Bans may help protect classroom focus, but districts need to stay mindful of students’ sense of connection, experts say

Students around the world are being separated from their phones.

In 2020, the National Center for Education Statistics reported that 77 percent of U.S. schools had moved to prohibit cellphones for nonacademic purposes. In September 2018, French lawmakers outlawed cellphone use for schoolchildren under the age of 15. In China, phones were banned country-wide for schoolchildren last year.

Supporters of these initiatives have cited links between smartphone use and bullying and social isolation and the need to keep students focused on schoolwork.

But some Harvard experts say instructors and administrators should consider learning how to teach with tech instead of against it, in part because so many students are still coping with academic and social disruptions caused by the pandemic. At home, many young people were free to choose how and when to use their phones during learning hours. Now, they face a school environment seeking to take away their main source of connection.

“Returning back to in-person, I think it was hard to break the habit,” said Victor Pereira, a lecturer on education and co-chair of the Teaching and Teaching Leadership Program at the Graduate School of Education.

Through their students, he and others with experience both in the classroom and in clinical settings have seen interactions with technology blossom into important social connections that defy a one-size-fits-all mindset. “Schools have been coming back, trying to figure out, how do we readjust our expectations?” Pereira added.

It’s a hard question, especially in the face of research suggesting that the mere presence of a smartphone can undercut learning .

Michael Rich , an associate professor of pediatrics at Harvard Medical School and an associate professor of social and behavioral sciences at the Harvard T.H. Chan School of Public Health, says that phones and school don’t mix: Students can’t meaningfully absorb information while also texting, scrolling, or watching YouTube videos.

“The human brain is incapable of thinking more than one thing at a time,” he said. “And so what we think of as multitasking is actually rapid-switch-tasking. And the problem with that is that switch-tasking may cover a lot of ground in terms of different subjects, but it doesn’t go deeply into any of them.”

Pereira’s approach is to step back — and to ask whether a student who can’t resist the phone is a signal that the teacher needs to work harder on making a connection. “Two things I try to share with my new teachers are, one, why is that student on the phone? What’s triggering getting on your cell phone versus jumping into our class discussion, or whatever it may be? And then that leads to the second part, which is essentially classroom management.

“Design better learning activities, design learning activities where you consider how all of your students might want to engage and what their interests are,” he said. He added that allowing phones to be accessible can enrich lessons and provide opportunities to use technology for school-related purposes.

Mesfin Awoke Bekalu, a research scientist in the Lee Kum Sheung Center for Health and Happiness at the Chan School, argues that more flexible classroom policies can create opportunities for teaching tech-literacy and self-regulation.

“There is a huge, growing body of literature showing that social media platforms are particularly helpful for people who need resources or who need support of some kind, beyond their proximate environment,” he said. A study he co-authored by Rachel McCloud and Vish Viswanath for the Lee Kum Sheung Center for Health and Happiness shows that this is especially true for marginalized groups such as students of color and LGBTQ students. But the findings do not support a free-rein policy, Bekalu stressed.

In the end, Rich, who noted the particular challenges faced by his patients with attention-deficit disorders and other neurological conditions, favors a classroom-by-classroom strategy. “It can be managed in a very local way,” he said, adding: “It’s important for parents, teachers, and the kids to remember what they are doing at any point in time and focus on that. It’s really only in mono-tasking that we do very well at things.”

Cell phones are increasingly becoming more of an issue for schools . It seems that every school addresses this issue utilizing a different cell phone policy. Students of all ages have begun to carry cell phones. This generation of students is more tech savvy than any who has become before them. A policy should be added to the student handbook to handle cell phone issues according to your district’s stance. Several different variations of a school cell phone policy and possible consequences are discussed here. Consequences are variable as they could apply to one or each of the policies below.

Cell Phone Ban

Students are not permitted to possess a cell phone for any reason on school grounds. Any student caught violating this policy will have their cell phone confiscated.

First Violation: The cell phone will be confiscated and given back only when the parent comes by to pick it up.

Second Violation: Forfeiture of the cell phone until the end of the last day of school.

Cell Phone Not Visible During School Hours

Students are permitted to carry their cell phones, but they should not have them out at any time unless there is an emergency. Students are allowed to use their cell phones only in an emergency situation. Students abusing this policy could have their cell phone taken until the end of the school day.

Cell Phone Check In

Students are permitted to bring their cell phone to school. However, they must check their phone into the office or their homeroom teacher upon arriving to school. It can be picked up by that student at the end of the day. Any student who fails to turn in their cell phone and is caught with it in their possession will have their phone confiscated. The phone will be returned to them upon paying a fine of $20 for violating this policy.

