This essay reveals the economic consequences of the Dust Bowl drought. During the third decade of the XX century, strong winds raised choking dust in the southern states, from Texas to Nebraska. The Dust Bowl lasted for almost a decade and was also called “the Dirty Thirties.” This drought intensified the impact of the Great Depression. Local farmers had to migrate to urban areas in search of better conditions and other sources of living. About 2.5 million people moved West from the worst-hit states, namely New Mexico, Texas, Nebraska, Oklahoma, and Kansas. But they found only discrimination, meager salaries, and inhuman working conditions. Many had to live in tents near irrigation ditches. They were called “Okies,” a disdainful name for migrants of any state. Regular rains returned to the southern states by the end of 1939, closing the drought. Nature possesses the character of a special balance in which all living beings live together in harmony with their environment. But whenever this balance is disturbed, we see the disastrous form of nature which wreaks havoc upon this world. Natural disasters come in various forms like earthquakes, Tsunami, Storms, Cyclones, droughts etc. These disasters have always occurred throughout history but the current threat of climate change has severely increased its risks. India, due to its unique geographical character, faces natural disasters every year which cause massive harm to lives and property. Whether it be the floods of Uttarakhand in 2013 or the landslides in Western Ghats of Kerala. The cost of our blind exploitation of natural resources without showing reverence for the delicate balance of Nature has severely harmed us and we must learn lessons from these incidents.

One of the greatest stories of the Indian government in dealing with disaster readiness has been the story of the Indian state of Odisha. Odisha is a coastal state in eastern India that regularly faces cyclones that have caused great harm to the state. To deal with the menace of these cyclones the Odisha Government made an elaborate plan by taking the local communities in confidence and have successfully reduced the number of deaths in Odisha to a very small number which used to be in thousands earlier. Other Indian states should also learn from the experience of Odisha on how to improve disaster preparedness.

Keeping our environment safe and following the right process will help in bringing down the natural disasters. It is vital to learn about them.

What is the issue?

According to the Emergency Events Database, in the last ten years, over 730,000 people have lost their lives, over 1.9 million have been injured, and around 15 million have been made homeless as a result of disasters.

A 2017 analysis by Munich Re revealed total economic losses from natural disaster events in 2016 reached US$ 175 billion – compared to US$ 103 billion in 2015. This was caused by natural catastrophes, such as forest fires in Canada and widespread flooding in the USA, Europe and Asia.

Climate change is increasing the frequency, intensity and magnitude of disasters, leading to a higher number of deaths and injuries, as well as increased property and economic losses. In the past 20 years, 90% of major disasters have been caused by weather-related event s such as heatwaves, storms, floods and droughts, according to the UN Office for Disaster Risk Reduction (UNISDR).

Nature can provide cost-effective, no-regret solutions to disasters, complementing conventional engineering measures such as sea walls and storm channels.

However, despite its value in reducing the risk of disasters and building communities’ resilience to climate change, investment in ‘natural infrastructure’ has been underexplored in disaster risk reduction policies.

Why is it important?

Nature-based solutions, such as conserving forests, wetlands and coral reefs, can help communities prepare for, cope with, and recover from disasters, including slow-onset events such as drought. They can also reduce the secondary impacts from non-climate-related disasters such as landslides following an earthquake.

Forests and other vegetation help stabilise slopes and therefore reduce the risk of landslides. Wetlands can help regulate floods. Coastal vegetation and natural features such as sand dunes and mangroves can provide protection from storm surges, strong winds and cyclones. Healthy coral reefs can reduce wave energy during coastal storms.

In 2013, when Typhoon Haiyan hit the Philippine province of Leyte, 5,500 people died from storm surges along exposed coastlines. However, several communities in the same area remained relatively unaffected, and credited the presence of mangroves with saving their lives and properties. Following Hurricane Katrina, the US Congress in 2013 approved US$ 500 million to restore and reconnect ecosystems around the Gulf Islands and in the Jean Lafitte National Park on the New Orleans coast. Nature-based solutions also generate local employment and economic opportunities, reducing the need to import technical expertise and labour as in the case of engineering and construction. Investment in these solutions to reduce risk can therefore be included in public-sector stimulus packages and social development programmes.

