UGC’s proposal to permit part-time PhD degree: What is it and how does it work?

A look at eligibility criteria, specification, and provisions of the proposed programme.

The University Grants Commission is finalising the UGC (Minimum Standards and Procedure for Award of Ph.D. Degree) Regulations draft that it proposed in March this year. With the amendments, working professionals will be able to pursue part-time PhDs programmes .

Part-time PhD programmes aren’t entirely new to India and are common in the IITs.

With the UGC’s proposal, more higher educational institutions across the country will offer the programme, which will help professionals who cannot afford to take long leaves to pursue their research.

We explain the eligibility criteria, the requirements for the supervisors and its other provisions:  

What will be the eligibility criteria for enrollment?

The eligibility conditions are the same for both full-time and part-time candidates. The work will also be assessed in the same way as done for the full-time PhD students. In addition to meeting the regular criteria, however, the part-time PhD candidates will also have to produce a No-Objection Certificate or NOC from their employer.

 “Such part-time PhD programmes are very useful to professionals who cannot take long leave for doing PhD,” UGC Chairman M Jagadesh Kumar told The Indian Express .

What are the specifications of the NOC?

Apart from stating that the prospective part-time PhD candidate and employee is permitted to pursue the programme on a part-time basis, the NOC will have to spell out that they will be given sufficient time for research work. 

  The workplace will be required to establish facilities in the employee’s field of research as a doctoral scholar and the organisation will also have to make a submission saying that the employee will be relieved from duty to complete the requisite coursework if required.  

Offices rarely offer facilities for research and there is a requirement for “facilities in the employee’s field of research at the place of work”.  Isn’t the policy too restrictive?  

Prof Kumar said that the proposed part-time PhD policy – with NoCs that are required to be submitted by part-time PhD applicants – is in tune with the best institutions in India such as IITs.  

 “Most industries involved in manufacturing, scientific research  or the IT sector do have some facilities for research such as prototyping, testing and measurement. Such applicants can use the facilities in their place of work and also in the University where they register for part-time PhD.”

He added: “In IITs, students usually work during weekends to use the facilities at the institutions. A similar thing can be done in Universities. Students can also access library e-resources and online computing facilities using secure VPN connection from outside the campus, depending on the IT usage policy of the University.”

Who will guide the part-time PhD candidates?

The part-time PhD student will largely work independently but will work on his or her subject in consultation with the supervisor. At least six months of course work will have to be attended by them full-time. Once they complete the course work, they can carry out research under the guidance of a supervisor using the research facilities either in their own organisations or the research facilities in the universities.

Who will the supervisors be?

Permanent faculty members with a PhD working as Professor/Associate Professors, with at least five research publications in peer-reviewed or refereed journals may be recognized as research supervisors. 

Permanent faculty members working as Assistant professors with a PhD degree and at least three research publications in peer-reviewed or referred journals can also be supervisors under the proposed norms.

Which institutions can offer part-time PhD programmes?

 The PhD regulations shall apply to every University established or incorporated by or under a Central Act, a Provincial Act, or a State Act, as well as every college and higher educational institution declared by a notification in the Official Gazette by the Central Government under Section 3 of UGC Act, 1956.

How will the quality of the part-time programme be ensured by the UGC?

Citing the example of the IITs, where part-time PhDs are common, Kumar says that “they have not seen any degradation in the quality of doctoral work”.

Kumar added that every semester, the part-time PhD candidates would be “required to make presentations and submit progress reports” to the research advisory committee, which is “mandated to make sure that the PhD students carry out research of high standards”.

Can people who have completed an M Phil in the past and are currently employed as working professionals also apply for the programme?

Under the proposed revised regulations, one can join PhD programmes either after a four year UG programme or after a two year Master’s degree. The M Phil programme is being phased out from the  2022-23 academic session. However, if one has an M.Phil degree, the research advisory committee may recommend only 12 credits of course work and not more.

“Their research experience during M.Phil would be helpful just as in the case of the four-year UG honours with research who gain some research experience. In fact, many from scientific research organisations may have some kind of research experience already. That would certainly help them in their part-time PhD programme. Such applicants would also bring a diversity in research problems being studied in the university system,” Prof Kumar said.

