UGC's Junior Research Fellowship: Benefits and Application Process

The University Grants Commission (UGC) introduced the UGC NET JRF (National Eligibility Test for Junior Research Fellowship) program, which has gained widespread recognition, initially overseen by the CBSE, the administration of UGC NET JRF has transitioned to the National Testing Agency (NTA) on behalf of the UGC. Moreover, the exam is conducted biannually, in June and December/January, and its outcomes are pivotal in determining candidates’ eligibility for the coveted Junior Research Fellowship.

The Junior Research Fellowship is conferred upon candidates surpassing the specified cutoff for the respective year. Further, this prestigious fellowship enables recipients to engage in comprehensive research, supported by a stipend from the UGC. The program actively encourages postgraduate students to pursue further studies and research in diverse fields such as humanities, social sciences, languages, and sciences, ultimately leading to the attainment of an MPhil. or PhD. degrees.

The general eligibility criteria for the National Eligibility Test-Junior Research Fellowships are outlined as follows:

1. Candidates aspiring for the Junior Research Fellowship must possess a postgraduate degree from a government-recognized institution or institute.

2. For applicants falling under the General (EWS) category , a master’s degree with a minimum of 55% or an equivalent grade is required.

3. Aspirants belonging to the OBC, ST/SC, PWD, or Transgender categories must have secured at least 50% in their master’s program.

4. Degree holders who completed their master’s degree by September 19, 1991, are eligible for NET with a 5% percentile relaxation.

5. Both ongoing master’s students and those awaiting PG results are eligible to take the UGC NET test. However, to be considered for JRF and Assistant Professor positions, candidates must complete their master’s degree within two years of the NET result date and achieve the required percentile.

6. Further, to apply for the JRF program, candidates in the general category must be under 30. There are no age restrictions for the Assistant Professor program.

7. Along with that, candidates identifying as OBC, ST/SC, PWD, women, or transgender will benefit from a five-year age reduction.

8. Individuals from the armed forces and those with five years of research experience will also receive a five-year age reduction.

9. Lastly, candidates holding an L.L.M. degree qualify for a three-year age reduction.

Applicants aspiring to secure financial assistance through the UGC NET Junior Research Fellowship program are required to participate in the biannual UGC NET exam. Furthermore, those achieving a score above the JRF cutoff for the specific year become eligible for the UGC NET JRF stipend. In addition to the UGC NET Junior Research Fellowship application process, a prerequisite for admission to the M.Phil./Ph.D. program, is outlined below.

Step 1: Visit the NTA’s official website and navigate to “Quick Links.” Click on “UGC NET” and complete the online application form. Take note of the system-generated application number.

2nd Step: Upload the applicant’s scanned signature along with a photograph in JPG or JPEG format (within the 10 to 200 kb size range).

Step 3: Proceed to make the payment using SBI MOPS and retain the receipt as evidence of payment.

4th Step: After successful fee submission, candidates are required to print four copies of the confirmation page.

This scholarship provides specific incentives as follows:

1. Junior Research Fellows receive a fellowship of Rs. 31,000.

2. Senior Research Fellows are granted a fellowship of Rs. 35,000.

3. Fellows pursuing an M.Phil. or Ph.D. in the humanities or social sciences receive a fellowship of Rs. 10,000 for the first year and Rs. 20,500 for the subsequent three years.

4. Fellows pursuing an M.Phil. or PhD in science receive a fellowship of Rs. 12,000 for the first year and Rs. 25,009 for the remaining duration.

5. Departmental Support includes Rs. 3,000 for reader assistance.

The University Grants Commission sponsored the Junior Research Fellowship (JRF), one of the most significant research schemes offered by the government of India. To award JRFs to eligible candidates, UGC conducts the NET examination throughout the country. The National Eligibility Test (NET) for JRF is conducted bi-yearly in June and December.

The government encourages MPhil and PhD holders to contribute to the nation’s science and development activities. The JRF provides adequate scope and unlimited opportunities for selected fellows to pursue advanced scientific research in languages/humanities/ social sciences and sciences.