What can be done?

There is an urgent need to invest in disaster risk reduction to minimise our vulnerability to future events. To date, much of the focus has been on reactive measures to address sudden onset events such as storms and landslides, including humanitarian aid relief and preparedness. However, climate change is also responsible for slow onset disasters such as drought. While emergency measures are critical in times of disasters and require continued efforts, as a global community we must move from reactive to proactive risk reduction. Proactive investments in risk reduction can help countries prepare for this type of disaster that may be ‘invisible’ until a crisis point is reached, when more resources may be required to reverse the damage.

Failing to address risk factors now means failure to secure investments in longer-term climate change mitigation and adaptation efforts. Investing in ecosystem management pays off in terms of longer-term resilience to climate change.

Better information sharing amongst the humanitarian aid sector, the environmental community and climate change policy makers, and the fostering of mutually beneficial partnerships and collaborations are key to better recognising nature as an effective solution for disaster risk reduction.

The scientific basis of nature-based solutions to disaster risk reduction also needs to be strengthened to enhance the understanding of how natural infrastructure can complement engineered infrastructure.

Improved coherence amongst disaster management, conservation and climate change policy mechanisms is also needed for nature-based solutions to be taken into account in global policy and decision-making processes.

In some countries, nature-based solutions are already established as cost-effective ways to reduce disaster risk:

• Following Typhoon Haiyan, the Philippine Government in 2015 pledged about US$ 22 million to restore mangrove and natural beach forests. • Switzerland invests up to CHF 150 million a year in forest management, as this is 5-10 times less expensive than engineered structures for reducing risks from landslides, rock falls and avalanches. • Instead of increasing the height of sea walls following the 2011 Great East Japan Earthquake and Tsunami, Japan declared the expansion of its coastal forest national park in the form of Sanriku Fukko Reconstruction Park, with an estimated saving of more than JPY 2.5 billion.

IUCN provides technical support on integrating nature-based solutions into land-use planning for sustainable development. In applying nature-based solutions to disasters, IUCN is helping communities to understand their vulnerabilities and seek locally relevant nature-based solutions. It also promotes gender equality, reduces vulnerabilities of the poorest and the most marginalised, and promotes social equity from local to global levels.

Natural disasters happen all over the world, and they can be utterly devastating for people’s lives and the environments in which they live. Although natural disasters are caused by nature and there is nothing that we can do to prevent them happening, there are many different natural causes that lead to natural disasters, and being aware of these causes enables us to be better prepared when such disasters do arrive.

One common natural disaster is flooding, which occurs when a river bursts its banks and the water spills out onto the floodplain. This is far more likely to happen when there is a great deal of heavy rain, so during very wet periods, flood warnings are often put in place. There are other risk factors for flooding too: steep-sided channels cause fast surface run-off, while a lack of vegetation or woodland to both break the flow of water and drink the water means that there is little to slow the floodwater down. Drainage basins of impermeable rock also cause the water to run faster over the surface.

Earthquakes are another common natural disaster that can cause many fatalities. The movements of the plates in the earth’s crust cause them. These plates do not always move smoothly and can get stuck, causing a build-up of pressure. It is when this pressure is released that an earthquake occurs. In turn, an earthquake under the water can also cause a tsunami, as the quake causes great waves by pushing large volumes of water to the surface.

Tsunamis can also be caused by underwater volcanic eruptions. Volcanic eruptions are another natural disaster, and they are caused by magma escaping from inside the earth. An explosion takes place, releasing the magma from a confined space, which is why there are often also huge quantities of gas and dust released during a volcanic eruption. The magma travels up the inside of the volcano, and pours out over the surrounding area as lava.

One of the most common natural disasters, but also one of the most commonly forgotten, is wildfires. These take place in many different countries all over the world, particularly during the summer months, and can be caused by a range of different things. Some of the things that can start the wildfires can be totally natural, while others can be manmade, but the speed at which they spread is entirely down to nature. The two natural causes of wildfires are the sun’s heat and lightning strikes, while they can also be caused by campfires, smoking, fireworks and many other things. The reasons that they spread so quickly are prolonged hot, dry weather, where the vegetation dries out, which is why they often take place in woodland.

