Making Schools Safe for Students

High-profile school shootings, like the one at Marjory Stoneman Douglas High School in Parkland, Florida, have raised concerns that schools can be dangerous places for students. Yet the data suggest that school crime rates have dropped nationwide since the early 1990s and that the student victimization rate declined by 70% from 1992 to 2013 ( see exhibit 1 ). [1]

To the general public, though, thoughts on school safety are often shaped by high-profile school shootings and other tragic incidents that dominate a news cycle. For educators, however, issues such as bullying, harassment, and school discipline policies are at the forefront of their thoughts and can affect school safety on a daily basis.

“It is very important that we continue working to understand and prevent mass shooter events,” said Phelan Wyrick, director of the Crime and Crime Prevention Research Division within NIJ’s Office of Research and Evaluation. “However, we cannot allow the saliency of mass shooter events to overshadow the importance of a wide range of more common safety issues that schools face.”

Shootings are just one of many traumatic events that children may face at school. They may also be threatened or injured by a weapon, be bullied, be physically assaulted, or be affected by natural disasters.

In support of stakeholder efforts to ensure that students are safe in school, NIJ has funded numerous initiatives over the years that evaluate school safety practices. These efforts range from how to prevent tragic incidents like school shootings to how to promote a positive school environment where day-to-day challenges, like bullying and harassment, can be reduced.

Historical School Safety Efforts

Although federal programs and policies related to school safety can be traced to the early 1970s, the United States did not begin collecting national data on school violence until 1989, [2] when the School Crime Supplement was added to the National Crime Victimization Survey. The School Crime Supplement was conducted for a second time in 1995 and then became a biannual survey starting in 1999.

A series of school shootings in the late 1990s, including the one that occurred at Columbine High School, led to new programs that examined the thinking, planning, and other pre-attack behaviors of school shooters. One such program was the Safe School Initiative led by the U.S. Department of Education and U.S. Secret Service.

As part of this initiative, NIJ supported a 2002 study that explored the behavior of student-attackers in an effort to identify information that could help communities prevent future attacks. [3] The study evaluated 37 incidents of targeted school violence in the United States between December 1974 and May 2000. It found that these 37 attacks were rarely sudden or impulsive. In 95% of the cases, the attacker had developed the idea to harm before the attack.

Perhaps most importantly, the study found that 93% of the evaluated attackers behaved in a way that caused others to be concerned or that indicated a need for help. In fact, in more than 75% of the cases examined, the attacker had told a friend, schoolmate, or sibling about the idea before taking action. But the person who was told about the attack rarely brought the information to an adult’s attention.

“That’s the critical element if we’re going to prevent, reduce, or head off these types of incidents from occurring,” Wyrick said. “We need to have mechanisms in place, school cultures amenable to folks reporting that information.”

The study also showed that there was no accurate profile of a school shooter. The shooters came from a variety of racial and ethnic backgrounds and ranged in age from 11 to 21 years old. Some came from intact families with ties to the community and others came from foster homes with histories of neglect. The academic performance of attackers ranged from excellent to failing.

Evaluating School Safety Technology

School security measures have increased since the Columbine shooting. Today, nearly 100% of schools serving 12- to 18-year-olds use at least one safety or security measure. [4] This includes locked doors, security cameras, hallway supervision, controlled building access, metal detectors, and locker checks. However, use of these measures varies by factors such as the school’s population and location.

NIJ has long supported studies on school safety technology, including one by Sandia National Laboratories. Released in 1999, The Appropriate and Effective Use of Security Technologies in U.S. Schools covered the effectiveness of a variety of school safety technologies. The report also provided basic guidelines for law enforcement agencies and school administrators as they decide which security technologies should be considered when developing safe school strategies. It helped schools and law enforcement partners analyze their vulnerability to violence, theft, and vandalism, and suggested possible technologies to address these problems effectively.

Overall, the report stated that security technologies are not the answer to all school security problems. No two schools will have identical and successful security programs, meaning that a security solution for one school cannot just be replicated at other schools with complete success. However, many pieces of technology can be excellent tools if applied appropriately.

More recently, NIJ has supported other school safety technology evaluations through the Comprehensive School Safety Initiative (CSSI). This initiative includes a report from the Library of Congress outlining federal school safety efforts between 1990 and 2016 and two complementary projects by the RAND Corporation and Johns Hopkins University, which assess current school technology and outline school needs.

These CSSI reviews of school safety technology shared a major conclusion: No one technology, school climate intervention, or other school safety strategy can guarantee school security or eliminate the underlying cause of school violence. An integrated approach that includes emergency response plans, drills, a positive school climate, and situational awareness is called for, and school security plans must be tailored to the needs of each individual school.