Can a techie working with an IT firm apply for a part-time PhD?

Anyone can apply as long as they are regular full time employees, their workplace or organisation is recognised by the concerned University, the applicant submits the required NOC, and fulfils the eligibility criteria for PhD admissions.

Minimum Eligibility Qualifications

ME / MTech / MPharm / MBA / MPhil (minimum of 60% aggregate)* MSc/BE/BPharm or an equivalent degree (minimum of 60% aggregate)* For admission into Humanities and Social Sciences, MA degree (minimum of 55% aggregate)* For part-time applicants, a minimum of one-year experience in the related field of study is required

In addition, Departments may set specific admission criteria for shortlisting. Meeting the minimum eligibility qualifications does not guarantee admission into the PhD program. Shortlisted candidates will have to appear for an admission test, which may comprise a written exam and/or interview. Full-time students

Preferably individuals who would like to pursue PhD in-house, residing on campus.

Part-time students

Preferably individuals who are working in organizations providing basic facilities and an environment for research.

Financial Assistance

Full-time PhD students admitted into the PhD program are eligible to be considered for an Institute fellowship of Rs. 34,000 or Rs. 37,000 per month in the first year based on their qualifications at the time of admission. Students admitted with M.E./M.Tech./M.Pharm./MBA/M.Phil. or an equivalent Degree are eligible to receive an Institute fellowship of Rs. 37,000/-. Students admitted with M.Sc./B.E./B.Pharm. or an equivalent degree are eligible to receive an Institute fellowship of Rs. 34,000/-. These students on successful completion of coursework will receive Rs. 37,000/- from the Semester following the one in which the course work was completed Higher fellowship may be made available in subsequent years. Consideration for Institute fellowship will be as per Institute norms. It will be obligatory on the part of every admitted full time student to undertake 8 hours (per week) of work as assigned to him/her by the institute.

  • Ph.D in Development Studies

The Ph.D. programme is designed to create academic researchers as well as professionals who are capable of conducting policy analysis, relating to national and global economic and development issues, from a quantitative and inter-disciplinary perspective. While an interdisciplinary approach is encouraged, the programme lays somewhat larger emphasis on economics to provide an integrated framework within which various development issues can be addressed. Ph.D. students are expected to submit their dissertations within four years of joining the Institute. Ph.D. programmes involve successful completion of course work as well as submission of dissertation. M.Sc., stream students who would like to register for a Ph.D. degree need to pass the oral comprehensive examination in the form of proposal cum evaluation seminar and fulfil prescribed course and minimum grade requirements.

Admission Eligibility

Minimum qualification for admission to the Ph.D. programme include one of the following degrees or their equivalents :

M.A./M.Sc. in Economics/M.Stat./M.Sc. (Physics or Mathematics or Environmental Science or Operations Research)/M.B.A./M.Tech./M.E./B.Tech./B.E. with at least 55% aggregate marks for Economics discipline and 60% aggregate marks for other disciplines. The applicant must have studied mathematics at the higher secondary or higher level.

Course Structure and Duration

Ph.D. students are required to take fourteen courses (four compulsory and ten optional), which they are expected to complete in two years, students are required to take the course on Research Methodology and the course on Seminar Series.

The compulsory courses for Ph.D. students are Microeconomics-I, Macroeconomics-I,Econometrics-I, Energy and Environment-I.Ph.D. students have to choose their optional courses such that they include (i) any two courses from Microeconomics – II, Macroeconomics – II, Econometrics – II and Energy and Environment – II, (ii) one Major Field of Specialisation consisting of four optional courses in a related field, (iii) one Minor Field of Specialisation consisting of two optional courses in a related field, and (iv) two other optional courses that may be from un-related fields. The optional courses /fields of specialisation offered by the Institute are similar to those listed under the M.Sc. programme.

For continuation in the Ph.D. programme, the student has to pass an Oral Comprehensive Examination in the form of a Proposal cum Evaluation Seminar and is expected to write a Ph.D. dissertation within the stipulated time frame and fulfil prescribed course and minimum grade requirements.

Ph.D. students need to pay a tuition fee of Rs.16,000/- per semester and a hostel fee, which is 8% of their fellowship amount per month, plus water and electricity charges as per actual. The tuition fee may be revised from time to time.