Classification of Natural Disasters

Natural disasters result from forces of climate and geology. These are perhaps the most “unexpected” and costly overall in terms of loss of human lives and resources.

Disasters are classified into four categories depending on how they arise:

(1) Internal Earth Processes: It covers geophysical phenomena arising from the internal processes of the earth. It includes earthquakes, tsunamis, volcanic eruptions etc., which human beings cannot usually predict or prevent.

(2) External Earth Processes: These comprise phenomena such as landslides, collapses, flooding, mudslides etc. These hazards can be avoided and are often associated with man-made alterations in the environment, such as deforestation on hillsides or excavations and many more such activities.

(3) Hydrometeorological Hazards: It is associated with changes in air and ocean temperature. This hazard is responsible for the formation of weather phenomena such as hurricanes and tornadoes, and the precipitation and climate variations that sometimes cause extreme flooding, storm surges, droughts and other hydrological phenomena.

(4) Biological Hazards: Biological disasters result from the proliferation of agents such as bacteria, viruses and toxins that can kill or disable people, harm animals, and crops and damage the environment. Some examples of biological hazards are cholera, dengue, yellow fever, Ebola virus and Marburg virus. The current pandemic situation due to Coronavirus is also an example of biological hazards.

Disaster Management

Disasters have massive human and economic costs. They may cause many deaths, severe injuries, and food shortages. Most incidents of severe injuries and deaths occur during the time of impact, whereas disease outbreaks and food shortages often arise much later, depending on the nature and duration of the disaster. Anticipating the potential consequences of disasters can help determine the actions that need to be started before the disaster strikes to minimize its effects.

Disasters are the ultimate test of a community’s emergency response capability. There are 3 major steps that can be taken to manage disaster which include pre-disaster management, during-disaster management and post-disaster management. The pre-disaster management involves generating data and information about the disasters, preparing vulnerability zoning maps and spreading awareness among the people about these. Apart from these, disaster planning, preparedness and preventive measures are other steps that need to be taken in vulnerable areas.

During disasters, rescue and relief operations such as evacuation, construction of shelters and relief camps, supplying of water, food, clothing and medical aids etc. should be done on an emergency basis. Post-disaster operations involve rehabilitation and recovery of victims. It should concentrate on capacity building in order to cope with future disasters, if any. These measures have special significance to India as about two-thirds of its geographical area and an equal proportion of its population are vulnerable to disasters. The Government of India has also taken some steps for disaster management such as passing the disaster management bill and the establishment of the National Institute of Disaster Management.

The spatial extent helps in determining the level of severity of a natural hazard. Types of Natural Disasters

Tsunami: A tsunami can be identified as a very large seismic wave in an ocean or a sea. It is caused by any kind of geophysical activity on the ocean floor. These activities can be earthquakes, volcanic eruptions, and landslides. Tsunamis consist of multiple waves of high current capacity. Tsunami waves are very high when they reach the coastal areas. They can easily flood the shores. People living in these areas cannot outrun these gigantic waves. Loss of life and property follows.

Cyclone: Cyclones are violent storms that are associated with thunder, lightning and torrential rains. They are robust swirling winds which can bring a lot of damage to the affected areas. They do not have any specific direction and can have a speed of about 240-1200 miles per hour. Cyclones mostly hit the warm countries and can result in loss of life, damage to crops, fallen trees, and sinking of boats.

Earthquake: The sudden movement of Earth’s tectonic plate, which results in a shake or vibration of the ground is termed as an earthquake . It is mostly caused by the rupture of geological faults. However, volcanic eruptions and mine blasts can also initiate them.

Landslide: Movement of rock and debris down a sloped portion of land is known as a landslide. It is caused by rain, volcanoes, and earthquakes. Soil erosion (due to deforestation) makes the land unstable and also causes landslides. Landslides mostly occur in mountain areas. Therefore, life in hilly terrains is always susceptible to these kinds of events.

Avalanche: Avalanche is also known as a snow slide. It occurs when a mass of snow rapidly slides along a sloped region (mountain tops). These can also originate as a result of earthquakes and volcanic eruptions. Avalanches commonly occur on convex slopes and also on slopes covered with grass. Surviving an avalanche is rare because here, death happens due to hypothermia.