Comprehensive School Safety Initiative

Safety and security technology is just one tool in a comprehensive program that each school should develop to create a safe learning environment for students and staff. NIJ’s CSSI aims to make clear that there is no one solution to ensuring students are safe in school.

Developed following the tragedy at Sandy Hook Elementary School in 2012, CSSI is one of NIJ’s latest and largest investments in school safety research. Projects funded through CSSI examine different factors from the individual, school, community, and family levels that affect school safety.

A unique program of research for NIJ, CSSI provided funding for both implementation and evaluation as well as research projects that examine root causes. Under a directive from Congress, NIJ allocated approximately $75 million per year between fiscal years 2014 and 2017. Two-thirds of that funding went toward implementing school safety projects, and one-third went toward studying the impact of each program and the causes and consequences of school-related violence. Some CSSI projects have concluded and some are ongoing. They have covered or aim to address a wide range of school safety subjects, including school resource officer training, assessments of social media threats, bullying prevention, and positive behavioral interventions, among other topics.

This initiative will compile a large amount of information over a very short period of time, but the next few years will bring a wealth of knowledge on the effectiveness of school safety practices.

“We’re trying to move the field further and more quickly with so much information in such a short period of time,” said Mary Carlton, an NIJ social science analyst.

Through CSSI, NIJ has funded 96 studies with a focus on K-12 schools. These grant-funded projects are taking place in more than 30 states and more than 2,700 schools. The initial projects are still in the final stage, so it is too soon to assess the impact of the initiative. It may take six to seven years, if not longer, for the projects to reach their conclusions and for the results to be disseminated. Even after the last set of findings is published, taking that body of work and synthesizing it for the field may require another year or so of work, said Nadine Frederique, an NIJ senior social science analyst.

Moving Forward

School shootings are frightening and make headlines. However, today’s students are less likely to be threatened or injured with a weapon at school, including a gun, than they were 10 years ago.

But educators and public safety officials continue to grapple with the challenge of creating and maintaining a safe and healthy learning environment for students. Threats to schools and student safety continue from both inside and outside the school and from adults and other individuals, including students.

NIJ has sponsored numerous studies on the issues of school safety and school climate over the past 25 years and continues to support efforts to improve the safety of students in school. The outcomes of CSSI-funded research will provide valuable context for school officials in the coming years. The 96 projects funded through this effort examine a variety of school safety issues and offer an opportunity for educators, the community, and law enforcement to better understand the factors that most affect school safety.

How to Strengthen the Safety and Security of Your School

The school shooting in Perry, Iowa , this month and the mass shooting in Lewiston, Maine , in October that left 18 dead drives home the grim reality that gun violence can infiltrate any corner of our society. For those of us entrusted with the safety of our students, these tragedies underscore the urgent need to reinforce and rethink our schools’ protective measures. To assist students and educators confronting this reality, we want to offer resources to ensure that students nationwide can pursue their studies and school activities in safe, welcoming, and supportive environments.

According to a survey by the National Association of Secondary School Principals , only 53 percent of students in grades 8-12 say their school is “extremely” or “very” safe, with both school leaders and students citing ongoing concerns around such potential threats as online and in-person bullying, drug use, gun violence, and more.

As leaders who engage with and serve as a resource for school administrators and personnel on important school safety matters and their impact on school environments, we recognize and understand this concern firsthand. To help connect our nation’s dedicated school leaders with helpful resources, guidance, and evidence-based best practices that can meaningfully strengthen the safety and security of their school this year and beyond, we offer the following guidance:

1. Plan for emergencies early and often and listen to all voices in your school community.

Although incidents like school shootings are rare, it is important to plan and prepare for a crisis. School leaders, including principals and assistant principals, play a critical role in emergency planning. In addition to managing school operations, school leaders provide essential services and supports, which can improve overall preparedness, while also serving as trusted sources for members of the school community to speak with and confidentially report potential concerns.

During the development and subsequent updates of safety processes, it is important for school leaders to create intentional spaces for both students and staff to have their voices heard. One initiative developed at Marjory Stoneman Douglas High School to foster opportunities for student engagement is “Kefford’s Kitchen” (as in co-author and Principal Michelle Kefford), where students can join her for lunch. During this conversation, students can make suggestions and ask questions (even anonymously at another time) across a range of topics that are top of mind for them. Similarly, “Mid-Week Muffins with Michelle” is open to staff so they can offer their opinions and feedback to school administrators to help refine safety planning.

