues to our neighbourhood - and the role of the media. Thus, in the current national and global security scenario, increased awareness of this subject is not only critical but also becomes imperative.

In this regard, the Department of Defence & Strategic Studies was established in 1977 with former Air Vice Marshal FVA Scudder as the advisor.

Purpose of the Department

Being an academic centre, the department serves multiple requirements.

1.     It serves to build the capacity of younger generations in critical analyses of strategic issues and thus organize a pool of experts on national security from a predominantly Indian perspective but with global insight.

2.     It serves as a robust platform for constant interaction between military professionals, strategic thinkers and academicians to develop a cross-domain strategic culture. The department and its faculty have actively offered consultancy services to strategic security think tanks and the government on regional, national and international security-related issues.

3.     The department also plays a direct vital service to the Indian armed forces as it provides academic and research inputs to the services through official collaboration.

The mission of the Department of Defence and Strategic Studies is as follows

·          Capacity building to the younger generation in critical analysis for strategic and security issues.

·          Offer a forum for constant interaction between military professionals, strategic thinkers, and academics to develop strategic culture.’

·          Provide academic and research inputs to the Indian Armed Forces through collaboration.

Scope of Academic Activities

Being a full-fledged department under the University of Madras, apart from regular duties of conducting regular full-time classes on-premises, the department initiates and actively participates in multiple academic activities at various levels – university, state, national and international levels.

In this regard, the department has been conducting interactive seminars/round tables and research monitoring on a regular frequency. It invites celebrity alums to deliver lectures on issues of contemporary relevance.

The department has linkages with various national and international think tanks.

As an extension of its services to the student community, the department provides guidance for employment in the armed forces, government departments, the corporate sector and NGOs.

CfP: Young Scholars' Conference on 'Regional Armies and Militias of India, 550–1499 CE: Systems, Strategies, Stories' at the Second Indian Military Heritage Festival, 8-9 November 2024, New Delhi (India)

The New Delhi-based United Service Institution of India (USI) is India’s oldest think-tank, established in 1870. The Indian Military Heritage Festival (IMHF) is its flagship annual event, aimed at increasing public awareness on India’s military traditions and strategic priorities. The First IMHF was organized in October 2023 amidst extensive fanfare and media coverage. It was inaugurated by the Hon'ble Defence Minister of India and received delegations from all branches of India’s armed forces.

The Second IMHF shall be held at New Delhi on 8-9 November 2024 and shall feature a Young Scholars' Conference (YSC). Papers for presentation at the YSC are being invited on the theme of ‘Regional Armies and Militias of India, 550–1499 CE: Systems, Strategies, Stories’ . Indian nationals who are currently enrolled in a recognized MPhil / PhD program within India; were awarded a recognized MPhil / PhD degree after 31 December 2019; or are serving in the Indian armed forces at the rank of Lt Col / Wg Cdr / Cdr or below are eligible to apply.

300-word abstracts are to be emailed to [email protected] , with a CC to [email protected] , by 25 July 2024 . The abstracts are to be accompanied by a soft copy of the scholar's university ID / institute ID / college ID / provisional MPhil or PhD certificate / MPhil or PhD degree or the officer's official clearance.