Flood: A flood can be defined as the overflow of water on a dry piece of land. Floods can be caused by excessive rainfalls, breaking of dams, storm surges, and tsunamis. New major crosses disciplines to address climate change

Lauren Aguilar knew she wanted to study energy systems at MIT, but before Course 1-12 (Climate System Science and Engineering) became a new undergraduate major, she didn't see an obvious path to study the systems aspects of energy, policy, and climate associated with the energy transition.

Aguilar was drawn to the new major that was jointly launched by the departments of Civil and Environmental Engineering (CEE) and Earth, Atmospheric and Planetary Sciences (EAPS) in 2023. She could take engineering systems classes and gain knowledge in climate.

“Having climate knowledge enriches my understanding of how to build reliable and resilient energy systems for climate change mitigation. Understanding upon what scale we can forecast and predict climate change is crucial to build the appropriate level of energy infrastructure,” says Aguilar.

The interdisciplinary structure of the 1-12 major has students engaging with and learning from professors in different disciplines across the Institute. The blended major was designed to provide a foundational understanding of the Earth system and engineering principles — as well as an understanding of human and institutional behavior as it relates to the climate challenge . Students learn the fundamental sciences through subjects like an atmospheric chemistry class focused on the global carbon cycle or a physics class on low-carbon energy systems. The major also covers topics in data science and machine learning as they relate to forecasting climate risks and building resilience, in addition to policy, economics, and environmental justice studies.

Junior Ananda Figueiredo was one of the first students to declare the 1-12 major. Her decision to change majors stemmed from a motivation to improve people’s lives, especially when it comes to equality. “I like to look at things from a systems perspective, and climate change is such a complicated issue connected to many different pieces of our society,” says Figueiredo.

A multifaceted field of study

The 1-12 major prepares students with the necessary foundational expertise across disciplines to confront climate change. Andrew Babbin, an academic advisor in the new degree program and the Cecil and Ida Green Career Development Associate Professor in EAPS, says the new major harnesses rigorous training encompassing science, engineering, and policy to design and execute a way forward for society.

Within its first year, Course 1-12 has attracted students with a diverse set of interests, ranging from machine learning for sustainability to nature-based solutions for carbon management to developing the next renewable energy technology and integrating it into the power system.

Academic advisor Michael Howland, the Esther and Harold E. Edgerton Assistant Professor of Civil and Environmental Engineering, says the best part of this degree is the students, and the enthusiasm and optimism they bring to the climate challenge.

“We have students seeking to impact policy and students double-majoring in computer science. For this generation, climate change is a challenge for today, not for the future. Their actions inside and outside the classroom speak to the urgency of the challenge and the promise that we can solve it,” Howland says.

The degree program also leaves plenty of space for students to develop and follow their interests. Sophomore Katherine Kempff began this spring semester as a 1-12 major interested in sustainability and renewable energy. Kempff was worried she wouldn’t be able to finish 1-12 once she made the switch to a different set of classes, but Howland assured her there would be no problems, based on the structure of 1-12.

“I really like how flexible 1-12 is. There's a lot of classes that satisfy the requirements, and you are not pigeonholed. I feel like I'm going to be able to do what I'm interested in, rather than just following a set path of a major,” says Kempff.

Kempff is leveraging her skills she developed this semester and exploring different career interests. She is interviewing for sustainability and energy-sector internships in Boston and MIT this summer, and is particularly interested in assisting MIT in meeting its new sustainability goals.

Engineering a sustainable future

The new major dovetail’s MIT’s commitment to address climate change with its steps in prioritizing and enhancing climate education. As the Institute continues making strides to accelerate solutions, students can play a leading role in changing the future.   

“Climate awareness is critical to all MIT students, most of whom will face the consequences of the projection models for the end of the century,” says Babbin. “One-12 will be a focal point of the climate education mission to train the brightest and most creative students to engineer a better world and understand the complex science necessary to design and verify any solutions they invent."