Financial Assistance

Ph.D. students will receive a monthly stipend of Rs.31,000/- in the first two years. Those students, who fulfill the terms and conditions for Ph.D. registration, will receive a monthly stipend of Rs.43,750/- after Ph. D. registration in the third year. Students are required to provide part time research or teaching assistantship from their second year onwards.

In the past, Ph.D students from IGIDR have been placed in the corporate sector – a selected list of companies is provided in the section on past recruiters. Some of our students pursue their doctorates, either at IGIDR or abroad. In the last five years, our students have got admission with financial support from renowned universities abroad like Iowa State University, Universidad Carlos III de Madrid, and University of California, Irvine.

The Board of Governors of IIITS along with the Senate of the Institute decides upon the norms for admission process of research programs.

General Procedure:

  • Advertisement inviting applicants for post-graduate programs is published on IIITS website.
  • Candidates keen to pursue post-graduate programs need to contact the Academics Office for application form and further details.
  • Admissions are open to all classes, religions, races and genders.
  • The Admissions Committee consisting of faculty and industry experts shortlists candidates based on their education qualifications, grades, academic achievements and work experience.
  • Shortlisted candidates are invited for a personal interview to assess candidate’s knowledge, research and problem-solving skills.
  • Candidates are selected based on their performance in the interview.
  • Communication to selected candidates is sent through mail and the admission list is published on the Institute’s website.
  • Registration happens once the candidate makes the payment towards tuition fee and all the necessary documents are duly verified.

Admissions into postgraduate programs are done twice in a year, during Monsoon and Spring.

PhD (Part-Time)

Part-Time (Industry / Government of India Research Labs such as DRDO, ISRO etc.): At least First class Master degree in the applicable areas or Exceptional candidates having BE / B.Tech in applicable areas. In both cases, the candidate having Master degree should have at least 2 years documented industrial experience in reputed MNCs or Bachelors degree having 5 years documented industrial experience in reputed MNCs.

Admission Process:

Candidates recommended by the Applications Scrutiny Committee will be called to appear for an written test.

The candidates shortlisted based on the written test performance need to appear for a personal interview before the Evaluation Committee.

The merit list for all the candidates in each category (Institute scholarships, industry personnel) is based on the cumulative score in the written test, interview, marks in UG / PG, experience, and publications. Considering the background experience, greater weightage may be given for the interview and other components (such as academic qualifications, research publications / patents, work experience, etc.)

Visvesvaraya PhD Scheme for Electronics & IT

Ministry of Electronics and Information Technology, Government of India initiated “Visvesvaraya PhD Scheme for Electronics and IT” with an objective to enhance the number of PhDs in Electronics System Design & Manufacturing (ESDM) and IT/IT Enabled Services (IT/ITES) sectors in the country.

Cabinet Committee on Economic Affairs (CCEA) approved the scheme in 2014 for a period of nine years with a total estimated cost of ₹ 466 crores (Rupees Four Hundred Sixty Six Crores Only)

Objectives:

  • To enhance the number of PhDs in Electronics System Design & Manufacturing (ESDM) and IT/IT Enabled Services (IT/ITES) sectors in the country.
  • Give thrust to R&D, create an innovative ecosystem and enhance India’s competitiveness in these knowledge intensive sectors.
  • To fulfil the commitments made in National Policy on Electronics (NPE 2012) and National Policy on Information Technology (NPIT 2012) which recommend to give special thrust on significantly increasing the number of PhDs in the country to enable India to compete globally in the coming decades, to develop an ecosystem of research, development and IP creation in these knowledge intensive sectors.
  • To Support 1500 PhD Candidates including both Full-Time (500) and Part-Time (1000) in each of ESDM and IT/ITES sectors (Total: 3000 PhDs).
  • The scheme is also expected to encourage working professionals and non-PhD faculty members to pursue PhD.