Cell Phone as an Educational Tool

Students are permitted to bring their cell phone to school. We embrace the potential that cell phones can be used as a technological learning tool in the classroom . We encourage teachers to implement the use of cell phones when appropriate into their lessons.

Students will be trained at the beginning of the year as to what proper cell phone etiquette is within the confines of the school. Students may use their cell phones for personal use during transition periods or at lunch. Students are expected to turn their cell phones off when entering a classroom.

Any student who abuses this privilege will be required to attend a cell phone etiquette refresher course. Cell phones will not be confiscated for any reason as we believe that confiscation creates a distraction for the student which interferes with learning.

Argumentative Essay Example: Cell Phones Should Be Banned in Schools

Do you ever sit in a class and realize that students aren’t paying attention because they are distracted by their cell phones? In free periods, just about every student sits on their phone with their head down. Why waste time when you can spend that free time doing school work or interacting with others? In other classes, students are missing out on information because they are on their cell phones. Cell phones are just setting up students for failure. Do we really want students to fail? No. Cell phones should be banned in schools. 

The main reason why students miss out on  information is because of cell phones. When students sit on their cell phones during class, it makes it very difficult for them to stay focused. Since the use of cell phones has increased, cyberbullying is also starting to increase. During the school day, if a student sees that they are left out of a group chat or sees a photo to which they compare themselves too, can make it hard for them to stay focused throughout the school day.

Along with students being distracted, cell phones have caused a decline in communication between students. Joe Clemet, a U.S. government teacher, and Matt Miles, also a teacher, have said that “free periods have deteriorated from lively talk among students and teachers to silent screen reading, each student in a little world.” Clement thought that he could bring back the lively talk of students during a free period class by restricting cell phones. Students responded by not showing up and going to a different free period class where cell phones weren’t  restricted. It has also been found that cell phone use increases the rate of depression. Face-to-face time with friends decreases depression. Creating a school environment without cell phones can help students have a face-to-face interaction with others. This will help create a healthy environment for students in school. 

Furthermore, cell phone use does not boost achievement. Students who are on their cell phones during class time, tend to perform worse on tests (usually a full letter grade or more). According to a study in 2017, some participants were told to keep their cell phones nearby, and the other participants were told to put their cell phones in a different room. Each participant was asked to perform a memory task. The participants with their cell phones did much worse than the participants who didn’t have their cell phones. For instance, in one of my classes, I see students who don’t even pick up their heads because they are on their cell phones. When it's time for them to take a test, they have no idea what they are doing. When they get their test grade back, they seem to not know why they performed so poorly. They performed so poorly because they were distracted by their cell phone. They don’t realize all the information they missed out on. Some schools have changed their cell phone policy and they saw an increase in test scores by 6.41%. This shows that cell phones are causing students to perform poorly. 

Finally, some schools believe that the use of cell phones should not be banned. Some schools have even worked cell phones into the daily curriculum. From text reminders to school apps, cell phones are making the learning system much easier. Even though cell phones are making the learning system easier,  there will be a higher chance that students will cheat, cell phones will still cause distractions, and there will still be less interaction. Even if cell phones are useful tools for the learning system, they still won’t solve these problems. 

In conclusion, cell phones create an unhealthy environment for students. They cause distractions, failure, and less interactions. Cell phones are an unhealthy distraction for students. They should be banned in schools.

In this cell phone essay you have to discuss the advantages and disadvantages of the way in which cell phones and the internet dominate the ways in which people relate to each other socially.

These days, cell (mobile) phones and the internet are very important to the ways in which people relate to one another socially.

Do the advantages of this development outweigh the disadvantages?

Analysing the Question

This is a type of question that has appeared in the IELTS test a few times:

  • The impacts of technology on the way we communicate with each other

With IELTS essay questions, you always need to note carefully exactly what you are being asked to write about. 

In this case it is about cell / mobile phones and the internet . So you must write about both . Sometimes an essay may just ask you about one or the other. 

This is also important in this cell phone essay:

  • 'The way in which people communicate with each other socially'

You are  not  being asked about work situations but social situations. So you should  not  talk about how these types of technology have impacted on organisations or workers. 

You are also being asked if there are  more advantages or disadvantages . So you must clearly state your opinion on this and also write about both in your cell phone essay (as the suggestion is that there are both).

You should spend about 40 minutes on this task.