Throughout the year, school leaders can take a proactive approach to emergency planning and help ensure the entire school community is as prepared as possible for potential incidents. Consider carving out time to review your emergency-operations plans (EOP) and practicing key elements. Practice may include holding tabletop exercises to test specific procedures or conducting developmentally appropriate drills so all members of the school community can run through the actions they would take before, during, and after an emergency. It is critical that schools collaborate with their community partners—local emergency-management staff, law enforcement and other first responders, and public and mental health officials—during the school safety planning process and throughout the year. These partners can provide school leaders with essential expertise and guidance to ensure that the school EOP is integrated with community efforts.

An equally important but sometimes overlooked element of emergency planning is to map out how your school will recover if an incident does occur, along with the actions the school will take to support the academic, physical, fiscal, and emotional recovery of the education community. Created by current and former school leaders who have experienced gun-violence tragedies at their schools, the Guide to Recovery from the NASSP Principal Recovery Network identifies some of the issues schools commonly face when recuperating from a traumatic event. These include identifying financial resources available to assist with recovery, connecting the community with mental health personnel, responding to offers of assistance from the community, supporting the reopening of a school, and attending to the ongoing needs of students and staff.

2. Keep track of relevant school safety resources and evidence-based best practices.

Although there are extensive resources available that address school safety, it can sometimes be overwhelming to find and easily leverage this information in a well-organized and meaningful way. Schools have individual needs and unique characteristics that require thoughtful consideration and reflection. To help provide schools with direct access to relevant, timely, and useful school safety information that can help before, during, and after a potential emergency, the federal government created SchoolSafety.gov . Through this site, school leaders can utilize tools to prioritize school safety actions, find applicable resources on a range of important school safety topics, find expertise and connect with school safety officials specific to their state, and develop school safety plans that meet unique school needs. The U.S. Department of Homeland Security created the Prevention Resource Finder to help the full range of education stakeholders identify resources, training, research, grant funding, and other opportunities.

3. Provide leaders with access to grants and funding opportunities to financially support school safety efforts.

Because schools and districts often require additional funding to support and implement various school safety measures and initiatives, it’s important to remember that the process to locate and secure necessary funding oftentimes requires year-round attention and effort. To help schools more easily identify, plan for, and apply for applicable funding opportunities that can help keep their school community safe, SchoolSafety.gov provides a comprehensive Grants Finder Tool featuring federally available school safety grants. While it can’t solve the entire grants-management process, the tool can help school leaders navigate at least part of the financial pathway.

If a tragedy occurs at a school, no matter where it is located, we all feel the impact and want to do everything we can to prevent it from happening again. Creating a safe and supportive school environment is a common goal shared by everyone in the community—our children, educators, and dedicated school staff deserve it. In preparation for the worst-case scenario, take some time to think through your school’s current approach to school safety. By sharing these resources and recommended practices, we hope to help school leaders feel ready and empowered to address school safety throughout the year.

Safety in schools should be given the utmost priority, and there are many ways schools have changed in recent years to increase the safety of children. This essay will summarize some of the safety concerns schools have and ways in which they increase safety and address those concerns.

September 11th was an event that put safety concerns into the front of public life. Since that event, schools have collaborated with their local law enforcement to address safety issues. Schools across the country face different threats, and law enforcement with public schools aim to teach appropriate reactions to events ranging from terrorist attacks to earthquakes. The No Child Left Behind Act requires schools to have plans on file that keep and maintain safe and drug-free environments.

Violence in schools is a very real threat, and teachers need to be vigilant in keeping schools violence free. It is up to teachers to observe all students and watch out for violent behaviour – not just in those students to which they are assigned. In School Law & the Public School the authors write “it is important for teachers to be visible and observant in hallways, on school grounds, and during extracurricular activities. If they notice signs of disruptive behaviour, appropriate steps must be taken to address deviant behaviour consistent with school or district policy. (Essex, 106) Teachers should not allow children to harass or intimidate others, and appropriate rules for behaviour should be set in place and regularly explained to children. It is vital that all school staff are vigilant and address any danger signs that may lead to violence. Alternative ways to deal with disagreement and discord amongst children should be discussed openly an d freely to encourage communication rather than rash violence.

Bullying is another severe behaviour that should be observed and altered immediately. “Bullying may involve physical or verbal acts intended to harass, intimidate, or create anxiety and fear among victims.” (Essex 106) Bullying creates a hostile environment in the school and can end in serious injury or death. A number of school shootings were the result of bullying. There have also been reported suicides due to relentless bullying. Bullying is not restricted to school grounds – increasingly it is taking place online via social networking sites. Vigilance in school, and a no tolerance attitude toward bullying, as well as regular communication with parents to watch for the warning signs of bullying at home can greatly increase the odds of stopping bullying before someone gets hurt. “The key issue involving bullying centres around the relationship between the bully and the victim and the intent of the person who exhibits bullying behaviour.” (Essex, 106) There is usually a power difference between the bully and the victim, such as physical size or social clique.