Eligibility Criteria for NET JRF 2024

JRF is awarded to candidates who intend to do MPhil or PhD courses to pursue advanced research in their specific areas of interest. For this purpose, candidates must successfully clear the NET exams with a good score. Also, candidates should have sought admission into an institute that allows them to pursue research through JRF. Given below are detailed eligibility criteria for interested candidates:

  • The candidate should be a master’s degree holder with a minimum score of 55%.
  • Candidate should have pursued a master’s in one of these areas – humanities/ social sciences/ sciences/ languages/ computer science/ computer applications/ electronics, etc.
  • Candidate should have pursued master’s courses from UGC-recognized universities only.
  • SC/ST/PWD/OBC candidates and transgender communities enjoy the relaxation of 5% in the minimum score required.
  • Candidates pursuing their final year of a master’s degree are also eligible.
  • Candidate should be able to complete the master’s course within two years of applying to the NET-JRF exam.
  • PhD holders also enjoy a 5% relaxation in minimum marks required.
  • The maximum age to apply for JRF is 30 years. Reserved candidates enjoy a 5% relaxation in age limit.
  • Candidates with a previous track record of exceptional research can get an additional relaxation of 5 years in the specified age limit.
  • Candidates who are LLM degree holders enjoy three years of relaxation in the age limit specification.

How to Apply for NET JRF ?

The following process explains the steps to get admission into a full-time MPhil or PhD course and thereby claim the JRF allowance:

  • Visit the official portal of the National Testing Agency [NTA], a web initiative by the MHRD, the government of India. [https://ugcnet.nta.nic.in/webinfo/public/home.aspx]
  • Scroll to ‘Quick links’ and select ‘UGC NET’.
  • Enter the requisite details in the application form displayed.
  • The application number displayed should be noted down for future reference.
  • Candidates need to scan and upload a recent passport-size photo and signature of the candidate.
  • Candidates need to make an online exam payment through the SBI_MOPS gateway. Preserve payment proof for future needs.
  • Wait for the confirmation page to be displayed.
  • Right after this application process is completed, look for advertisements calling out for admissions into MPhil or PhD programs.
  • Select the right institute and course.
  • Once a candidate gets enrolled, he automatically receives the JRF grant amount.

Exam Pattern for UGC NET JRF

The selection for JRF is done through the NET exam conducted twice a year. UGC conducts the exam, and the specific pattern and format are explained in the steps below:

  • A Computer Based Test (CBT) – an online mode test is conducted for candidates.
  • The exam consists of two papers – Papers 1 and 2.
  • The exam consists of a total of 150 questions. 50 questions are covered in paper 1, while 100 questions are covered in paper 2.
  • All questions in papers 1 and 2 are compulsory.
  • 100 marks of paper 1 and 200 marks of paper 2 are reserved for the objective type or MCQs.
  • Paper 1 is concerned with General Studies, Logical Reasoning, General Awareness and similar sections. Questions based on the candidate’s aptitude and skills in teaching are also present.
  • For Paper 2, the candidate has to choose a subject area of his own choice.

Rewards and Benefits

On further assessment of the candidate’s progress in his research work, he shall be deemed fit to receive a higher grant in the form of a Senior Research Fellowship (SRF). SRF is for 3 years. JRF and SRF combined are for a tenure of 5 years. Here in this section, we list down important benefits of the JRF scheme:

  • Monthly grant of INR 12,000 for two years.
  • Contingency grant for candidates conducting research in humanities and social sciences – INR 10,000 per annum [ for 2 years]
  • Contingency grant for candidates conducting research in sciences – INR 12,000 per annum [ for 2 years]
  • INR 3000 per annum per student is provided as departmental assistance to the institution where the candidate chooses to study and do research.
  • INR 2000 monthly as an escort grant for physically disabled and blind candidates.
  • HRA as per government norms.

Please Note: The national average salary for a Junior Research Fellow is ₹3,62,449 in India.