Cell Phone Essay Model Answer

It is rare these days to find someone who does not communicate and interact with others through a cell phone or the internet as they are widespread throughout society. I believe that the benefits of this development outweigh the drawbacks. 

One main negative consequence of this development is that people may have become disconnected in relation to conversing with each other face-to-face. People now tend to use their cell phones or the internet to communicate, but rather than actually speaking, they send a message. Some of the most popular applications are WhatsApp, Facebook Messenger, and Line, all of which encourage messaging. The result of this is that people may lack the benefits of engaging with others in conversation and the closeness this brings. 

Despite this, there are several important advantages as well. Firstly, the internet and cell phones mean that people can stay connected however far away they are from each other. For instance, these days, many people live in different countries or go travelling in different countries. Cell phones and the internet mean that parents can easily keep in touch with their children who are on holiday and people who immigrate to live abroad can easily communicate with their loved ones when needed. In addition to this, the internet means that people also interact with strangers and increase their knowledge of other cultures because through such things as Facebook, people connect to all sorts of people around the world, becoming friends and also discussing and exchanging knowledge. 

In conclusion, although a disadvantage of the internet and cell phones is the lack of face-to-face conversation, they have improved the way we can stay in contact with loved ones and exchange ideas with new people. Overall then, this is a positive development for society.

Tampa Bay school districts preparing new cellphone rules for this fall

Florida students still have six weeks of classes, testing and year-end activities to go before summer break begins.

That’s not stopping school district officials from preparing for when children return to campuses in August.

One of their primary objectives is making sure all school rules get properly revised and advertised, so kids and teachers know what to expect. Topping the list for updates is cellphone use.

After the Legislature passed a new state law allowing districts to restrict phones in classrooms , school officials across the Tampa Bay area have proposed strict rules for the coming year. They include mandates that phones be off and out of sight throughout the class day, particularly in the elementary and middle grades.

The push and pull has come from all corners, including students, parents and educators who have shared widely varying views on the importance of phones. While some contend the technology has become too invasive and disruptive, others argue it is a fact of life that everyone must come to grips with.

The public will get a chance to influence the outcome in the coming weeks. The Pinellas County School Board tackles the issue first, with its initial reading of a proposed rule change set for Tuesday. Pasco starts its process on May 7 and Hillsborough on June 4.

Pinellas County

Pinellas Superintendent Kevin Hendrick has introduced a proposal that would require students in kindergarten through eighth grade to keep their phones and other devices silenced and stashed away from the first bell to the last, unless a teacher gives permission otherwise. High school students would be allowed to use theirs during lunch and between classes.

Current rules discourage phones in schools but leave the guidelines to individual principals.

The district would carve out exceptions for students with documented special needs, and when emergencies arise.

Board members toyed with the idea of a full ban for high schools , too.

Board chairperson Laura Hine said at a recent meeting that she had been ready to “throw all phones into the river,” adding, “as a mom, I still am.” But she said after visiting schools and doing research, her view changed. She called for clear consequences when violations occur, and for schools to find ways to get students less focused on their phones.

Hine also suggested the district could offer lessons on how to be smarter technology users.

Board member Eileen Long shared that view. She spoke of a student who observed that when kids learn to ride bicycles, they don’t dump them after falling off.

“What a great comparison. You don’t throw the bike away,” Long said. “Teach them the dangers of some of the apps. Show them how a cellphone can be used safely.”

The board had no further discussion when it received the policy draft, which included some clarified definitions. It will hear from the public twice before taking final action.

Pasco County

In Pasco County, Superintendent Kurt Browning made no secret of his desire to remove phones from the school day at all grade levels. “We don’t need ‘em,” he told a crowd at the Tiger Bay Club of Tampa Bay in November.

A year earlier, he promoted rules barring phone use in elementary schools, while allowing them at lunch in middle schools and at lunch and between classes in high schools. After the school board approved those rules, Browning said he would support added restrictions for fall 2024.

Then he started getting feedback . High school administrators questioned the practicality of implementing such a rule, while students said they need to be prepared to manage their lives with cellphones, rather than be shielded from them.

“He definitely took stakeholder input,” said Melissa Musselwhite, district director of student services.

The recommendation going to the board would impose an off-and-out-of-sight rule for elementary and middle grades. But it would allow high school students to use their phones at lunch, and in classes for assignments with teacher permission.

Board vice chairperson Alison Crumbley said she could live with such a stance.

“The real crux of the matter is, are you cutting into learning time?” Crumbley said, noting that students would be held accountable if they are tardy because of phone use outside class.