Gangs introduce another level of violence and intimidation in schools. Gangs are groups of individuals “involved in unusually close relationships” (Essex, 111) who share a common identity and express that through a shared display of certain signs, symbols, speech, or manner of dress. These organized groups are often involved in drugs, weapons trafficking and other forms of illegal activity. (Essex, 111) There are many reasons youths join gangs, “including peer pressure, neglect, economic reward, a sense of identity, the desire for excitement, the need for recognition or acceptance, and lack of appropriate involvement.” (Essex, 111) Putting restrictions on gang dress or implementing a school uniform are ways to break the outward symbolism of gangs within schools. At risk children should be targeted early and involved in extracurricular school programs to incorporate them into society and give them a sense of belonging outside of the structure of a gang.

Drugs are a reoccurring problem in schools, and children are taking them at earlier ages. Regular drug testing, drug sniffing dogs, and zero tolerance policies are beneficial to keeping drugs out of schools.

Schools weigh freedom of speech and safety risks as nationwide protests pop up on college campuses over the Israel-Hamas conflict.

The turmoil on college campuses over the Israel-Hamas War continues to spread. Protests and arrests at Columbia University have been followed by demonstrations and arrests at NYU and Yale as well as rallies in sit-ins at Michigan, Harvard and the University of California, Berkeley. While many campuses remain calm, administrators are working to ensure the safety of all their students. NPR's Sequoia Carrillo reports.

SEQUOIA CARRILLO, BYLINE: Colleges are walking a fine line this week as students on both sides of a deeply emotional conflict take to their campuses to protest. The demonstration, says Ted Mitchell...

TED MITCHELL: They raise this really complicated tension between freedom of speech and protecting student safety.

CARRILLO: Mitchell is the president of the American Council on Education, an umbrella organization for higher-ed institutions. He's been following closely as more than a hundred students were arrested during a peaceful protest at Columbia this weekend, dozens more at Yale and then last night at NYU. Mitchell says two things are critical right now for campus leaders.

MITCHELL: First of all, to be clear about what campus policies are and what they're not, and then, second, to be consistent - and this is where I think there's been a lot of struggle, where one group feels that they are being treated differently than another group. That's a very dangerous spot for higher-ed administrators to be.

CARRILLO: At Ohio State University last week, a protest march on campus featured students chanting and calling for the university to divest from Israeli companies. Administrators are calling for students to treat each other with respect and dignity. In a statement, spokesman Ben Johnson noted that, so far, no students have been removed, but police and trained staff are on-site for demonstrations.

BEN JOHNSON: And we remind students, faculty and staff frequently that when protected speech becomes incitement or becomes a threat of violence, the university has and will always move quickly to enforce the law and enforce university policy.

CARRILLO: Harvard's president Alan Garber told the student newspaper that he could not rule out the use of police, but added that the school has a very high bar before doing so. At the University of Michigan, students have also set up an encampment on the main quad. Officials at the university provided a statement to NPR. It reads, students are able to engage in peaceful protests in many places on campus. And at the same time, the university has a responsibility to maintain an environment that is conducive to learning and academic success. No one has the right to substantially disrupt university activities or to violate laws or university policies.

Mitchell from the American Council on Education says colleges can and will move past this turmoil, but it will take time.

MITCHELL: Let's be clear. Universities are not crumbling. The actions taking place on universities are setting the table for long, deep debates - whether it's debates about investment in Israel or about two-state solutions to the Middle East politics or about the history of the region. And so this is a loud way of setting that table for the future.

CARRILLO: With graduation mere weeks away, it may be some time before students and faculty get to sit down at that table and work things through. Sequoia Carrillo, NPR News.

The STOP School Violence Program is designed to improve school safety by providing students, teachers, and staff with the tools they need to recognize, respond quickly to, and prevent acts of violence.

With this solicitation, the Bureau of Justice Assistance (BJA) seeks to increase school safety by implementing solutions that will improve school climate. Solutions include school-based behavioral threat assessments and/or intervention teams to identify school violence risks among students, technological innovations that are shown to increase school safety such as anonymous reporting technology, and other school safety strategies that assist in preventing violence.

  • State governments
  • Public- and state-controlled institutions of higher education
  • City or township governments