Terms and Conditions

Here are some of the important terms and conditions that all candidates appearing for the NET exam to get a Junior Research Fellowship grant should abide by:

  • Candidates only need to send an online application form. There is no need to send a print or hard copy again by postal means.
  • No applications should be accompanied by documents or, mark sheets or certificates.
  • All qualifications acquired by the candidate should meet standards equivalent to a master’s degree recognized by the government of India [ Association of Indian Universities, New Delhi]
  • Candidates who send multiple applications shall be rejected outright without any further notice.
  • The exam ID card/ admit card for writing NET shall be available on the official NTA portal. Candidates can download it from the online portal.
  • The minimum qualifying score required in the NET exam is 40% in paper 1 and 40% in paper 2.
  • The funding of JRF is counted for 2 years right from the date of dispatch of the JRF’s official letter to the candidate.

The University Grants Commission (UGC) has entrusted the National Testing Agency (NTA) with the task of conducting the UGC-NET. This test determines the eligibility of Indian nationals for the positions of ‘Assistant Professor’ and ‘Junior Research Fellowship and Assistant Professor’ in Indian universities and colleges. Since December 2018, the National Testing Agency (NTA) has conducted the UGC-NET in a Computer-Based Test (CBT) format.

Candidates are awarded a Junior Research Fellowship (JRF) and/or eligibility for Assistant Professorship based on their combined performance in Paper-I and Paper-II of the UGC-NET. Those who qualify only for Assistant Professorship are not considered for the JRF award. The rules and regulations of relevant universities, colleges, or state governments govern the recruitment process for Assistant Professor positions. The UGC-NET is conducted twice annually (June & December). To maintain a regular exam cycle, the National Testing Agency (NTA), with the agreement of the UGC, is conducting the UGC-NET June 2023 in 83 subjects at selected cities across the country.

Now known as the Ministry of Education (MoE), the Ministry of Human Resource Development (MHRD) established the National Testing Agency (NTA) as an independent, autonomous, and self-sustained testing organization. The NTA’s purpose is to conduct efficient, transparent, and internationally benchmarked tests to assess the competency of candidates seeking admission to India’s premier higher education institutions.

The University Grants Commission (UGC) entrusts the NTA with conducting the UGC-NET exam. This test determines the eligibility of Indian nationals for the positions of ‘Assistant Professor’ and ‘Junior Research Fellowship and Assistant Professor’ in Indian universities and colleges.

University Grant Commission (UGC)

Established under the University Grants Commission Act of 1956, the University Grants Commission (UGC) is a statutory body within the Ministry of Education’s Department of Higher Education in the Government of India. The UGC has a dual mandate: to provide funding for higher education institutions and to coordinate, determine, and uphold standards within them.

The UGC’s key responsibilities include:

  • Promotion and Coordination:  Advancing and aligning initiatives within university education.
  • Standard Setting:  Establishing and maintaining rigorous standards for teaching, examination, and research within universities.
  • Regulation:  Developing regulations that outline the minimum standards required for quality education.
  • Monitoring & Funding:  Tracking developments in higher education and allocating grants to universities and colleges accordingly.
  • Liaison:  Acting as a crucial bridge between the Union government, state governments, and institutions of higher learning.
  • Advisory:  Providing expert advice to Central and State governments on measures to enhance and improve university education.

National Eligibility Test (UGC-NET)

The UGC-NET exam determines eligibility for Indian nationals seeking positions as ‘Assistant Professor’ or ‘Junior Research Fellowship and Assistant Professor’ in Indian universities and colleges. Additionally, the exam is used by the Ministry of Social Justice and Empowerment and the Ministry of Minorities Affairs to select candidates for the following fellowships:

  • National Fellowship for Scheduled Caste Students (NFSC)
  • National Fellowship for Other Backward Classes (NFOBC)
  • National Fellowship for Persons with Disabilities (NFPwD)

Candidates interested in these fellowships must also apply for the UGC-NET exam.