She also viewed the issue as one of practicality: “What are you going to do? Have people police the hallways?”

Pasco plans to have a rule workshop on May 7, with a public hearing May 21 and a final vote June 11.

Hillsborough County

Hillsborough has been wrestling with the cellphone question for nearly a year and hopes to get a revised policy before the school board at a public hearing in early June.

To this point, schools have latitude in setting their own policies .

For the most part, elementary students must stash the phones during the school day. High school students use them frequently, sometimes for class lessons.

In middle school, the practices vary. Some do not allow phones during lunch and some allow them only before and after the school day.

At a work session in late March , some board members argued for continued autonomy in the schools while others wanted the rules to be consistent. There was also concern about students who use phone apps for medical reasons.

Their goal is to have an agreement and a policy in place before the new school year begins.

New policy bans cell phones at Brockton High. All students will need to lock up devices.

BROCKTON ― At the start of the next school year, all Brockton High School students will be required to lock up their cell phones inside Yondr pouches upon entering the school. The pouches will remain locked but on their person, in a locker or a backpack. The pouches will only be unlocked at the end of the school day.

This new mandate comes after much debate and discussion on the issue and after several versions of the cell phone policy.

The incoming policy is a stricter and wider-reaching version of the school district’s current cell phone policy, which only requires students to lock their phones away upon their third violation.

Yondr pouches, which are the critical component of the district’s current cell phone policy that was first enacted in August , arrived at Brockton Public Schools this week. The School Committee voted on March 5 to accept the new cell phone policy for next school year that would require all students to secure their devices in a Yondr pouch .

Yondr representatives will begin training Brockton High staff Thursday to prepare teachers and administrators for the program.

The School Committee agreed to wait until the fall to introduce the Yondr pouch program instead of rushing to introduce them in the remaining months of this school year. Yondr representatives, BPS Acting Superintendent James Cobbs, BHS Principal Kevin McCaskill and members the BPS teachers union all recommended that Brockton schools take more time to properly train staff on the cell phone policy before bringing the pouches into the buildings.

What’s the new cell phone policy?

In the beginning of February, Cobbs and his team drafted a new cell phone policy that would require all BHS students to lock their phones in a Yondr pouch when they entered the school building. Cell phones, headphones and other electronics will stay with each student in the locked bag until they leave at the end of the day.

Officials from Yondr said they still need to determine exactly how many locking devices will be placed throughout Brockton High School. Each locking device can unlock up to 40 pouches.

"Every student is assigned a pouch, kind of like a textbook, for the year," said Graham Dugoni, founder of Yondr, at the April 9 school committee meeting. "Inside the school day, every student has possession of their devices, which is very important. So, they can have it in their locker, their backpack, on their person, but they're physically unable to access it."

BPS staff and faculty were able to provide feedback on the policy, and 88 staff members responded. Michele Conners, BPS assistant superintendent of teaching and learning for grades 6-12, said the faculty feedback was "overwhelmingly positive."

The School Committee voted on Feb. 5 to approve the policy and it will go into effect starting next school year.

What about safety concerns?

In July, the school committee proposed a similar cell phone policy for the 2023-2024 school year, but BPS parents and students pushed back against the proposal , expressing outrage and concern over the potential safety and security threat.

Many parents said at a public forum over the summer that if an emergency broke out at Brockton High, where students have brought weapons in and violent fights were rampant but now are on the decline , they wouldn't feel safe if they couldn't immediately contact their kids.

But countless teachers and staff have said since November that students are constantly on their phones during class and use social media to plan and advertise fights in school hallways.

"I think it's a monumental thing to implement this cell phone policy. It's never been done at Brockton High," said School Committee member Judy Sullivan. "This is going to affect many students and many families that have never seen this kind of policy before."

A man set himself on fire on Friday afternoon near the Lower Manhattan courthouse where jurors were being chosen for the criminal trial of former President Donald J. Trump.

The man, who had lingered outside the Manhattan Criminal Courthouse earlier this week, doused himself with accelerant at around 1:35 p.m. in Collect Pond Park, across the street from the building. Onlookers screamed and started to run, and soon, bright orange flames engulfed the man. He threw leaflets espousing anti-government conspiracy theories into the air before setting himself on fire.

People rushed and tried to put out the flames, but the intensity of the heat could be felt from some distance.

After a minute or two, dozens of police officers arrived, running around and climbing over barricades to extinguish the blaze. The man was loaded into an ambulance and rushed to a hospital burn unit. He died on Friday night.

