The Kenyan financial transformation (2000-2015)

Giant leaps in financial inclusion driven by private sector innovation and supportive regulation have made Kenya a case study in financial sector development. A new book brings together a group of academics to investigate the myriad of dimensions of and issues that lie beneath Kenya’s much-touted financial inclusion success story. Kenya: A World Leader in Financial Inclusion?

Headline figures from survey data place Kenya at the top of the financial inclusion index both regionally and globally. Data from the last Global Findex survey shows that 75% of Kenyan adults have a formal account that allows them to save, send or receive money. In 2014 Kenya outperformed both the global average and many middle-income countries such as Chile, Brazil, India, Mexico and Russia.

Much of Kenya’s success has occurred in the last 10 years and has been driven by supply side innovations such as M-PESA, M-Shwari, agency banking and introduction of local language bank staff. With 68,000 bank and mobile money agents spread across the country, nearly three quarters of the population now live within 3 kilometers of a financial sector access point, showing that Kenya has transcended the access frontier. Riding on the mobile payments platform M-PESA, new innovations in mobile banking such as MShwari, KCB M-PESA and Equitel, have delivered bank accounts to approximately 10 million Kenyans, who can now access savings and loans.

The book analyses the drivers and effects of the financial revolution in Kenya, finding that the underlying story is more complex. The poorest Kenyans continue to be excluded, usage remains shallow and mobile money masks the location of the real financial revolution which lies in informal rather than formal financial interactions. The book suggests that the financial sector is still not making substantial inroads with respect to poverty reduction and inclusive growth- lending is skewed to the rising middle classes delivering easy profits for bankers, and the value proposition of formal instruments for the average Kenyan remains weak. The book concludes by highlighting the power of data and of the analytical frameworks we use in its interpretation, suggesting that new frameworks and data are needed to support Kenya’s financial sector to deliver real inclusion for Kenyans.

The Kenyan Financial Transformation: Five Key Points

Inequality in bank account access continues:  While 93.2% of the richest are formally included, 55.3% of the poorest are completely excluded from formal and informal financial services. Three quarters of non-banked individuals cite lack of income or banks being ‘too expensive’ as major constraints, pointing to price as a continued barrier to uptake while patterns of lending are skewed towards salaried clients. On the supply side, the promise of bank agents in driving outreach also appears to be more limited than was originally hoped. An Agent Network Accelerator (ANA) survey found that bank agents are mainly delivering to already included populations, rather than pushing out the access frontier. The survey report hints at the incentive structures around agency models that prioritise denser areas and existing customers rather than investing in deepening outreach to new and harder-to-reach consumers.

Usage of bank accounts remains shallow:  FinAccess data show that active bank account users mostly access their accounts once a month – linked to the withdrawal of salaries – while mobile and informal accounts are used daily and weekly, indicating a higher level of importance in people’s daily lives and a stronger connection with informal income flows. Despite improvements in financial sector infrastructure and ownership of accounts, the majority of Kenyans still cite their most important financial services as being ‘exchanges between friends and family’ and ‘savings under the mattress’.

Mobile money enables informal financial arrangements:  Mobile money is often viewed as part of the process towards greater formalization, with the expectation that this will accelerate given the increasing opportunities to access mobile banking products from a mobile phone. This perspective masks another element in the mobile money phenomenon. Categorizing mobile money as a formal service reflects a provider-led bias in our analytical frameworks that obscures the role of mobile money in intensifying informal financial practices and improving the efficiency of informal financial institutions. By looking at the frequency of different uses for mobile money, the vast majority are connected to financial activity in the informal sector, especially social networks. For women and rural populations in particular, uptake of mobile money is strongly associated with increased levels of informal sector activity. Failure to engage with and understand Kenya’s deeply embedded informal financial landscape will hamper the capacity of the formal sector to deliver real value in the lives of consumers.

Competition issues may undermine the emergence of better products:  Monopoly over mobile channels by the market leader, Safaricom, with approximately 77% of mobile money subscribers in 2015, raises concerns. Its strong market power position may prevent the move towards interoperable infrastructures that will allow banks and telecommunications companies to compete (and cooperate) effectively in delivering low-cost and improved solutions for the poor. Without improvements in market structure resulting in a more level playing field, there is a danger of a duopoly at the low-end market that will fail to deliver the potential value proposition of the financial sector for pro-poor growth in Kenya.