Salient features of the PhD Scheme are as follows:

  • This Scheme provides 25% more fellowship amount than most of the other PhD Schemes.
  • Scheme also provides infrastructural grant of ₹ 5,00,000/- per candidate to the academic institutions for creation/ up-gradation of laboratories.
  • Part-time PhD candidates get one time incentive on completion of the PhD.
  • Scheme also supports 200 Young Faculty Research Fellowships in the areas of ESDM and IT/ITES with the objective to retain and attract bright young faculty members in these sectors.
  • Fellowship : ₹ 31,500 p.m.(revised as ₹ 38,750/- pm w.e.f. 1-4-2019) (I & II yr); ₹ 35,000 (revised as ₹ 43,750/- pm w.e.f. 1-4-2019)(III to V yr);
  • Annual Contingency Grant support ₹ 30,000/- per year for consumables etc.
  • Reimbursement of Rent for those PhD candidates who are not provided accommodation or choose not to avail the accommodation provided by the institution.
  • Support for attending international conferences (1000 supports up to ₹ 50,000/- per conference). Any individual full-time PhD candidate would be eligible to avail the support for attending a maximum of 2 conferences under this scheme.
  • One time incentive of ₹ 2,50,000/- on successful completion of the PhD.
  • Fellowship ₹ 20,000/- per month in addition to the regular income
  • Research/Contingency Grant of ₹ 5,00,000/- per year for research expenses and presenting research work, to be granted for a period of up to 5 years.

The duration of scheme is five years for the purpose of selecting candidates for support under the scheme. However, the funding would be continued till 9th year for the commitments already made during the scheme period.

ICHR Junior Research Fellowships (JRF) are for PhD aspirants of Historical Studies and are offered by the Indian Council of Historical Research. It offers a monthly stipend of up to 17,600 INR as well as monthly contingency expenses of 16,500 p.a. for 2 years. The only eligibility requirement for this scholarship is that the applicant must be enrolled in a PhD in Historical Studies at a recognized higher education institution in India.

What is the PMRF at IIT Madras?

The Prime Minister's Research Fellows (PMRF) Scheme is a program that aims to enhance the quality of research in higher educational institutions and encourage and reward scholars in research. Candidates are selected through a rigorous selection process with frequent performance reviews.

As a student at IITM pursuing a PhD or Direct PhD, you are eligible to apply for the PMRF scheme via two modes:

Direct entry: Direct entry is meant for newly admitted PhD and direct PhD Scholars. While applying through the direct entry channel, candidates must satisfy the criteria specified here .

Lateral entry: Lateral entry is for students enrolled in ongoing PhD/Direct PhD/Upgraded PhD programs. To apply for PMRF through the lateral entry channel, the candidate must satisfy the criteria specified here .

Selection Process : There are 2 stages in the selection process: the shortlisting and the selection stage. During the shortlisting stage, IIT Madras will internally evaluate your application and decide whether they can nominate you. If nominated, your application is then assessed by the PMRF Nodal Committee for a final decision.

Duration and Stipend : The period of PMRF will be 5 years for direct PhD scholars and 4 years for PhD scholars. Fellowship under PMRF is Rs. 70,000/- for the first two years, Rs. 75,000/- for the third year, and Rs. 80,000/- for the final two years. PMRF Scholars are also eligible for a contingency grant of Rs. 2 Lakhs per annum.

Despite this common dream, uncertainties and misconceptions surround the PhD admission process and eligibility criteria. A notable area of confusion revolves around securing admission without the need for a Junior Research Fellowship (JRF). What is a PhD Degree?

A PhD or Doctor of Philosophy is the highest level of academic qualification one can achieve in a particular subject. It is a doctoral research degree that takes anywhere from 3 to 6 years to complete. During this period, the doctoral candidate must research and write a thesis offering an original contribution to the subject. After completing the degree, candidates will be conferred with the title of Doctor.

Eligibility Criteria for Ph.D.

The minimum educational requirements to pursue a Ph.D. Degrees in India are mentioned in the following section in detail.

  • A candidate must have a master’s degree from a recognized university or institution with a minimum of 55% marks or equivalent.
  • In the case of a four-year degree, a minimum of 75% marks or equivalent grade.
  • The master’s degree, or the four-year degree, should be in the area of research for the PhD one wishes to pursue.
  • Apart from this, some universities also have specific subject-wise requirements and candidates refer to eligibility criteria prescribed by respective universities.

What is JRF?