Pattern of Examination

The Test will consist of two papers. Both the papers will consist of objective type, multiple-choice questions. There will be no break between papers.

Medium of Question Paper

  • Language Options:  The exam will be available in English and Hindi only (with the exception of language-specific papers).
  • Choose Your Language Carefully:  Select your preferred language when filling out the online application form. Your choice cannot be changed later.
  • Answer in Your Chosen Language:  You must answer the exam questions in the language you selected during your application.
  • English Version is Final:  If there is any confusion or difference in translation between the English and Hindi versions of a question, the English version will be considered the correct one. The NTA’s decision on this matter is final.

Marking Scheme

  • Points per question:  Each question is worth 2 marks.
  • Correct answer:  You will receive 2 marks for each correct answer.
  • Incorrect answer:  There is no penalty for incorrect answers.
  • Unanswered questions:  You will not receive any marks for questions you leave unanswered, skip, or mark for review.
  • Choosing an answer:  You must select one answer choice for each question.
  • If a question has multiple correct answers or is unclear, only candidates who attempted the question and chose one of the correct answers will receive credit.
  • If a question is determined to be incorrect and is removed from the exam, all candidates who attempted the question will receive 2 marks.

Eligibility for the UGC-NET Exam

A. Master’s Degree Requirements

  • General/Unreserved/General-EWS:  You must have a Master’s degree or equivalent with at least 55% marks from a UGC-recognized university/institution. See www.ugc.ac.in for more details. Subjects include Humanities, Social Sciences, Computer Science, Electronic Science, etc. (Refer to Appendix -V for the full subject list).
  • OBC (Non-Creamy Layer)/SC/ST/PwD/Third Gender:  You must have a Master’s degree or equivalent with at least 50% marks.

B. Students Awaiting Results or Delayed Exams

  • You may apply if you are currently pursuing your Master’s degree or if your final year results are pending due to delayed exams.
  • Important:  Admission is provisional. You’ll be eligible for JRF/Assistant Professor only after passing your Master’s Degree with the required marks (55% for General/Unreserved/General-EWS, 50% for OBC-NCL/SC/ST/PwD/Third Gender).
  • Deadline:  You must complete your Master’s degree within two years of the NET result date, or you will be disqualified.

C. Third Gender Category

  • Third gender candidates have the same fee, age, and eligibility relaxations as SC/ST/PwD categories.
  • Cut-off marks will be the lowest from the SC/ST/PwD/OBC-NCL/General-EWS categories in your subject.

D. Ph.D. Holders

  • If your Master’s exam was completed by September 19th, 1991, you qualify for a 5% relaxation in aggregate marks (from 55% to 50%).

E. Choosing Your Subject

  • It’s recommended to appear in the same subject as your Master’s degree.
  • If your subject isn’t listed, you may appear in a related subject.

F. Important Notes

  • NTA doesn’t require document submissions with your application. However, please carefully verify your own eligibility.
  • Providing incorrect information could disqualify you and result in legal action.
  • Check the AIU website ( http://www.aiu.ac.in ) to confirm the equivalence of foreign degrees/diplomas/certificates.

Age Limit and Relaxations

  • JRF (Junior Research Fellowship): You must be 30 years old or younger on the first day of the month in which the exam concludes (i.e., June 1st, 2023).
  • Assistant Professor: There’s no upper age limit for Assistant Professor positions.

Age Relaxations

The following categories are eligible for an age relaxation of up to 5 years:

  • OBC-NCL (Non-Creamy Layer):  You must belong to a caste in the Central list of OBCs ( http://www.ncbc.nic.in ).
  • SC/ST/PwD/Third Gender
  • Research Experience:  You must have relevant research experience after your Master’s degree (maximum 5 years, requires certificate from an approved/recognized institution). Note that research for prior degrees does not qualify.
  • LL.M. Degree:  Candidates with an L.L.M. degree get a 3-year relaxation.
  • Armed Forces:  Relaxation is offered based on your service length (up to 5 years), proof of service is required.