Lending is not supporting inclusive growth:  Lending patterns within the banking sector appear to be strongly linked to the rising middle class, with growth in lending largely focused on easy wins in consumer lending (especially payslip lending) and property markets. This is not likely to deliver the dividends for employment and growth that would come from increased lending to core productive sectors such as manufacturing, agriculture and small and medium-sized enterprises (SMEs).

It is conceivable that recent supply side innovations are only scraping the surface of what might emerge over the next 10 to 15 years. The prospect of real mobile banking is close. The challenge will be to design products that play a serious welfare-improving role in the financial management practices of low and middle-income households. A fear remains that commercially successful, but from the customers perspective poorly designed products, achieve market dominance and stifle innovation and choice. Following the sub-prime crisis in the United States and recent studies showing the limited impact of microfinance on the lives of the poor, it is becoming increasingly important to monitor closely the welfare impacts of emerging financial services.

Summary .   

For more than half a century, the U.S. was the center of global innovation for financial technology, inventing credit cards, ATMs, and online banking. Now, however, it’s falling behind, as China has become a leader of mobile payments, and now African countries — namely Kenya — are making huge strides with familiar technologies such as mobile phones and SMS-style messaging, and rapidly expanding the circle of financial inclusion. Companies can learn three important lessons from this most recent wave of innovation: bundling services (think: banking and cellular as one offering) is essential to success; finance is about trust, but trusted companies can lend their credibility to newcomers with promising offerings; and technology that enables mass adoption or expansion is often old, not cutting edge.

For over sixty years, the U.S. was the leading innovator of financial technology (or FinTech) in the world. Over the past decade, however, China has become the global leader: Powered by smartphones and social apps, China has used remote payments and the digitization of money management to build a steady vehicle of financial inclusion. But it may not be the leader for long. Recently, African countries such as Nigeria and Kenya have emerged as FinTech hotbeds, and are using inexpensive, accessible tech to mobilize consumers in ways never seen before. To stay competitive, U.S. banks and FinTech companies need to study the factors enabling these successes abroad — and figure out how they can keep pace.

Modes of study, course overview.

This program is designed to equip learners with skills to identify, analyse and solve problems in the finance discipline primarily using techniques of original academic research. The programme incorporates rigorous coursework and research culminating in the production of a doctoral thesis. The program encompasses a variety of formal and informal interactions with faculty and aims to enable students develop competencies in the theory, practice, and research methodology essential to the advancement of the finance discipline. Students are expected to apply this knowledge in responding to financial policy and financial challenges in diverse practice settings. The program’s knowledge dissemination approach is meant to nurture curiosity, a heuristic exploration of new knowledge, and critical thinking. In this regard the program learning philosophy encourages discourse that leads to meaningful insights of financial knowledge and pose thoughtful questions that reinforce or challenge ideas. The students will, therefore, be expected to critique literature, present concept papers during departmental seminars, participate in training workshops, prepare papers for publication in peer refereed journals, and develop hands-on data analysis experience using advanced statistical techniques. Students will further be required to participate in professional development workshops and conferences organized internally by the Department of Economics, Finance and Accounting as well as local and international ones.

Who Can Join

To be eligible for admission into this programme an applicant must meet the following requirements:

  • Be a holder of a master’s degree in Finance from a recognized institution; or
  • Be a holder of a master’s degree in Economics, Accounting or related discipline
  • Any other qualifications equivalent to a) and b) above, but subject to approval by the Senate and meeting the minimum requirements set by the Commission for University Education (CUE).

Duration & Structure Of The Programme

The minimum duration for completing the PhD (Finance) program is three calendar years while the maximum is six calendar years.

Mode of Delivery of The Programme

This program incorporates both coursework and research. Coursework requires face-to-face student-lecturer interaction, and both are required have physical presence in the assigned classrooms for teaching and learning to take place. In. the course work component of the program, students will cover eight core courses and 2 elective courses for a total of ten courses. The courses will be covered through the following approaches:

A major gap in the ability of formal financial services to deliver value for low-income families is a general lack of information and understanding of their preferences, behaviours and needs. To address this gap, FSD Kenya in partnership with BFA and Digital Divide Data undertook a Financial Diaries study between 2012 and 2013. The Kenya Financial Diaries tracked the cash flows of 298 low-income Kenyan households over a period of one year, with over half a million transactions recorded during this time. By observing people’s financial behaviour, the study provided a picture of how people deploy financial resources to open opportunities for themselves and to cushion themselves from the blows of shocks. In many households, stories of money problems and money solutions unfolded in great detail, helping us to understand the connections between financial services and poverty in much more detailed ways.