A PhD degree takes up a lot of time and money. To help PhD candidates or research fellows, there are plenty of Research Fellowship Schemes funded by both government agencies and private institutions. A JRF or Junior Research Fellowship is given by University Grants Commission to candidates who clear the UGC NET exam and stand among the top rankings. Generally, only 6% of UGC NET Qualified Candidates per year receive the JRF. The stipend under JRF is Rs 31,000 for the first two years and Rs 35,000 for the rest of the period ( subject to review by the mentors or guides for respective candidates).

Unlike NET certificates valid for a lifetime, a JRF certificate is only valid for 3 years, during which the candidates need to take admission into PhD. Degree Course under any recognized university in India for their specific subject. Only after this, a fully-funded PhD scholarship is offered by the UGC or CSIR.

How to take Admission into PhD without JRF?

As per Latest update of UGC, Starting from the 2024-25 academic session, universities in India can now utilize UGC NET scores for PhD admissions. This eliminates the need for many universities to conduct their own separate entrance exams. Previously, these additional exams were a requirement for PhD applications alongside the UGC NET.

As stated above, JRF is not one of the minimum eligibility criteria for taking admission into a Ph.D. Degree Course in India. JRF is only awarded to the top 6% of the candidates clearing the UGC NET exam every year. Thus, it is awarded to only a handful of candidates.

Lakhs and Lakhs of candidates take admission into PhD without the JRF in India every year.  However, 60% of the total seats in a particular academic year for PhD will be filled by NET/JRF-qualified candidates. Even though it is not minimum eligibility, having a NET/JRF provide the candidate with an advantage.

Advantages of doing PhD without JRF

There are pros and cons to everything. So, let’s look at the advantages of doing a PhD with JRF.

  • Limited Research Freedom: JRFs are often tied to specific research projects or grants, which may limit your freedom to choose your research area. You might be required to work on a topic defined by the funding agency or your supervisor, even if it doesn’t align perfectly with your interests or expertise.
  • Uncertain Renewal: JRFs are not always guaranteed to be renewed, especially if the funding agency faces budgetary constraints or if the research project doesn’t meet certain milestones. This uncertainty may cause stress and impact your financial stability during your PhD.
  • Time Constraints: JRFs typically have a fixed duration, usually 2-5 years. This time constraint can add pressure to complete your research and thesis within the given timeframe, which may not be ideal for some complex or ambitious research projects.
  • Validity Limitation of JRF: The JRF has a validity period of 3 years, necessitating candidates to secure admission to a PhD program within this duration; otherwise, their JRF will lose its validity. Furthermore, candidates are required to retake the UGC NET exam to regain JRF eligibility if they exceed the 3-year validity period.

Disadvantages of doing a PhD without JRF

There are a handful of disadvantages to doing a PhD without JRF. Let’s take a quick look.

  • Limited Financial Assistance: Without a JRF, the financial assistance provided by the college is often basic and significantly lower compared to the funding received through a JRF.
  • Stagnant Stipend: The basic stipend provided by the college remains unchanged throughout your PhD journey, lacking the potential for incremental increases that JRF stipends often offer.
  • Insufficient Stipend to Cover Expenses: The basic college stipend is usually inadequate to cover the various expenses you will incur during your PhD degree, including research-related costs, living expenses, and academic materials.
  • Multiple Entrance Exams: Without a JRF, you will be required to individually appear for entrance exams conducted by different colleges to secure admission, which can be time-consuming, challenging, and involve additional costs for exam fees and travel expenses.

Stipend of PhD without JRF

While JRF provides the most common PhD stipend in India, several alternative funding options exist. Universities may offer institutional fellowships, varying from Rs 5,000 to Rs 10,000 per month, or students can pursue external scholarships, grants, or assistantships based on their research area and qualifications. Remember, securing funding requires proactive research and applications, but numerous pathways lead to financial support for dedicated PhD candidates.

Fellowship without JRF

A fellowship refers to a financial grant or funding awarded to individuals, often students or researchers, to support their academic or professional pursuits. Candidates who qualify for the UGC NET exam but do not receive the JRF may still be eligible for the UGC NET fellowship by individual Universities and Institutes. This fellowship provides financial support for pursuing research and covers expenses like tuition fees, living costs, research materials, or travel expenses.