Justin Cole, who transferred to MIT in January from the University of Colorado, served in the U.S. Air Force for nine years. Over the course of his service, he had a front row seat to the changing climate. From helping with the wildfire cleanup in Black Forest, Colorado — after the state's most destructive fire at the time — to witnessing two category 5 typhoons in Japan in 2018, Cole's experiences of these natural disasters impressed upon him that climate security was a prerequisite to international security. 

Cole was recently accepted into the  MIT Energy and Climate Club  Launchpad initiative where he will work to solve real-world climate and energy problems with professionals in industry.

“All of the dots are connecting so far in my classes, and all the hopes that I have for studying the climate crisis and the solutions to it at MIT are coming true,” says Cole.

With a career path that is increasingly growing, there is a rising demand for scientists and engineers who have both deep knowledge of environmental and climate systems and expertise in methods for climate change mitigation.

“Climate science must be coupled with climate solutions. As we experience worsening climate change, the environmental system will increasingly behave in new ways that we haven’t seen in the past,” says Howland. “Solutions to climate change must go beyond good engineering of small-scale components. We need to ensure that our system-scale solutions are maximally effective in reducing climate change, but are also resilient to climate change. And there is no time to waste,” he says.

Xi Thinks China Can Slow Climate Change. What if He’s Right?

At first glance, Xi Jinping seems to have lost the plot.

China’s president appears to be smothering the entrepreneurial dynamism that allowed his country to crawl out of poverty and become the factory of the world. He has brushed aside Deng Xiaoping’s maxim “To get rich is glorious” in favor of centralized planning and Communist-sounding slogans like “ ecological civilization ” and “ new, quality productive forces ,” which have prompted predictions of the end of China’s economic miracle.

But Mr. Xi is, in fact, making a decades-long bet that China can dominate the global transition to green energy, with his one-party state acting as the driving force in a way that free markets cannot or will not. His ultimate goal is not just to address one of humanity’s most urgent problems — climate change — but also to position China as the global savior in the process.

It has already begun. In recent years, the transition away from fossil fuels has become Mr. Xi’s mantra and the common thread in China’s industrial policies. It’s yielding results: China is now the world’s leading manufacturer of climate-friendly technologies, such as solar panels , batteries and electric vehicles . Last year the energy transition was China’s single biggest driver of overall investment and economic growth, making it the first large economy to achieve that.

This raises an important question for the United States and all of humanity: Is Mr. Xi right? Is a state-directed system like China’s better positioned to solve a generational crisis like climate change, or is a decentralized market approach — i.e., the American way — the answer?

How this plays out could have serious implications for American power and influence.

Look at what happened in the early 20th century, when fascism posed a global threat. America entered the fight late, but with its industrial power — the arsenal of democracy — it emerged on top. Whoever unlocks the door inherits the kingdom, and the United States set about building a new architecture of trade and international relations. The era of American dominance began.

Climate change is, similarly, a global problem, one that threatens our species and the world’s biodiversity. Where do Brazil , Pakistan , Indonesia and other large developing nations that are already grappling with the effects of climate change find their solutions? It will be in technologies that offer an affordable path to decarbonization, and so far, it’s China that is providing most of the solar panels , electric cars and more. China’s exports, increasingly led by green technology, are booming, and much of the growth involves exports to developing countries .

From the American neoliberal economic viewpoint, a state-led push like this might seem illegitimate or even unfair. The state, with its subsidies and political directives, is making decisions that are better left to the markets, the thinking goes.

But China’s leaders have their own calculations, which prioritize stability decades from now over shareholder returns today. Chinese history is littered with dynasties that fell because of famines, floods or failures to adapt to new realities. The Chinese Communist Party’s centrally planned system values constant struggle for its own sake, and today’s struggle is against climate change. China received a frightening reminder of this in 2022, when vast areas of the country baked for weeks under a record heat wave that dried up rivers , withered crops and was blamed for several heatstroke deaths.

China’s government knows that it must make this green transition out of rational self-interest or risk joining the Soviet Union on history’s scrap heap, and is actively positioning itself to do so. It is increasingly led by people with backgrounds in science, technology and environmental issues. Shanghai, the country’s largest city and its financial and industrial leading edge, is headed by Chen Jining, an environmental systems expert and China’s former minister of environmental protection. Across the country, money is being poured into developing and bringing to market new advances in things like rechargeable batteries and into creating corporate champions in renewable energy .