Important Note: The combined total of age relaxations cannot exceed 5 years.

UGC NET Junior Research Fellowship Stipend

The UGC NET Junior Research Fellowship (JRF) provides a monthly stipend to selected candidates to support their research work and to pursue a PhD degree. The stipend amount is revised periodically by the University Grants Commission (UGC), which is the funding agency for the JRF program.

UGC NET JRF Contingency Rate

The UGC NET Junior Research Fellowship (JRF) program provides a contingency grant to selected candidates to support their research work and to cover expenses related to research. The contingency grant is meant to cover expenses such as the cost of books, equipment, fieldwork, travel, and other expenses related to research.

UGC NET JRF Financial Assistance

The UGC NET Junior Research Fellowship (JRF) program provides financial assistance to selected candidates to support their research work and to pursue a PhD degree. The financial assistance includes apart from monthly stipend, contingency grant, house rent allowance (HRA), medical benefits, and opportunities for professional development.

Dearness Allowance (DA)

DA or Dearness Allowance is a fixed percentage of salary, provided to government employees. Its objective is to keep up with the inflation for employees. JRFs, SRF, and RAs are also entitled to DA.As per Central government Revised DA rate is 42% which will be provided to UGC NET JRF Qualified candidate.

House Rent Allowance(HRA)

The research fellows are provided with hostel accommodation wherever it is available. Point to be noted, research fellows residing in the hostels are not given any HRA. In case of, no hostel accommodation available in the hostel, research fellows are entitled to the HRA as per the Central Government norms based on their location/city.

Medical Benefits

Medical Allowance is provided to the research associates and research fellows as applicable in the institute they are associated with. JRF fellows are eligible for medical benefits as per the UGC norms.

Leave and other entitlements

The JRFs and SRFs are entitled to casual leaves; however, research associate leaves are determined by the host institute. With due approval from the host institutes, the fellows are allowed to participate in  scientific events/ workshops held in India and Abroad will be considered as “on duty”. Participation in aforementioned travels to scientific events/ workshops are the same as earlier in 2nd AC by Rail. As per the government guidelines, maternity leaves will be issued to female candidates in all categories.

Retirement  Benefits

The UGC NET Junior Research Fellowship (JRF) program is a research-oriented program that does not provide retirement benefits to its fellows as it is not a regular employment program. JRF fellows are provided with financial assistance in the form of a stipend, contingency grant, and other benefits to support their research work and to pursue a PhD degree.

However, JRF fellows can become eligible for retirement benefits if they secure a regular employment position after completing their PhD degree. In such cases, the retirement benefits would be provided by the organization where they are employed and would be as per the norms of that organization.

The application procedure for the UGC NET Junior Research Fellowship (JRF) program involves the following steps:

  • Candidates need to register themselves on the official website of the National Testing Agency (NTA) by providing their basic details such as name, date of birth, email ID, and mobile number.
  • After registration, candidates need to fill the online application form by providing their personal details, educational qualifications, and other relevant information. They also need to upload scanned copies of their photograph and signature in the prescribed format.
  • Candidates need to pay the application fee through online mode using a credit card, debit card, or net banking. The application fee varies depending on the category of the candidate and the number of papers they are appearing for.

Step 1: Visit the official website of CSIR NET which is csir.net.nta.ac.in

Step 3: The registration window will open. Here you will have to complete the registration process. 

Step 4: A link is available for ‘New Registration’. Click on that and fill up the required details.

How to activate UGC-NET Junior research fellowship

NET  is the National Entrance Test for Ph.D. admission. It is also an eligibility criterion for the post of assistant professor. It is held twice a year in the month of June and December.  Earlier, CSIR used to conduct an exam (Joint CSIR-UGC NET) for the science stream students and UGC used to conduct it (UGC NET) for the remaining streams. But, now it is conducted by National Testing Agency (NTA) only .

CSIR and UGC are funding agencies that provide funds to Ph.D. students for carrying out their research. Students are allotted to these funding agencies according to internal criteria. Fellows who receive funding from CSIR are called CSIR-JRF and those receiving from UGC are called UGC-JRF. 