Since the original study was completed in 2013, several publications have been developed and a two-year follow-up study involving in-depth interviews with all of the original participating households is currently underway. The objective of the follow up is to understand how financial devices are deployed in the face of changing financial needs, the key factors that are influencing poverty trajectories and how new products and technologies get incorporated into household portfolios and how that shifts the way people invest and manage risk.

COURSE DURATION: Two (2) years | Rolling Intakes: January, September

The philosophy of this programme is to provide an excellent foundation for a career in both corporate and public finance using diverse research models. The curriculum places much emphasis on the improvement of the student's ability to handle financial issues confronting the business and financial world with professionalism and ethics. The programme is practical and career-oriented while maintaining high standards of rigour and scholarship. It provides new skills, analytical tools and perspectives, which provide a sound basis for financial management, accounting, investments, public finance and development, and management of financial institutions and markets. 

The programme provides a deep understanding of important financial concepts, models, methods, and theories that can be applied in both corporate and public environments in financial management. The programme will help improve quantitative analytical skills and deepen students’ knowledge of the financial markets. The programme aims at training the critical manpower required towards achieving Kenya’s Vision 2030, Sustainable Development Goals and other development objectives, and making East and Central Africa a vibrant region ready to face a globalizing world characterized by constant change and new demands.

At the end of the programme, the learner should be able to:

  • Illustrate an understanding of theories in finance, accounting and related disciplines;
  • Apply core concepts and tools in the finance discipline to develop integrated and innovative strategies to address current and emerging business problems;
  • Evaluate and criticize financial policies and action plans;
  • Develop appropriate research protocols to undertake research in finance, accounting and related disciplines.

MODE OF DELIVERY

Face-Face Mode

Lectures and tutorials using notes, electronic presentations, instruction manuals, group discussions, practical laboratory demonstrations and fieldwork.

Open, Distance Learning, and e-Learning Mode

To be offered off-campus using a multi-media approach, including a variety of self-instructional print and video conferencing materials.

Blended Learning Mode

This is the use of combined face to face and open, distance learning and e-learning modes

The program consists of twelve (12) taught course units that constitute Part 1 while a project Part II. The minimum duration for the program shall be four (4) semesters, while the maximum duration shall be ten (10) semesters, and will involve coursework, examinations and the research project. A candidate shall be allowed to take a maximum of six (6) course units and a minimum of two (2) course units per semester.

Each course unit shall be taught for forty five (45) contact hours. There will be eight (8) core course units which shall be taken by all candidates.

In addition to the core course units, candidates will be required to take three (3) specialization  course units in a chosen thematic area, and one (1) elective course unit. Specialization course units allow a student to concentrate in their chosen thematic area, while elective course units provide options for additional knowledge in other areas of interest, not necessarily in their chosen thematic area.

Electives may be chosen from the list of elective course units in any area of study, or from specialization course units from a different thematic area, that would now count as electives.

Course units can only be taken after the necessary prerequisites have been successfully completed.

After completing Part I (all the taught course units – 8 core course units, 3 specialization course units, and 1 elective course unit), candidates will carry out research and produce a project (Part II). Part II shall commence in the semester immediately succeeding successful completion of Part I. Once the project is started it must be completed within the semester, or duration of six course units, with the maximum duration equivalent to the minimum load of two course units per semester.

The common regulations for the masters’ degree in the University of Nairobi shall be applicable.

 The following shall be admissible:

        a)  A holder of at least an upper second class degree in Finance, Accounting, Banking, Insurance, Economics, Mathematics, Statistics and Engineering.

        b) A holder of lower second class degree in Finance, Accounting, Banking, Insurance, Economics, Mathematics, Statistics and Engineering with at least two years of work experience.

With a degree in Master of Science in Finance and Accounting from university of Nairobi, a graduate has an opportunity in consulting in the investment banking industry. Besides consultancy, Master in Finance graduates will pursue careers in financial technology sector, analyst in brokerage firms, general financial analysts, asset management, and private equity and venture capital firms.