To be clear, for Mr. Xi, this green agenda is not purely an environmental endeavor. It also helps him tighten his grip on power. In 2015, for instance, the Central Environmental Inspection Team was formed to investigate whether provincial leaders and even agencies of the central government were adhering to his green push, giving him another tool with which to exert his already considerable power and authority.

At the same time, locking in renewable energy sources is a national security issue for Mr. Xi; unlike the United States, China imports almost all of its oil, which could be disrupted by the U.S. Navy in choke points like the Malacca Strait in the event of war.

Mr. Xi’s plan — call it his Green Leap Forward — has serious deficiencies. China continues to build coal-fired power plants , and its annual greenhouse-gas emissions remain far greater than those of the United States, though American emissions are higher on a per-capita basis. China’s electric vehicle industry was built on subsidies , and the country may be using forced labor to produce solar panels. Those are serious concerns, but they fade into the background when Pakistan floods or Brazil wants to build an E.V. factory or South Africa desperately needs solar panels for a faltering energy grid.

American politics may be inadvertently helping China gobble up global market share in renewable energy products. When the United States — whether for national security or protectionist reasons — keeps Chinese companies like Huawei out of the American market or rolls up the welcome mat for electric vehicle makers like BYD or companies involved in artificial intelligence or self-driving cars, those businesses must look elsewhere.

President Biden’s Inflation Reduction Act , aimed at tackling climate change, has put the United States on a solid path toward carbon neutrality. But America’s decentralization and focus on private innovation means government policy cannot have quite the same impact that it can in China.

So it is crucial for Americans to recognize that, for most of the world, perhaps for all of us, China’s ability to provide low-cost green technology is, on balance, great news. All of humanity needs to move toward renewables at a huge scale — and fast. America still leads in innovation, while China excels in taking frontier science and making its application in the real world cost-effective. If American politicians, investors and businesses recognize that climate change is humanity’s biggest threat, that could open pathways for diplomacy, collaboration and constructive competition with China that benefit us all.

Together, China and the United States could decarbonize the world. But if Americans don’t get serious about it, the Chinese will do it without them.

And if the United States tries to obstruct China, by way of corporate blacklists, trade or technology bans or diplomatic pressure, it will end up looking like part of the climate problem. That happened earlier this month when Treasury Secretary Janet Yellen, during a visit to China, urged officials here to rein in green technology exports that the United States says are hurting American companies.

Mr. Xi won’t completely toss out the polluting manufacturing-for-export economic model that has served China so well, nor does he seem ready to halt construction of coal plants. Both are considered necessary for economic and energy security until the green transition is complete. But they are now only a means to an end. The endgame, it seems, is to reach carbon neutrality while dominating the industries making that possible.

Much like how the United States showed up late for World War II, China’s clean-tech companies are latecomers, piggybacking on technology developed elsewhere. But history rewards not necessarily who was there first but who was there last — when a problem was solved. Mr. Xi seems to discern the climate chaos on the horizon. Winning the race for solutions means winning the world that comes next.

What Is ‘Cloud Seeding’—And Did It Cause Dubai’s Record Flooding?

As the United Arab Emirates grapples with historic floods that have overtaken roads and highways, disrupted flights at Dubai International Airport and killed nearly 20 in neighboring Oman, theories arose as to whether the UAE’s practice of “cloud seeding” may have contributed to the historic rainfall—a theory that has drawn skepticism from many experts.

As videos of intense flooding across Dubai surfaced on social media this week, many news outlets and observers speculated about the role of cloud seeding—a process that releases particles into clouds in order to increase the likelihood of rain, often used in dry places that experience little rainfall like the United Arab Emirates.

Conflicting reports emerged Wednesday over whether cloud seeding occurred prior to Tuesday’s flooding: Meteorologist Ahmed Habib told Bloomberg cloud seeding planes were out flying on Monday and Tuesday, but the country’s National Center of Meteorology told the outlet seeding occurred Sunday and Monday, and then told CNBC no seeding occurred prior to the flooding at all.