After clearing the exam, one has to take admission in Ph.D. in a UGC recognized institute to avail the fellowship. For this, one looks for a good university, a subject of choice, and a supervisor. The process so forth is not easy and even after all this is done, activating the fellowship still remains the challenge. Below are given few steps, that may guide you throughout the process of activating UGC fellowship. We have described in a separate post the steps to activate CSIR-JRF fellowship .

1. jrf marks statement.

Following the examination, NTA releases the answer key for the question paper. In this, corrections can be suggested by candidates, if any answer in the key is wrong. Then finally NTA declares the results. And from the Result, one may get the info of funding agency, whether it is CSIR or UGC.

2. E- Certificate and Award Letter

NTA declares the release of e-certificates and award letters of the candidates on its site. From there, students can download E- Certificate and award letter by filling in some required details.

3. Document Submission

When you are registering in any institute for Ph.D., you have to submit the following documents to your HR Department:

a) Joining report ( https://ugc.ac.in/netjrf/Annexure2.pdf )

b) High school Marksheet & Certificate

c) Intermediate Marksheet & Certificate

d) Graduation Marksheet & Degree

e) Postgraduate Marksheet & Degree (Provisional certificate if degree not available)

f) JRF Award letter (Valid for three years after the date of issue of this award letter)

g) Two IDs (Aadhaar card, Voter ID, Student ID, Driving license, etc.) and Bank details

*In some university or institute, one has to submit contingency certificate annually.

4. The Canara Bank scholarship Portal

Candidates can see their details on Canara Bank Scholarship portal.

a) Open the site https://scholarship.canarabank.in/scholar/login.aspx

b) Click on New user registration

c) Fill your details correctly.

d) Your Student ID is your UGC Ref. No.

You can search it by clicking on find Student ID. A popup window will open. Just fill in scheme NET-JRF Scheme and your name it will display all names present with your name. Select your Student Id by cross-checking with your UGC Ref. No.

e) You have to update your personal info in it.

f) After registration you get an official mail from the Canara bank.

After this…

a) Every university or institute has two IDs one is a maker ID and the other is a Checker ID. From Maker ID nodal officer or HR Department person updates the info of a scholar and by checker ID they approve it. You can see your updated info in the Canara bank portal.

b) When your nodal person updates your Account details, beneficiary code appears on the PFMS Portal. This code is again verified by the nodal officer. In case of any error in the account details, the beneficiary code is rejected.

c) In case, the beneficiary code is accepted, student’s file is sent to UGC for signature.

d) Every month Nodal officer has to create bills and approved them on monthly basis. In 10 days Bills get generated. Whenever Fund is sanctioned to UGC By PFMS, Fellowship is directly credited to student’s accoun *.

e) When PFMS updated everyone can check through through PFMS site https://pfms.nic.in/NewDefaultHome.aspx

Click on Track NSP Payment and enter your account details and word captcha. If PFMS is updated then it will show your generated fellowships processing with the bank. Fellowship will be credited in maximum of 2-3 days.

* Fellowship is credited only to those students whose files are digitally signed by UGC for new students. for old students, bills are generated and when the fund is sanctioned to UGC fellowship is credited.

About UGC-NET Junior Research Fellowship

This scholarship has been launched by the University Grants Commission. Through the UGC NET Junior Research Fellowship , the UGC will provide financial services to the students who are Postgraduate. Candidates with a bachelor’s degree, whether in Science, engineering, or any other discipline, will be eligible for fellowship only after getting registered/enrolled for Ph.D/Integrated Ph.D. program (Ph.D. proforma Download from here) within the validity period of two years. This scholarship will be extended only for one year. During the extended period, the fellowship will, however, not be upgraded to Senior Research Fellowship.  If at the end of 3rd year, the fellow is not registered for Ph.D., the fellowship will be terminated. The fellows will get an amount of Rs.28,000 through this scholarship.