City officials identified the man as Max Azzarello, 37, of St. Augustine, Fla. Mr. Azzarello had appeared outside the courthouse on Thursday, holding a sign displaying the address of a website where the same pamphlets were uploaded. The top post of the website says, “I have set myself on fire outside the Trump Trial.”

Mr. Azzarello walked around Lower Manhattan earlier in the week, holding a sign on Wednesday critical of New York University at Washington Square Park before moving on Thursday to Collect Pond Park.

At the park on Thursday, Mr. Azzarello had held up various signs and at one point shouted toward a group of reporters gathered there, “Biggest scoop of your life or your money back!” One of his signs claimed that Mr. Trump and President Biden were “about to fascist coup us.”

In an interview that day, he said his critical views of the American government were shaped by his research into Peter Thiel, the technology billionaire and political provocateur who is a major campaign donor, and into cryptocurrency.

Mr. Azzarello said he had relocated from Washington Square Park because with the cold weather, he thought more people would be outside the courthouse.

“Trump’s in on it,” Mr. Azzarello said on Thursday. “It’s a secret kleptocracy, and it can only lead to an apocalyptic fascist coup.”

Mr. Azzarello arrived in New York City sometime after April 13, the police said, and his family in St. Augustine did not know about his whereabouts until after the incident. While Mr. Azzarello was recently in Florida, he had connections to the New York City area and worked for Representative Tom Suozzi during his 2013 campaign for Nassau County executive on Long Island.

A man at a Brooklyn address associated with a possible relative of Mr. Azarello’s declined to comment on Thursday.

Over the past year, however, Mr. Azzarello’s behavior appeared to become more erratic. He was arrested three times in 2023 on misdemeanor charges in Florida, and he posted online in August that he had just spent three days in a psychiatric hospital.

Later that month, while dining at the Casa Monica Hotel in St. Augustine, he threw a glass of wine at a framed autograph of former President Bill Clinton. He showed up to the hotel again, two days later on Aug. 21, stripped to his underwear and shouted profanities at guests while blasting music from a speaker.

Three days later, police arrested him for defacing and breaking signs belonging to several businesses. He took a pest control sign from the yard of one business that had warned passers-by to keep children and pets away for their safety. In comments to the police, he said that “the pest control company was there to exterminate children and dogs.”

In addition to his website, Mr. Azzarello was also active on social media, promoting anti-government literature on Instagram. Most of his online posts before the spring of 2022 were of his travels and his family, and he noted that his mother died in April 2022 from complications of chronic obstructive pulmonary disease.

About a year later, he posted a photo of what appeared to be his Covid-19 vaccination card — defaced with the words “Super Ponzi” and the symbol for Bitcoin.

People who witnessed the fire said they were in disbelief as they saw Mr. Azzarello, who was in an area of the park reserved for supporters of Mr. Trump, toss the pamphlets into the air and then flames shoot toward the sky. Mr. Azzarello, who was wearing jeans and dark gray T-shirt, fell to the ground amid the fire.

Some of the pamphlets referred to New York University as a “mob front” and also mentioned former President George W. Bush, former Vice President Al Gore and the lawyer David Boies, who represented Mr. Gore in the 2000 presidential election recount. Another pamphlet contained anti-government conspiracy theories, though they did not point in a discernible political direction.

Most officers who responded to the fire on Thursday ran from the direction of the courthouse, which is a couple of hundred feet across the street; some struggled to immediately reach Mr. Azzarello because of steel barricades in the park.

Al Baker, a spokesman for the court system, said the trial schedule would not be affected, though one court officer had been taken to hospital because of the effects of smoke inhalation.

Fred Gates, 60, said he had been riding his bike through the park when he stopped to watch the Trump supporters and saw Mr. Azzarello getting ready to light himself on fire. Mr. Gates said he thought it was a prank or a performance until he saw the flames.

Another witness, Gideon Oliver, a civil rights lawyer, said he saw smoke rising from the park and a court officer rushing from a building carrying a fire extinguisher.

“When I saw and smelled the smoke I thought someone, I assumed one of the pro-Trump protesters, had lit a fire in the park,” Mr. Oliver said. “When I saw police and court officers running, I then thought it might have been a bomb.”

Mr. Azzarello stood tall as he poured the accelerant on himself and then held a flame at chest level. As people nearest him fled, others cried out as they realized what he was about to do.

Screams and shouts — though not from him — filled the air as the flames consumed him and he slowly collapsed.