Meanwhile, the Associated Press tracked planes affiliated with the National Center of Meteorology that appeared to have flown around the country on Monday (The center could not immediately be reached for comment).

Some experts have doubted that cloud seeding could have contributed to the rainfall in any significant way, and have instead blamed climate change, with estimates claiming cloud seeding is only capable of increasing seasonal precipitation by around 10% or 20% , with UAE officials estimating their own program only increases rainfall by around 10-30% per year.

“There is no technology in existence that can create or even severely modify this kind of rainfall event,” said Professor Maarten Ambaum , a meteorologist at the England-based University of Reading, in response to rumors that cloud seeding caused Dubai’s flooding. Ambaum noted several forecasters “very accurately” predicted the high risk of flooding a week ago. He argued the recent rainfall was the result of thunderstorms that formed as heat drew moisture up into the atmosphere, which can create a large amount of rain as they occur “one after another.” He added “these types of intense rainfall events can be made more extreme due to climate change, as a warmer atmosphere will hold more water vapour.” Other experts agreed, with Roslyn Prinsley of the Australian National University Institute for Climate, Energy and Disaster Solutions telling TIME magazine that blaming cloud seeding for the floods amounted to “conspiracy theories.”

How Does Cloud Seeding Work?

Cloud seeding is a weather modification technique that uses either ground-based generators or aircraft to disburse into existing clouds compounds that can cause rain or snow to fall, according to the Nevada-based Desert Research Institute , a non-profit research organization that runs its own cloud seeding program. The Desert Research Institute says it uses silver iodide, a crystal-like substance that can prompt the formation of snowflakes, while UAE officials have reportedly said they simply use “ natural salts ” in their program, which experts say has no negative environmental impact . When pilots in the UAE identify suitable moisture-filled clouds, they take off in specialized planes that with hygroscopic flares that can shoot the salt into clouds, increasing water droplet size, forcing them to fall to the ground, according to a CNBC report on the program last month.

Dubai was hit with 5.59 inches of rain on Tuesday—more than than the city typically receives in a full year. The weather snarled traffic and disrupted flights in and out of the Dubai International Airport amid social media videos of planes taxiing on waterlogged runways. At least one person was reported dead in the UAE, according to local media, while 19 were reported dead in neighboring Oman.

The UAE has been experimenting with cloud seeding since the 1990s, according to CNBC , but the practice is carried out in many places across the world. It’s a common practice in areas hoping to increase snowpack, with officials experimenting with cloud seeding to produce snow in Wyoming, Australia, Montana and elsewhere, according to the Desert Research Institute. Officials in California also regularly cloud seeding to produce rainfall. Cloud seeding has been wrapped up in conspiracy theories about natural disasters before—earlier this year, two damaging February storms in California prompted widespread social media posts theorizing that cloud seeding contributed to the rainfall, even as officials said no cloud seeding had occurred.

America's facing a retirement disaster. There's a better way.

For many around the world, retirement can be a mixed bag .

Australian retirees rate their retirement happiness at 70 out of 100, according to a survey of 1,000 Australians over 60 in February by the independent researcher YouGov and investment management company Challenger Limited. Money was ranked behind good physical health as the key to a happy retirement.

Meanwhile, the US retirement system has become anxiety-inducing for many, as older adults struggle to make ends meet . More than half of Americans over the age of 65 are earning under $30,000 a year, according to a report from Sen. Bernie Sanders published in March and based on National Retirement Risk Index data.

What's more, Pew Research Center data shows that Americans over 75 are the fastest-growing age group in the workforce, a demographic that could double in the next decade. That's because many can't afford to stop working.

In the US, retirement accounts are a company benefit that employees can choose to contribute some of their paychecks to throughout their careers. Companies are not federally required to offer any kind of retirement savings account for employees or provide any monetary support for retirees. And many Americans living paycheck to paycheck aren't able to save enough to stop working.

Australia , however, requires that employers make regular contributions to a retirement fund for each employee — a system called superannuation.

Catherine Reilly, a fellow at the financial research firm TIAA Institute and a non-resident scholar at Georgetown University's Center for Retirement Initiatives, said Australia's system makes sure all adults have a retirement fund.

"Everybody is put into a plan," she said. "Whereas in the US, you only get put into a plan if you'd work for an employer that offers it."

Seventy-one percent of nonretired Americans said they are at least moderately worried about being able to fund their retirement , according to a Gallup poll of 1,013 US adults in April 2023.

Reilly said there are structural differences in how America and Australia handle savings for older adults. And while it may be tough to implement Australia's system halfway around the world — but the US could get close, she said.

Australian retirement system puts saving responsibility on employers, not employees

America's current retirement infrastructure includes two major categories: defined contribution plans and Social Security .

Defined contribution plans , which include 401(k) and IRA accounts allow employees to save and invest money that they make throughout their career, usually by depositing a percentage of their regular paycheck directly into the accounts.

Companies might also contribute to an employee's 401(k), but they are under no federal requirement to do so. The retirement accounts an employee has access to and what benefits they retain after they stop work all depend on what retirement package an individual company offers.

In a 2024 letter to investors , BlackRock CEO Larry Fink said the US retirement system puts undue pressure on employees to decide how much money to save and invest. With the rising cost of living in many US cities, it can be difficult for Americans to predict how much money they are going to need, an issue Fink called an "impossible math problem."

Fink encouraged American policymakers to study Australian superannuation , saying the "benefits could be enormous for individual retirees."

Social Security also comes into play when Americans retire, providing monthly government income benefits based on an individual's reported earnings. The federal insurance program is funded by taxes and provides income to retirees and workers with disabilities. Many retirees collect Social Security checks in addition to living off their 401(k) savings.

However, the Social Security trust is expected to be depleted by the mid-2030s unless there's an invention.

Traditional fixed-income pensions are no longer a common company benefit in the US, but are still offered by select government and public service jobs .

In Australia, however, companies are legally required to contribute 11% of an employee's monthly paycheck into their retirement account. This money can go into stocks, property, cash, or bonds — the employee has a choice. Employees can also contribute money, but much of the savings responsibility falls on their employer.

The employer contribution amount is set to increase to 12% next year.

Once they reach retirement age, which is between 55 and 60, depending on birth year, Australians can access the fund with their savings and investment earnings.

"It does level the playing field because everybody is put into a plan," Reilly said, adding that Australians have more choice in where and how their retirement money is saved.

As Reilly explained, superannuation also allows retirees to access their money all in one place.

This differs from the American system, where retirees' money is often held between a 401(k), other accounts, and outside investments. If an American employee works at multiple different companies during their career, Reilly said it can also complicate their retirement funds.

Additionally, Australian government age pensions aren't the same as Social Security. Retirees must meet a low enough asset criteria to access the age pension. Reilly said the more limited pension might be a disadvantage of the Australian system because many people's retirement is almost entirely dependent on their superannuation funds.

If the US adopted superannuation, it could impact employee salaries

Although the Australian government sets the terms for superannuation, it is managed by the private sector. Employers manage the retirement funds for their employees without much political oversight.

If America adopted superannuation, Reilly expects the system would work similarly — the federal government could establish what percentage of an employee's income employers need to contribute, but then companies could organize the retirement funds on their own.

She pointed to pooled-employer plans , a retirement fund strategy that is already being tried in the US, allowing multiple companies to contribute to a single retirement fund for an employee if that person chooses to work at different companies throughout their career. Some individual states, such as California and Colorado, also require that employees are automatically enrolled in some kind of retirement plan.

"In the US, the infrastructure for having the private sector manage these funds — that all exists already," Reilly said. "And I think that would be a sensible way to do things."

Still, Reilly cautioned that applying Australia's retirement system to the US could negatively affect employee wages . Because, for companies, it would be "very unpopular," she said.

When a company hires someone new, she said they consider the total cost of employing that person. This includes salary, bonuses, and benefits . If US employers become legally required to contribute to retirement funds, Reilly said companies may lower their employees' salaries to offset this new cost.

Still, a system like superannuation could help ensure a retirement fund for the 56 million private sector employees who don't have retirement benefits through their employer, The Pew Charitable Trust reported in January.
